COLOMBO, Sri Lanka (AP) — The U.S. announced a $553- million project Wednesday to build a new, deep-water shipping container terminal in the Port of Colombo as it competes with China in international development financing. The U.S.-backed financing comes at a time when Sri Lanka is struggling to recover from a dire financial and economic crisis. Sri Lanka borrowed heavily from China to build the port and other infrastructure including an airport and a city being built on reclaimed land. Both neighboring India and China are jostling for influence in Sri Lanka and both have already invested in expanding facilities at the Colombo port. Now, 55% of China’s official sector loans to developing countries have entered their repayment periods, according to the analysis of more than two decades of China’s overseas funding across 165 countries released by AidData. Instead, China is providing substantial numbers of emergency rescue loans, according to AidData. Overall funding commitments from China to the developing world declined at the start of the pandemic, according to AidData. Half of China’s non-emergency lending portfolio to developing countries is now provided via syndicated loan arrangements, with more than 80% of these arrangements involving those Western or multilateral partners, they said.

“This year, overall views of the United States are much more positive than views of China in most places surveyed,” the report said. The 2019 survey recorded a median of 55% across 22 countries showing favorable views of the U.S., compared to a median of 39% of China. The Canadian helicopter was searching for a previously detected submarine when the incidents occurred, officers aboard the Ottawa said. Hong Kong CNN —Beijing has clarified that Israel remains marked on official maps issued by Chinese authorities after questions emerged over why the country’s name was not visible on online maps provided by two major Chinese companies. The maps also don’t include a country name marker for “Palestine,” which China recognized as a state in 1988 and is listed on its official maps alongside Israel. It’s not clear whether the missing country names are a new development. In a response to CNN, a Baidu Maps spokesperson said: “Where space is limited, our maps may not display the names or flags of some territories. Users can find corresponding countries or areas on Baidu Maps by simply using the map’s search function.”CNN has also reached out to Alibaba for comment.

Hong Kong CNN —China is cracking down on weather stations it says are spying for foreign countries, the latest measure in a broad counter-espionage campaign under leader Xi Jinping amid intensifying geopolitical tensions. Some stations were set up around sensitive sites such as military bases and defense companies to locate altitude and GPS data, the spy agency said. The authorities made the discovery after investigating more than 10 overseas meteorological equipment agents and inspecting more than 3,000 foreign-linked meteorological stations nationwide. “Meteorological data… is an integral part of data security and resource security. It’s closely linked to military, food, and ecological security, climate change, and public interests,” the Ministry of State Security said.

CNN —The sudden death of China’s former Premier Li Keqiang has spurred an outpouring of grief and mourning across the country. But for many, it also appears to offer a rare opening to air pent-up discontent with top leader Xi Jinping and the direction he has taken the country. His death, just months after his retirement, shocked the Chinese public. Noticeably missing from the line-up was China’s own defense minister. China would continue to “deepen strategic coordination” with Russia’s military, and it was willing, Zhang added, to develop China-US military relations. Security coordination between China and Russia has tightened in recent years amid rising tensions between each with the US and its allies. The security forum also comes as the US and China are attempting to navigate their contentious relationship that includes frictions over Taiwan and Beijing’s aggression in the South China Sea. Its officials have declined American outreach for high level meetings, in what was widely seen as a protest against sanctions Washington placed on former defense minister Li in 2018, prior to his time as defense minister, for weapons purchases from Russia.
