Paris CNN —Parisians voted in favor of tripling the parking costs for SUVs on Sunday, following a proposal by the Paris mayor’s office, as the city aims to cut air pollution and tackle the climate crisis. Citizens were asked to decide whether there should be a specific parking rate for “heavy” and “polluting” vehicles. The results of the Paris vote are expected to be verified on Monday by the electoral commission. Paris Mayor Anne Hidalgo thanked those who cast their vote on Sunday, stressing that it was a question about ecology, road safety and public health. Some car associations have come out strongly against the SUV proposal, however, including the group 40 Millions d’Automobilistes (40 Million Motorists).

QUITO, Ecuador (AP) —A diplomatic rift between Ecuador and Russia appeared to intensify over the weekend after the European nation decided to ban some imports of bananas from Ecuador. The two countries have been at loggerheads recently after Ecuador decided to transfer some of its old Russian military equipment to the United States, in exchange for $200 million in new military gear. Ecuador is the world’s leading banana exporter, with sales worth around $3.5 billion in 2022. Photos You Should See View All 45 ImagesRussia’s decision to ban some banana imports came after President Daniel Noboa announced in January that Ecuador would transfer several tons of old Russian-made military equipment to the United States. Russia’s foreign ministry protested Noboa’s decision, saying that it violated a contract which stipulated that Ecuador could not sell the equipment to third parties without Russia’s consent.

I spent the bulk of my Friday column summarizing early Republic and antebellum debates on the nature of the American Republic. The arguments run from Thomas Jefferson and James Madison in the 1790s to Abraham Lincoln in the 1860s. Speaking of Lincoln, researching that column gave me an excuse to read through a few of his most famous speeches and addresses. They organized speeches, debates, lectures and dramatic performances and brought in notable persons to participate. Some of these were tied to a particular town or city; others were operations that moved from place to place.

How long will your dog live? Measure its nose
  + stars: | 2024-02-03 | by ( Amanda Schupak | ) edition.cnn.com   time to read: +6 min
CNN —Is your dog a small male with a long nose? If so, your furry companion is more likely to be at your side for a long time, according to new research. Small and medium dogs with pronounced schnozes lived over 12 years on average, while flat-faced dogs of all sizes fell short of that mark. The study includes millions of data points, but it doesn’t necessarily represent the full spectrum of companion dog life, McMillan said. “The ethical and welfare concerns surrounding dog breeding have become one of the most important issues — if not the most important issue — within canine welfare,” McMillan said.

Hong Kong/Tokyo CNN —Did China just pull ahead of Japan to become the world’s top car exporter? “It is a certainty that China has become the world’s largest exporter,” the China Passenger Car Association (CPCA) said last month. And the picture is further clouded if you consider industry association data. One trend is clear though: China has been closing the gap with the world’s top car exporting nations over the past two years. In 2023, China’s passenger car exports rose 62% from 2022, according to data published by the CPCA last month.

Can groundhogs or other animals predict the weather?

This has been true since the early 2010s, when tech companies began realizing the benefits of influencing policymakers on issues including net neutrality and privacy. This week, Microsoft announced its support for the Kids Online Safety Act, a leading social media bill. Even when lawmakers can agree on what the problem is, they often disagree on how to solve it, creating a smorgasbord of half a dozen or more social media bills floating around Congress. That would be a huge down payment on a future social media law, said Balkam. But even that proposal is still subject to many of the same dynamics that make social media regulation hard.

HALLE, Belgium (AP) — Farmers blocked more traffic arteries across Belgium, France and Italy on Wednesday, as they sought to disrupt trade at major ports and other economic lifelines. They also moved closer to Brussels on the eve of a major European Union summit, in a continued push for better prices for their produce and less bureaucracy in their work. I think we are addressing two very important (concerns) of them right now,” European Commission Vice President Maroš Šefčovič said. A climax in Belgium is set for Thursday, when farmers plan to protest outside EU headquarters during a summit of government leaders. Despite the widespread inconveniences, governments in the EU are treating protests, which have been mostly peaceful, with extreme caution.

BRUSSELS (Reuters) - Belgian farmers outraged over rising costs, European Union environmental policies and cheap food imports plan to block access roads to the Zeebrugge container port in Belgium, financial daily De Tijd reported on Tuesday. Farmers also disrupted traffic close to the Dutch border on the E19 highway on Tuesday morning, with a tractor convoy heading towards port city Antwerp, state broadcaster RTBF said. Belgian Prime Minister Alexander De Croo is set to meet with farmers' associations on Tuesday. In recent weeks, farmers across Europe including Germany, Poland and Romania have demonstrated over what they call excessive red tape, high fuel costs and unfair competition resulting from liberal European Union trade policies. On Monday, Belgian farmers blocked highways in southern Belgium and parked tractors near to the EU Parliament in Brussels.

Teen suicide: Study identifies behavioral risk factor

But you should pay more attention since social withdrawal could signal something deeper is going on, a new study has found. Across the globe, 10% to 20% of adolescents experience suicidal thoughts, and suicide is one of the leading causes of death among them, highlighting the need for strengthened prevention efforts. But the current study examined the associations between the long-term trajectory of multiple categories of psychological and behavioral symptoms and suicidal thoughts. But the link between social withdrawal and suicidal thoughts could be explained by the “loss of protective social connections,” according to the study. “If you hear a lot of complaints about aches and pains, it doesn’t (automatically) mean your child is suicidal,” Willard said.

FALLS CHURCH, Va. (AP) — Legislation that would allow a referendum on a casino in the northern Virginia suburbs of the nation’s capital cleared a hurdle Wednesday when a state Senate committee voted to advance the bill. Another bill that passed the committee Wednesday would allow Petersburg to hold a referendum on a casino in place of Richmond. Marsden said allowing a casino in northern Virginia provides geographic diversity and fairness. Legislative studies have also shown that a northern Virginia casino would generate more tax revenue than anywhere else. The Northern Virginia Chamber of Commerce supports the bill.

COLUMBUS, Ohio (AP) — Ohio has banned gender-affirming care for minors and restricted transgender women’s and girls’ participation on sports teams, a move that has families of transgender children scrambling over how best to care for them. The new law bans gender-affirming surgeries and hormone therapies, and restricts mental health care for transgender individuals under 18. The measure also bans transgender girls and women from girls and women’s sports teams at both the K-12 and collegiate level. One advocate, while singing that Jesus loves transgender children, was escorted out of the Senate chamber. At least 23 states have now enacted laws restricting or banning gender-affirming medical care for transgender minors, and many of those states face lawsuits.

Arriving, you quickly and easily attach the motor to a dinghy or rowing boat to make a short but peaceful journey to the main sailing boat. That's the picture Temo cofounder Justine Perussel paints when describing her company's electric motor technology. Founded in 2018 in Vannes, France, Temo just raised 6 million euros, around $6.5 million, to make electric alternatives to combustion engines for small boats such as dinghies, sailboats, and rowing boats. "The electric motor market is moving very fast – it's booming," Perussel said. Small crafts are typically used to get to and from larger sailing boats or are rented for recreational use on lakes, Perussel said.

Why the controversial mullet is having a moment

Long hair, don’t careThe “modern day” mullet largely originates from David Bowie’s genre-defining and gender-norm defying persona, Ziggy Stardust, Glasscock said. “People from the Continental Congress wore what we would read as a full metal, 1992 mullet,” said Glasscock. (“Hockey hair” was, meanwhile, a popular synonym for mullet at the time, given its prominence among players and fans.) Devin Yalkin/Courtesy A24While playing Kerry Von Erich in “The Iron Claw,” White also wore his dynamic, sweeping mullet off-set — but not entirely by choice. “I was like, ‘I’m sorry, here’s a ponytail holder.”But that dedication may have played an integral part in a mullet revival kicking off 2024.

Since 2022, at least nine states — including six in 2023 — passed laws to impose harsher penalties for organized retail crime offenses, and New York and California could join that list. It's tough to determine whether theft offenses are up nationally, as it's a crime that often goes unreported and undetected. Experts previously told CNBC that laws that increase penalties for retail crime offenses may not actually reduce theft offenses, and could disproportionately harm marginalized groups. "Across our nation and our state, retail theft has surged, creating fear among customers and workers. Newsom this week also called for new legislation that would address organized retail crime.

The 21-point Brain Care Score refers to how a person fares on 12 health-related factors concerning physical, lifestyle and social-emotional components of health, according to the study published December 1 in the journal Frontiers in Neurology. Those in their 50s had a 32% lower risk of dementia and a 52% lower chance of stroke. Participants older than 59 had the lowest estimates, with an 8% lower risk of dementia and a 33% lower risk of stroke. But in terms of explaining the overall findings, many past studies have affirmed the benefits of these health components for brain health. “But as scientists, we always want to see proof.”Participating in studies like this one can be a good way to manage your brain health, Isaacson said — especially if you have limited access to health care.
