Kathy Hochul made the abrupt decision to cancel congestion pricing in New York City last month, transit leaders had already allocated more than a half a billion dollars to get the long-awaited tolling program off the ground. The Metropolitan Transportation Authority entered into a $556 million contract for cameras, software and other tools that would have been used to detect vehicles entering the planned tolling zone south of 60th Street in Manhattan. With the program indefinitely suspended, that money is, at least for the moment, wasted. Congestion pricing was designed to rein in traffic and pollution while improving travel speeds in some of the world’s most crowded streets. The money raised from the first-in-the-nation program would have generated $1 billion annually for the M.T.A., which would have used it to pay for critical upgrades and improvements to the city’s transit network.

Brazil is still weeks away from its traditional fire season, but hundreds of blazes, fanned by searing temperatures, are already laying waste to the Pantanal, the world’s largest tropical wetlands, and to parts of the Amazon rainforest. Scientists say the burning of such vast swaths of land may represent a new normal under rising global temperatures and uneven rain, making efforts to save some of the world’s most important ecosystems much harder. There were more wildfires in Brazil’s share of the Pantanal, an enormous trove of biodiversity stretching across three countries, between January and June of this year than during the same period in any other year, according to the National Institute for Space Research, which has been tracking fires in Brazil since 1998. The highest number of fires in at least two decades was also recorded in the Amazon and in the Cerrado savanna, a patchwork of shrubs, grasslands and gnarled trees encompassing 1.2 million square miles in Brazil’s central and northeastern regions.

About one in five Gen Zers, or 22%, say a lack of affordable starter homes poses as a barrier towards homeownership, according to a new report. Some believe fixer-upper homes might be the answer to the issue. More than half, 57%, of Gen Zers polled said they are willing to put an offer on a fixer-upper, according to a new report by Clever Real Estate. The site surveyed 1,000 Gen Z adults 18 and older; 126 were homeowners and the remaining 874 do not own a home. To that point, of the 40% of Gen Z homeowners who did buy a fixer-upper, about 27% regret it, the report found.

The Biden administration took steps on Wednesday to prevent China from circumventing American tariffs on Chinese steel and aluminum by routing those imports through Mexico. The administration said it would impose tariffs on imports of Mexican metals that are partially made in China. American officials said the move would close a trade loophole that has allowed cheap, state-subsidized Chinese metals to circumvent existing U.S. tariffs. The United States will now impose a 25 percent tariff on Mexican steel that is melted or poured outside of North America before being turned into a finished product. Previously, that steel would have entered the country duty free.
