Russia has issued carefully calibrated criticism of both sides in the war between Israel and Hamas. It also expects the Israel-Hamas war to distract attention from the fighting in Ukraine and erode support for Kyiv. Russian President Vladimir Putin has condemned the Oct. 7 attack by Hamas militants on towns in southern Israel. Unlike Putin, who carefully balanced his statements, other Russian officials were more blunt in their criticism of Israeli strikes on Gaza. But this position also threatens Russia's friendly ties with Israel, which hasn’t joined Western sanctions against Moscow or given weapons to Ukraine.

In today's big story, we're looking at why startups that have navigated multiple rounds of layoffs have left their workers feeling defeated. It's a question more and more startup employees are contemplating amid a historic downturn in the industry coupled with a pullback in VC funding. But as Insider's Samantha Stokes and Madeline Renbarger detail, employees are on edge nowadays because of the threat of multiple layoffs in a short time. Why work for a corporate entity and be a cog in the wheel when you can get hands-on experience at a startup? AdvertisementAdvertisementiStock; Rebecca Zisser/InsiderBut just because layoffs are a necessary evil of the startup industry, that doesn't mean employees' concerns aren't warranted.

Alphabet (GOOGL.O) and Snap surpassed third-quarter revenue expectations on Tuesday, with the tech giant seeing strong growth both at its core Search and YouTube units. Meanwhile, Snap's efforts to revamp its ad targeting tools with technology also paid rich dividends, as average revenue per user increased in the third quarter. "We expect the larger platforms like Meta and Google to lead the wallet share growth at least initially in this ad spend recovery," analysts at Evercore ISI said. Meta has also leaned heavily on AI-powered marketing planning and ad measurement features in recent years to drive its growth. "Facebook/Instagram's tools for creating a (marketing) campaign are vastly quicker and easier to use" than smaller rivals including Snap, RBC analysts said, which could potentially give Meta an edge.

FRANKFURT, Germany (AP) — For months after Ukraine's Western allies limited sales of Russian oil to $60 per barrel, the price cap was still largely symbolic. That time has now come, putting the price cap to its most serious test so far and underlining its weaknesses. But most of that, economists say, stems from Europe's ban on Russian oil, which cost Moscow its main customer. They're accused of carrying Russian oil priced at $75 and $80 per barrel while relying on U.S.-connected service providers. “The price cap is working,” says Nataliia Shapoval, vice president for policy research at the Kyiv school.

PARIS (AP) — Police arrested a man climbing Thursday on the Eiffel Tower, leading to visitors being temporarily stranded at the summit — including a reporter for The Associated Press and a Washington, D.C., couple who decided during the wait to get married. But when the lifts were temporarily shut down because of the climber, stranding the couple and others at the top, Khan decided to spring his surprise. “I figured we might be here longer than I imagined," Khan told the AP reporter. "So I didn’t want to miss dinner and she always wanted to be proposed to on or under the Eiffel Tower. After AP contacted Kennedy and others involved in the book last week, the president of Skyhorse Publishing, which co-published the book, texted the Faheys. She declined all vaccines for her son after buying into the insistence by Kennedy and other anti-vaccine “gurus” that vaccines cause autism. But people involved in the response said Kennedy and the anti-vaccine activists he supported made things worse. In June 2019, Kennedy and his wife, the actress Cheryl Hines, visited Samoa, a trip Kennedy later wrote was arranged by a local anti-vaccine influencer. He also met with anti-vaccine activists, one of whom wrote on Instagram that the meeting was “profoundly monumental ... for this movement."

A man holds a laptop computer as cyber code is projected on him in this illustration picture taken on May 13, 2017. Jerusalem-based nonprofit United Hatzalah, which provides emergency medical services, said its website was struck by distributed denial of service (DDoS) attacks that temporarily slowed its ability to receive donations. DDoS is a low-level and typically unsophisticated attack designed to overwhelm a website with artificial traffic, often causing it to crash. The disruptions to the United Hatzalah website did not lead to loss of data or donations, said Jeremy Cole, a spokesperson for the group. Another website impersonating United Hatzalah that had sprung up in the last few days seeking donations had been taken down, Cole said.

Snap is under investigation in the U.K. over privacy risks associated with the company's generative artificial intelligence chatbot. If the ICO's provisional findings result in an enforcement notice, Snap may have to stop offering the AI chatbot to U.K. users until it fixes the privacy concerns. The AI chatbot, which runs on OpenAI's ChatGPT, has features that alert parents if their children have been using the chatbot. Other forms of generative AI have also faced criticism as recently as this week. Bing's image-creating generative AI has been used by extremist messaging board 4chan to create racist images, 404 reported.

In theory, the more return you hope to earn from an investment, the more risk you'll have to take on. While most asset classes follow the risk/return rules, a couple notable outliers emerge. Commodities, despite being one of the jumpier asset classes, offer the weakest 20-year return at 0.73%. There are compelling cases to be made that, given their outsize performance, large stocks are overvalued compared with other asset classes, such as small-company and developed and emerging markets stocks, Stovall adds. For long-term investors, he says, "nibbling at small- and mid-cap stocks as well as international investments might be a good thing."
