Opinion | The Laws of Campus Culture War
  + stars: | 2023-11-02 | by ( David French | ) www.nytimes.com   time to read: +15 min
They represent the moral and philosophical foundations for the concrete constitutional rules of culture war that directly apply on campus. One of the most powerful and compelling arguments for free speech in American history was born out of mob suppression. In 1860, Frederick Douglass wrote his “Plea for Free Speech in Boston” after a violent mob shut down an antislavery event. Every college and university — public or private — that receives federal funds has an affirmative duty to protect students’ civil rights. In the recent past, schools have sometimes been too enthusiastic about stopping harassment, defining the term so broadly that university anti-harassment policies actually violate students’ free speech rights.

North Korea closes multiple embassies around the world

The North Korean flag flutters at the North Korea consular office in Dandong, Liaoning province, China April 20, 2021. Both Angola and Uganda have forged friendly ties with North Korea since the 1970s, maintaining military cooperation and providing rare sources of foreign currency such as statue-building projects. "This can be a sign of North Korea's difficult economic situation, where it is difficult to maintain even minimal diplomatic relations with traditionally friendly countries." North Korea has formal relations with 159 countries, but had 53 diplomatic missions overseas, including three consulates and three representative offices, until it pulled out of Angola and Uganda, according to the ministry. Correspondence with the Spanish Communist Party released on the party's website showed the North Korean embassy announcing the closing in a letter dated Oct. 26.

Outbursts of antisemitism have often been harbingers of societies in deep trouble and omens that extremism and violence are imminent. Biden on Monday unveiled new measures to tackle antisemitism on college campuses and senior officials underscored the need to combat anti-Jewish hate. A widening problem in the United StatesIn recent years, antisemitism has often been driven in the United States by far-right groups. But reaction to the deepening crisis in Israel and Gaza has shown that antisemitism is also boiling on the far-left. Senate Majority Leader Chuck Schumer on Monday tried to pinpoint the moment at which opposition to Israeli policies crosses into antisemitism.

(AP) — An Indiana Moms for Liberty chapter has followed the conservative group’s national playbook, challenging diversity, equity and inclusion efforts in school districts as part of its “parental rights” mission. Democratic candidate and Carmel city councilman Miles Nelson asked his opponent on stage earlier this month to denounce the local Moms for Liberty chapter. The local chapter is relatively new, but its June newsletter attracted wide condemnation after quoting Hitler on its front cover. “It’s a clear example of how opposition to Moms for Liberty can galvanize people to vote against conservative candidates,” Valant said. Shaw, a former teacher, said she is concerned about the Moms for Liberty chapter's influence in the county.

Five months later, Albanese will be welcomed to the White House with the highest trappings of American diplomacy, including a black-tie state dinner underneath a tent erected on the South Lawn. Already, the White House had struggled to secure billions of dollars in new funding for Ukraine. When Albanese arrives at the White House Tuesday evening, the US House of Representatives will have been without a permanent House speaker – and legislatively paralyzed – for 21 days. Senior Biden administration officials believe that only weeks remain before a lack of additional funding for Ukraine starts to become a serious battlefield concern. Just four months ago, China’s defense minister, Gen. Li Shangfu, was at a forum for regional officials in Singapore, serving as the face of his country’s bold vision for reshaping Asia’s balance of power. China’s announcement on Tuesday ended some uncertainty about General Li’s professional fate but leaves open questions about whether he is being investigated for any offenses. Officials in the United States had earlier said that Chinese authorities had placed him under investigation for corruption. General Li is the second Chinese minister to be purged this year without explanation and under a cloud of suspicion; the foreign minister, Qin Gang, was dismissed in July. The general’s removal also followed an abrupt shake-up in the leadership of China’s nuclear force, the highest-level upheaval in China’s military in recent years.

Opinion | Why the World Is Watching Iran
  + stars: | 2023-10-23 | by ( Colin P. Clarke | ) www.nytimes.com   time to read: +8 min
Now, in the wake of Hamas’s Oct. 7 attack, Israel appears to be preparing to invade Gaza. At the center of these mounting tensions is Iran, which has been engaged in a shadow war with its chief regional rival, Israel, for years. It also gives Tehran leverage as its proxy groups develop political wings, helping Iran play kingmaker in local and national politics in Iraq, Lebanon, Yemen and elsewhere. As the conflict intensifies, there are growing concerns that Israel may be headed toward a more direct confrontation with Iran. But the case that may pose the greatest threat to Trump’s candidacy in 2024 is not one of his criminal cases. At least 3,785 Palestinians have been killed and 12,493 wounded in Israeli strikes on Gaza, the health ministry in Gaza said. In past years, Iranian-backed militias in Iraq regularly targeted U.S. forces in Iraq and the U.S. embassy in Baghdad with rockets. President Biden will address the nation about the U.S. response to the Israel-Hamas conflict and Russia's war in Ukraine, the White House said. The remarks from the Oval Office will be delivered at 8 p.m. The conflict in the Middle East has drawn attention away from the war in Ukraine, now in its second year and also a Biden administration priority. Biden is expected to seek a roughly $100 billion aid package from Congress for Israel, Ukraine, the Indo-Pacific (including Taiwan) and border security. In an interview with CBS' 60 Minutes aired Sunday, Biden said the U.S. was capable of responding to the conflicts in Israel and Ukraine at the same time.

EU seeks to ease US tariff, green subsidy threats

Washington has asked Brussels to move against Chinese steel producers in particular in return for avoiding the re-imposition of Trump-era tariffs on EU steel and aluminium, with an end-October deadline to reach an agreement. Those subsidies, largely in the IRA, have irked EU countries because they contain local content requirements. Half of the tax break is reliant on extraction of processing of critical minerals taking place in a country with which the United States has a free trade agreement. The EU is hoping that the summit will also yield an agreement on critical minerals - cobalt, graphite, lithium, manganese and nickel - that would benefit EU suppliers. EU exports to the United States of these minerals or products principally containing them totalled 3.5 billion euros ($3.7 billion) in 2022, Eurostat data shows.

U.S. tackles loopholes in curbs on AI chip exports to China
  + stars: | 2023-10-16 | by ( ) www.cnbc.com   time to read: +4 min
The latest crackdown on tech exports to China coincides with U.S. efforts to thaw difficult relations between the world's two largest economies. One, named the H800, has as much computing power at some settings used in AI work as the company's more powerful but blocked H100 chip. The U.S. now plans to introduce new guidelines for AI chips that will restrict certain advanced datacenter AI chips that are not currently captured, the U.S. official said. In order to keep AI chips the U.S. views as too powerful from China, the official said the U.S. planned to remove one of the parameters — the "bandwidth parameter" — it has used to restrict exports of certain AI data center chips. This would likely mean the speed at which AI chips talk to each other would be reduced.
