Oracle shares surged more than 6% on Monday, continuing their recently rally and propelling Chairman Larry Ellison to become the world's second-richest person, snatching the title from Amazon founder Jeff Bezos. Bezos, who had been the second-richest person on and off since 2016, is worth $202 billion. The stock surge caused Ellison to briefly pass Bezos as the world's second-richest person on Friday, before the Amazon founder reclaimed the title. Oracle said last week that it would partner with Amazon's cloud computing unit to enable its database services on dedicated hardware.

☆ Judge dismisses Texas attorney general’s attempt to stop county from mailing registration forms to unregistered voters

CNN —A district court judge in San Antonio ruled against the Texas attorney general’s attempt to stop one of the state’s biggest counties from mailing voter registration applications to a large number of unregistered voters. Judge Antonia Arteaga on Monday dismissed a temporary restraining order and a temporary injunction filed by Attorney General Ken Paxton as moot, since Bexar County had already mailed out the applications. County commissioners approved a plan on September 3 to mail roughly 210,000 applications through a contract with an outside vendor. The attorney general argued in his challenge that it was illegal for the county to arrange for the unsolicited, mass mailing of voter registration applications. His office also launched an election integrity unit in 2018 investigating allegations of voter fraud, but it has yielded few convictions.

Intel shares jumped 8% in extended trading Monday after the company said it plans to turn its foundry business into an independent unit with its own board and the potential to raise outside capital. Gelsinger said the restructuring would allow the foundry business to "evaluate independent sources of funding," and comes days after Intel's board met to assess the direction and future of the company. The foundry business, which Intel plans to use to manufacture chips for other customers, has been a big drag on its bottom line, with the company spending roughly $25 billion on it in each of the last two years. With a standalone "operating board" and a cleaner corporate structure, the mechanics of a separation become far easier than trying to turn a fully integrated unit into a separate company.
