It also means that enforcing the price cap will have a limited impact on Russian revenues. Had the oil price been above $60 at the time, sanctions would have severely disrupted Russian exports. However, the price for most Russian oil only rose above $60 in July, which meant traders, shipping companies and Russian exporters had months to prepare. So many vessels are willing to sail loaded with Russian oil that freight rates have fallen - effectively handing Russian producers even more revenues. Freight rates for Russian Urals crude shipments to Asia for October cargoes plunged to the lowest levels since the implementation of the price cap, traders said.

Israel's southern coastal city of Ashkelon, which has a small port well in range of Hamas rockets, is not allowing ships to enter, shipping sources said. While the main Israeli ports of Ashdod further up the coast and Haifa in the north, remain open, shipping and maritime security companies are reviewing their operations for Israel, industry sources said. "Israeli ports are deemed to be at heightened risk," said Noah Trowbridge, with British maritime risk advisory and security company Dryad Global. "Since Gaza has a coastline, direct threats to shipping inside Israeli waters cannot be ruled out," BRS said. This compared with a premium of 0.0125% earlier this year, insurance sources said.

One Israeli security source told Reuters a ground offensive now looked inevitable. One Israeli security source, who like others declined to be named, said he believed an Israeli ground invasion was "not preventable because of the heavy price that we paid. Smashing up roads has been a typical tactic in the prelude to two previous Israeli ground assaults in Gaza, disrupting communications and the movement of Hamas and other militants. Giora Eiland, a former head of Israel's National Security Council, said airstrikes in Gaza "seemed very similar to previous Israeli operations" but that these tactics had not neutralised Hamas in the past. Hamas has already proved to be a tougher and more capable force than Israel had expected by launching its Oct. 7 attack.

REUTERS/Agustin Marcarian/File Photo Acquire Licensing RightsLONDON, Oct 9 (Reuters) - Oil prices surged more than 3% on Monday as military clashes between Israel and the Palestinian Islamist group Hamas ignited fears of a wider conflict in the Middle East. While the underlying supply-demand balance is unaffected, said Tamas Varga of oil broker PVM, "any rise in tension in the Middle East usually leads to an increase in oil prices and it is no different this time around". "If the conflict envelopes Iran... up to 3% of global oil supply is at risk. And if a wider conflict eventuates that ends up impacting transit through the Strait of Hormuz, around 20% of global oil supply could be held hostage," energy analyst Saul Kavonic told Reuters.

At the center of the storm is the 10-year Treasury yield , one of the most influential numbers in finance. The relentless rise in borrowing costs has blown past forecasters' predictions and has Wall Street casting about for explanations. Companies that can only issue debt in the high-yield market, which includes many retail employers, will confront sharply higher borrowing costs. Higher rates squeeze the housing industry and push commercial real estate closer to default. LONDON, Oct 5 (Reuters) - A Turkish-flagged general cargo ship hit a mine on Thursday in the Black Sea off the coast of Romania and sustained minor damage but the crew was safe, maritime and security sources said. The vessel dropped anchor for a short period to assess the damage," Ambrey said in a note. The Black Sea area has been listed as a high risk zone by insurers and floating mines remain a peril. Since then, Ukraine has set up a temporary "humanitarian corridor" for cargo vessels, and several ships have left Ukrainian Black Sea ports since August. Russia may use sea mines to target civilian shipping in the Black Sea, including by laying them on the approach to Ukrainian ports, the British government said on Wednesday citing intelligence.

When official interest rates rise, so do investors’ expectations for returns on bonds, known as yields. In the United Kingdom, the yield on 30-year bonds also reached 5% this week, the highest level in more than two decades. Yields on Italy’s 10-year bonds hit 5% on Wednesday, the highest level since 2012, when that crisis was in full swing. Mortgage rates riseThe yields on local government bonds are usually used by banks to price mortgages. High official interest rates in America and Europe have also raised the cost of borrowing for businesses.

The House voted to vacate the Office of the Speaker on Tuesday, booting Kevin McCarthy from his job. The House, under interim speaker Rep. Patrick McHenry of North Carolina, will now have to hold speaker elections once again, and it's not clear where that will lead. In 1910, House Speaker Joseph Cannon called the motion himself as he faced a mutiny from his own party, daring his own members to oust him. The Saturday measure, while supported by most House Republicans, ultimately passed with more Democratic than Republican votes. The creators of the hit crime drama "Better Call Saul" on Monday won the dismissal of a defamation and trademark infringement lawsuit by Liberty Tax Service for depicting a shady fictional tax firm that appeared to resemble its own. Gardephe said Liberty Tax offered no "particularly compelling" allegations that viewers would be confused into thinking Sweet Liberty was one of its more than 2,500 offices. "Better Call Saul" starred Bob Odenkirk as Saul Goodman, a corrupt lawyer also known as Jimmy McGill. Peter Siachos, a lawyer for Liberty Tax, said his client will explore its legal options, including an appeal or refiling the lawsuit in a state court. The reorganization is partly a sign of the times. Until the university established the center, the 41-year-old Mr. Kendi had never run an organization anywhere near its size. On Wednesday, Boston University announced it was conducting an inquiry into complaints from staff members, which include questions about the center’s management culture and the faculty and staff’s experience with it, as well as its grant management practices. The university said Friday that the center has raised nearly $55 million and its endowment contains about $30 million, with an additional $17.5 million held in reserves. The bulk of the donations came from pledges made during the first year, and the university reported $5.4 million in cash and pledge payments in the most recent fiscal year.

The union alliance and Chevron accepted proposals on pay and conditions from the country's industrial arbitrator for the Gorgon and Wheatstone LNG facilities, and workers suspended strikes that began two weeks ago. ‘Cassandro’ Review: Love and Lucha Libre

In conversations with Sabrina, Saúl toggles between English and Spanish, reserving the latter for colloquialisms or teasing, and the mixture gives their dialogue an organic rhythm. He uses the same blend of languages with his lover, Gerardo (Raúl Castillo), a married luchador with kids whom Saúl sees in secret. and AIDS panic was at its shrillest, and although the real-life Cassandro was sometimes rebuffed by homophobic opponents, the movie never mentions the epidemic. “Don’t you think he’s sexy?” Saúl says, referring to Cassandro as if he were a third person who might join them. The trouble is that lucha libre, built on glitz, is anything but naturalistic.
