For years, the European Union has funded the Libyan Coast Guard in an effort to stop migrants and refugees arriving on its shores. But those returned to Libya can face abuse and torture in detention camps run by the militias. The fighting began when members of the Special Deterrence Force, which oversees some prisons in Tripoli, arrested Col. Mahmoud Hamza , leader of the 444 Brigade. Lebanese authorities on Monday froze the bank accounts of the country’s embattled former central bank governor, Riad Salameh, days after the United States, Britain and Canada imposed sanctions on him for “contributing to the breakdown of the rule of law in Lebanon” through decades of corruption. The action, announced by Lebanon’s interim central bank governor, Wassim Mansouri, followed an internal investigation. The assets of four people close to Mr. Salameh were also frozen by the central bank. They include Mr. Salameh’s brother, Raja Salameh; his son, Nady Salameh; Anna Kosakova, whom U.S. officials described as Mr. Salameh’s former partner; and his former assistant at the central bank, Marianne Hoayek. The U.S.-led coalition accused them of helping Mr. Salameh funnel hundreds of millions of dollars through layered shell companies to invest in European real estate so that he could amass an outsize fortune outside of the country.

KARACHI, Pakistan, Aug 12 (Reuters) - Pakistani Prime Minister Shehbaz Sharif and opposition leader Raja Riaz agreed on Saturday to name Senator Anwaar-ul-Haq Kakar as caretaker premier to oversee elections, the Prime Minister's office said. "The prime minister (Sharif) and leader of opposition have jointly signed the advice which will be sent to the president for approval," the statement said. Under Pakistan's constitution, a neutral caretaker government oversees national elections, which must be held within 90 days of the dissolution of the parliament's lower house - which in this instance means early November. The choice of caretaker prime minister has assumed heightened importance this time because the candidate will have extra powers to make policy decisions on economic matters, and amid fears the elections may be delayed by as much as six months. Kakar has been serving a six-year term in Pakistan's Senate since 2018.

ISLAMABAD, Aug 10 (Reuters) - Pakistan's outgoing prime minister, Shehbaz Sharif, and the leader of the opposition will on Thursday meet to pick a caretaker leader to oversee a general election due by November, a government official said. Sharif and opposition leader Raja Riaz will meet in the afternoon, said the official in the prime minister's office, who declined to be identified pending the announcement of the meeting. Under the constitution, the two have three days to reach agreement on a caretaker. If they can't, the decision will go to a parliamentary committee, and if it can't, then the Election Commission of Pakistan will decide. The lower house of parliament was dissolved on Wednesday, three days before the end of its five-year term on Aug. 12.

The lawmakers asked if the FCC is considering using the Covered List to address Chinese-owned cellular modules. "Could requiring certification for modules used in communications equipment be an effective means" of addressing Chinese modules in U.S. networks? CNN —A federal jury on Friday convicted Olympic boxer Félix Verdejo-Sánchez in the deaths of a woman and her unborn child, according to the US Attorney’s Office in the District of Puerto Rico. He was found guilty of kidnapping resulting in death and intentionally killing an unborn child, prosecutors said in a press release. Keishla Rodríguez Ortiz and her unborn child were found dead in the San José Lagoon in Puerto Rico on May 1, 2021. On the morning of Rodríguez Ortiz’s death, Verdejo-Sánchez carried out a premeditated plan to kill her and her unborn child, according to the release. Prosecutors said Verdejo-Sánchez lured Rodríguez Ortiz into his vehicle where, with help from another person, he assaulted and drugged her, the release stated.

By the time Walid al-Hajjar stormed his bank armed with a jug of gasoline, four lighters and a willingness to set himself on fire, his wife’s bone cancer was too far gone for him to save her. But he wanted to make her more comfortable in the time remaining — treated with painkillers in a hospital rather than writhing in agony at home, he recalled. And the family had already accumulated tens of thousands of dollars of debt from friends and relatives that needed to be repaid. Mr. al-Hajjar, 48, had the money to pay for his wife’s treatment. CNN —An unarmed Black man was attacked by a police officer’s K-9 as he surrendered to authorities with his hands up, despite an Ohio State Trooper repeatedly urging officers not to release the dog. The House Select Committee on the Chinese Communist Party sent letters to four separate U.S. venture capital firms, including Qualcomm's venture arm, expressing "serious concern" about their investments in Chinese tech startups. The letters, which were made public on Wednesday, were sent to GGV Capital, GST Ventures, Qualcomm Ventures, and Walden International. Qualcomm Ventures, for example, made 13 investments in Chinese A.I. Walden, a smaller firm, was identified as a particularly significant backer of Chinese AI companies. Hundreds of protesters stormed the Swedish Embassy in Baghdad early Thursday and set fire to parts of it ahead of a demonstration outside the Iraqi Embassy in Sweden, where recent Quran burnings have inflamed anger in the Muslim world. At the latest demonstration in Sweden on Thursday, Mr. Momika and another protester kicked around copies of the Quran and stomped on a replica of the Iraqi flag. In response, Iraq’s prime minister, Mohammed Shia al-Sudani, expelled the Swedish ambassador and directed Iraq’s chargé d’affairs to withdraw from the Iraqi embassy in Sweden, a government spokesman said. The severing of diplomatic relations came “in response to the repeated permission of the Swedish government to burn the Noble Qur’an, insult Islamic sanctities and burn the Iraqi flag,” Mr. al-Sudani said in a tweet. The Iraqi government also suspended the operating license in the country of the Swedish telecommunications company Ericsson.
