Alexander Spatari | Moment | Getty ImagesAs U.S. cities continue their recovery from the pandemic and inflation, New York City was expected to provide a key national test for the economic value of congestion pricing. A cost of living crisis, preparing for climate challenges, and aging infrastructure, including public transportation, all made the congestion pricing plan make sense to many. Her group also has supported a congestion pricing plan for two decades. The long, and often losing, history of congestion pricing The battle over congestion pricing in New York City has a much longer history than you may think. In 2007, then-New York City Mayor Michael Bloomberg made the case for congestion pricing, but couldn't get enough support in the state's capital.

Kathy Hochul’s decision to “indefinitely pause” congestion pricing in Manhattan is likely to reverberate for decades, much like the former New Jersey governor Chris Christie’s decision in 2010 to block construction of a badly needed new rail tunnel under the Hudson River. Both were short-term choices that pushed aside critical long-term investments in the most mass-transit-dependent metropolitan area of the nation. The decision by Mr. Christie, which he said was based on the project’s cost, compromised the region’s competitiveness, economy and environment. Ms. Hochul’s action raises questions about whether congestion pricing, which was set to begin at the end of the month, will ever happen. It will mean continued congestion on some of the world’s most traffic-stymied streets and no relief from the air pollution from auto and truck exhaust.

It’s the kind of thing I’ve thought a lot about my entire life: What could transform me? I was probably more in the camp of we’re fixed, give or take whatever little percentage around the edges. So I was interested in this notion lately that, oh, you can change, the personality isn’t fixed. I sort of like that it’s all on the table, that everybody’s thinking you kind of are who you say you are. I feel this little rush of competitiveness, which I really don’t have in the world of art at all — or my life even.
If true, the loss of a Polish shopping center by means of Russian arson would be shocking on its own. As NATO advances toward the July summit, it's become clear that more comprehensive discussions on addressing the Russian sabotage campaign must take place. Some of the earliest identified acts of Russian sabotage occurred in 2014 at ammunition depots in the Czech Republic killing two and causing $42.5 million in damage. When the two puppies arrived at a makeshift shelter in the southern Brazilian city of Porto Alegre, their rail-thin legs buckled from exhaustion. They had treaded water for hours, fighting to survive as floods submerged the city, turning streets into rivers. “We tried to get them to walk, but they couldn’t,” said Dr. Daniel Guimarães Gerardi, a veterinarian volunteering at the shelter. When awake, they wobbled around the shelter on unsteady legs, tails wagging and ears pinned back tightly. “We hope that, if they have caregivers, they will be found,” Dr. Guimarães said.

Medline Industries, a medical supply company, is recalling about 1.5 million portable adult bed rails in the United States and Canada after two reported deaths involving the product, federal safety regulators said. The U.S. Consumer Product Safety Commission said on Thursday that users of the Medline Bed Assist Bar can become entrapped within the bed rail or between the product and the side of a mattress. “This poses a serious entrapment hazard and risk of death by asphyxiation,” the agency said in a statement. “Consumers should immediately stop using the recalled bed rails and contact Medline for a refund.”The commission said that Medline received two reports of deaths associated with the Bed Assist Bars. The deaths took place in July 2019 and November 2023 and involved the entrapment of a 76-year-old woman at a senior nursing facility in Iowa and an 87-year-old woman at a residential care facility in South Carolina, according to the agency.

CNN —Train enthusiasts and history buffs alike will soon have a new Southeast Asian destination to visit, as Vietnam prepares to unveil a revamped pair of vintage steam locomotives from the 1960s. The two Revolution Express locomotives are the last working steam trains in Vietnam, dating from when the country was still a French colony, according to hospitality brand Wafaifo Optimisers, which is managing the project. In recent years, the trains have been slowly restored to working condition using original parts, and crafted by the last remaining steam engineers working for the national railway system. Wafaifo & Revolution ExpressVietnam declared its independence from France on September 2, 1945 – a claim that neither France nor the United States recognized. By 1954, Vietnam signed the Geneva Accords – splitting the country into two halves, the Communist-led north and US-supported south, and kicking off the bloody Vietnam War, which would last nearly two decades.

Norfolk Southern has agreed to pay more than $310 million to settle claims and cover costs stemming from the February 2023 derailment of a freight train carrying hazardous materials in an Ohio town, the federal government said on Thursday. The Department of Justice and the Environmental Protection Agency said the settlement, which still needs to be approved by a federal court, requires Norfolk Southern to improve rail safety and pay for cleanup costs and health and environmental monitoring in and around East Palestine, Ohio, where the accident happened. On a Friday night in early February last year, 38 rail cars on a Norfolk Southern train derailed, 11 of which were carrying hazard materials like vinyl chloride, a chemical used to make plastics. Days later, emergency responders, fearing an explosion, decided to release and burn vinyl chloride from derailed cars, sending vast plumes of dark smoke over the town. Hundreds of residents were evacuated and life in East Palestine was upended for months.

Among the goals of his three-day state visit in October: securing another $1 billion in loans from China to help complete infrastructure projects. On Wednesday, when he arrived at Joint Base Andrews to begin another state visit – this time to Washington – he again found a red carpet and troops. Senior administration officials acknowledge a central factor in scheduling a state visit with Kenya was the desire to counter China’s influence and financial leverage on the African continent, which has outpaced the United States in direct investment. One of the goals of Thursday’s state visit is to demonstrate the ability of democracies – like Kenya’s – to deliver for their people. “I plan on going in February,” Biden told reporters.

All trains between New York and Philadelphia were suspended on Wednesday evening because of fallen electrical wires that power the trains at Pennsylvania Station, according to Amtrak. The power outage stopped Amtrak and New Jersey Transit trains, an Amtrak spokesman, Jason Abrams, said in an email. The power outage started at 5:05 p.m., Mr. Abrams said, adding that crews were working to restore power. Riders on New Jersey Transit will have their tickets and passes honored on PATH trains, which are running between Manhattan and New Jersey, according to a spokesman for New Jersey Transit. To avoid Penn Station, travelers also may take a ferry to Hoboken, where six New Jersey Transit lines offer service.

But before they pack their bags, they may want to read Japan's "Life and Work Guidebook," which is aimed at helping foreigners fit in. But the chapter on "Daily Rules and Customs" is where foreigners will find specific guidance on "life rules" that illustrate Japan's emphasis on collectivism and respect. Not only party and music levels should be kept to a minimum, but also "voices" and "TV" levels, the guidebook states. A Japanese guidebook for foreigners advises against making noise by using washing machines early in the morning or late at night. "Be sure that your music is not too loud and cannot be overheard outside of the earphones," the guidebook states.
