Ambassador Lynne Tracy visited Wall Street Journal reporter Evan Gershkovich in a Moscow prison on Friday, the embassy said, as he prepares for a new appeal next week against his pre-trial detention on spying charges that he denies. Gershkovich was arrested on March 29 in the Urals city of Yekaterinburg on charges of espionage that carry up 20 years in prison. Gershkovich is the first U.S. reporter to be accused of spying in Russia since the Cold War. This week she also visited Paul Whelan, an American convicted of espionage in 2020 and serving 16 years in a Russian penal colony on spying charges that he too denies. The United States has designated both men as "wrongfully detained", meaning it considers the charges against them to be bogus and politically motivated.

Mr. Gershkovich has been detained in Moscow’s Lefortovo prison on espionage charges that he, the U.S. government and The Journal have vehemently denied. In secret and short proceedings on Thursday that were closed to the news media, a Moscow court ruled that Mr. Gershkovich’s pretrial detention, which had previously been extended to Aug. 30, would now stretch until at least Nov. 30. The arrest of Mr. Gershkovich was the first time since the end of the Cold War that an American journalist had been detained on accusations of spying in Russia. At the time he was detained by the Federal Security Service, or F.S.B., Mr. Gershkovich was on a reporting trip in Yekaterinburg and had accreditation from Russia’s Foreign Ministry.

CNN —Iraqi authorities have switched off electronic advertising boards in Baghdad after pornographic footage was broadcast on one of the screens. A man has now been arrested by the police after the x-rated material was broadcast to passers-by in the capital, local media reported. Over the past year, the government has also cracked down on social media influencers. A platform called “Report” was launched this year to allow citizens to anonymously report “negative” or “immoral” content seen online. It prohibited all phone and internet companies licensed by it from using the terms in any of their mobile applications.

☆ India cenbank issues guidelines to regulate penal charges by banks

Penalty, if charged, should be treated as "penal charges" and not be levied as "penal interest" on the existing rate charged on loan, the Reserve Bank of India (RBI) said in a notification. The RBI also asked the banks to formulate a board-approved policy on penal charges or similar levies on loans. Further, the quantum of penal charges should be "reasonable" and "not discriminatory" within a particular loan or product category, the bank said. It also sought the lenders to disclose the quantum and reason for penal charges.
