A level playing field produces better products and services," Bureau of Internal Revenue Commissioner Romeo Lumagui said in a statement. President Ferdinand Marcos Jr signed into law on Wednesday the imposition of VAT on non-resident digital service providers such as streaming services and online search engines. The Philippines will impose a 12% value-added tax on digital services offered by tech giants such as Amazon , Netflix , Disney , and Alphabet , in a move that will level the playing field with domestic brick and mortar players, the internal revenue agency said on Thursday. Only domestic digital service providers are now subject to paying the 12% VAT, the agency said. Digital services provided by foreign firms are considered rendered in the Philippines if the digital services are consumed in the Southeast Asian nation, the revenue agency said.

The statement came a day after the US Coast Guard said it spotted four vessels from the Russian Border Guard and Chinese Coast Guard in the Bering Sea – the “northernmost” location it said it had ever observed the Chinese ships. A banner visible on one of the vessels in accompanying photos read “China Coast Guard devoting its heart to the Party; demonstrating loyalty in the Arctic Ocean,” referring to China’s ruling Communist Party. The US Coast Guard (USCG) on Monday said it spotted the four vessels from the Russian Border Guard and Chinese Coast Guard “transiting in formation in a northeast direction” in the Bering Sea, some five miles inside Russia’s Exclusive Economic Zone on Saturday. There is no evidence to suggest the fire was intentionally set, Maui Fire and Public Safety Chief Bradford Ventura said. The Lahaina fire was one of three wildfires that ignited on Maui that day; the report did not address the two other, less-destructive fires. Since last year, thousands of residents have sued Hawaiian Electric, Maui County and the state of Hawaii over the fire. The utility has acknowledged that one of its downed power lines ignited a blaze early that morning off Lahainaluna Road in the hills above Lahaina. Maui County announced a few hours later that firefighters had fully contained it.

“Pinoy Pride” slogans, meals with community members, in-language ads and recruiting Filipino Americans for the campaign. With just over a month before the election, Vice President Kamala Harris’ campaign has been courting a group of Asian American voters, Filipino Americans, that may play a decisive role in the crucial swing state of Nevada. While Asian Americans make up almost 12% of Nevada’s electorate, well over the previous margin of victory, Filipino Americans constitute by far the largest ethnic group in that demographic. The ad blitz follows several other efforts made in the past few months to mobilize the Asian American community. With a month to go, Abby Herrera, a 19-year-old Filipino American organizer with grassroots nonprofit One APIA Nevada, said more can always be done to attract Filipino American voters.

KAOHSIUNG, Taiwan — Taiwan shut down on Wednesday, grounding hundreds of flights and closing schools, offices and financial markets ahead of the arrival of a weakening Typhoon Krathon, with one person reported dead and torrential rain lashing the island’s south. Although the typhoon has weakened, the threats from a storm surge, strong winds and rain remain as it slowly makes its way toward Taiwan’s coast, weather forecasters said. The typhoon would lose power once it hit land, said Kaohsiung Mayor Chen Chi-mai, but would still bring intense winds and rain. Once it hits land, the typhoon could be downgraded into a tropical depression and dissipate, which has happened only once before in Taiwan, in 2001, forecasters said. In Taipei, some malls and shops remained open, with rain only expected later in the day.

It’s not hard to conclude that former President Donald Trump himself makes it nearly impossible to have the type of debate Vance and Walz participated in Tuesday night. But Trump has never participated in a debate that didn’t devolve into something more pugilistic and even immature and juvenile at times. Going into this debate, I assumed that both vice presidential nominees would be more focused on the tops of the tickets. It's an interesting decision given how it seems as if the Trump campaign team desperately wants to re-attach Biden’s unpopular brand to Harris. I think Trump and his team are convinced Harris needs another debate more than Trump does.

In pictures: Solar eclipse creates ‘ring of fire’
  + stars: | 2024-10-02 | by ( Kyle Almond | ) edition.cnn.com   time to read: 1 min
An annular solar eclipse was seen in parts of South America on Wednesday, creating a blazing “ring of fire” in the sky. Annular solar eclipses occur when the moon passes between Earth and the sun and the moon is near or at the farthest point in its orbit from Earth. The moon doesn’t completely block the sun as it does during a total solar eclipse, which is what causes the ring of fire effect. Although the path of the eclipse tracked over the Pacific and Atlantic oceans and Antarctica, only parts of Argentina and Chile, including Easter Island, were able to see the ring of fire.

Before that, groundings were rare for Falcon 9, SpaceX’s centerpiece rocket, which much of the Western world relies on for accessing space. SpaceX is likely to seek FAA approval to resume flights in a similar manner, while its engineering investigation continues with oversight by the FAA. The agency regulates rocket launches and rocket re-entries to the extent they may affect public safety. Falcon 9’s first stage is reusable, but its second stage is not. The Falcon 9 grounding does not directly affect Starship, SpaceX’s giant, next-generation rocket system that it has tested four times since 2023.

In younger women, rates have increased at a faster clip — by about 1.4% every year since 2021. Among Asian American and Pacific Islander women under 50, breast cancer diagnoses have increased by 50% since 2000. Today, Black women are 5% less likely to get breast cancer than white women, but are nearly 40% more likely to die from the disease. The American Cancer Society researchers noted that this disparity is seen in even the most treatable types of breast cancer. Each person’s family and personal history and genetics will also determine when they should start screening for breast cancer.

He also called for deeper economic and cultural exchanges across the Taiwan Strait and promotion of “spiritual harmony of compatriots on both sides.”“(We must) resolutely oppose ‘Taiwan independence’ separatist activities,” Xi said. Mexico City Associated Press —Claudia Sheinbaum will take the oath of office Tuesday as Mexico’s first female president in more than 200 years of independence, promising to protect an expanded social safety net and fight for the poor like her predecessor, but facing pressing problems. Sheinbaum romped to victory in June with nearly 60% of the vote, propelled largely by the sustained popularity of her political mentor, former President Andrés Manuel López Obrador. “So, where López Obrador was charismatic, Claudia Sheinbaum will have to be effective.”He is not leaving her an easy situation. Things with its northern neighbor were already tense after López Obrador said he was putting relations with the US embassy “on pause” after public criticism of the proposed judicial overhaul. Asia-Pacific markets are mixed on Tuesday, after Federal Reserve Chair Jerome Powell indicated the recent outsized cuts enacted by the U.S. central bank should not be interpreted as a sign that future moves will be as aggressive. "If the economy performs as expected, that would mean two more rate cuts this year, a total of 50 [basis points] more." The current federal funds rate stands at 4.75%-5%, with the expected additional 50 basis points in cuts set to take the Fed's benchmark interest rate to 4.25%-4.5% at the end of 2024.
