In late March, after two years of withering attacks on Ukraine, Russia knocked out half of Ukraine’s power supply. Up to that point, Russia’s missiles and kamikaze drones had mostly targeted the Ukrainian substations that push electricity from power plants to consumers. But the global community must now draw bright lines for combatants in future conflicts — and strengthen the hand of future prosecutors — by codifying specific protections for power grids. The international community already attempts to do that for select infrastructure, including hospitals, dams and nuclear power plants, via the Geneva Conventions. It’s time to add power grids to that privileged roster.

The United States commitment to Israel — including $3.8 billion a year in military aid, the largest outlay of American foreign aid to any one country in the world — is a reflection of the exceptionally close and enduring relationship between the two countries. A bond of trust, however, must prevail between donors and recipients of lethal arms from the United States, which supplies arms according to formal conditions that reflect American values and the obligations of international law. The question is not whether Israel has the right to defend itself against an enemy sworn to its destruction. In the immediate aftermath of that attack, President Biden rushed to demonstrate America’s full sympathy and support in Israel’s agony.

London CNN —Pressure is mounting on British Prime Minister Rishi Sunak to suspend the sale of arms to Israel following the deadly attack on a convoy of aid workers in Gaza. Calls for Sunak to stop supplying Israel with weapons grew after an Israeli airstrike on Monday killed seven members of staff from World Central Kitchen, three of whom were British citizens. The government is still waiting for legal advice from its lawyers on whether or not selling arms to Israel is in breach of international law. However, parliamentary estimates show that the UK has still licensed arms worth over $725m. The family of one of the aid workers killed former Royal Marine James Henderson, have criticized the UK sale of arms to Israel.

CNN —The Israeli military has been using artificial intelligence to help identify bombing targets in Gaza, according to an investigation by +972 Magazine and Local Call, citing six Israeli intelligence officials involved in the alleged program – who also allege that human review of the suggested targets was cursory at best. When asked about +972 Magazine’s report, Israel Defence Forces (IDF) did not dispute the existence of the tool but denied AI was being used to identify suspected terrorists. Night attacksThe magazine also reported that the Israeli army “systematically attacked” targets in their homes, usually at night when entire families were present. The report, citing sources, said that when alleged junior militants were targeted, “the army preferred” to use so-called dumb bombs – unguided missiles which can cause large-scale damage. President Ebrahim Raisi of Iran said on Tuesday that Israel’s airstrikes on an Iranian embassy compound in Damascus, Syria, which killed three top Iranian commanders, will not go unanswered. The strike, on part of the Iranian Embassy complex in Damascus, killed three generals in Iran’s Quds Force and four other officers, making it one of the deadliest attacks of the yearslong shadow war between Israel and Iran. Mr. Raisi said it was an “inhumane assault in brazen violation of international law,” in comments reported by Tasnim, a semiofficial news agency. He added that it will not go unanswered, but gave no details of how Iran might respond. Switzerland acts as the United States’ representative in the absence of diplomatic relations between Tehran and Washington.
