HAVANA, Oct 19 (Reuters) - Cuba on Wednesday said the decades-old U.S. trade embargo has been causing record financial losses and untold human suffering in recent months, at a time when Cuba was also battling the effects of the COVID-19 pandemic and Hurricane Ian. Foreign Minister Bruno Rodriguez made the comments at the launch of an annual campaign for a United Nations resolution condemning the trade embargo, which was put in place after Cuba's 1959 revolution. He said Cuba was grateful for the U.S. aid but was still crippled by the embargo, which he called a "hurricane" that never ceases to batter the island. The U.N. General Assembly will vote on Nov. 2 and 3 on a non-binding resolution condemning the trade embargo. WASHINGTON, Oct 18 (Reuters) - A U.S. consular official spoke on Tuesday with Britney Griner and Paul Whelan, Americans detained in Russia, State Department spokesman Vedant Patel said. "There was a substantial proposal on the table earlier this summer to facilitate their release. Our governments have communicated repeatedly and directly on that proposal, and the Russians should take that deal," he said at a news briefing. Oct 17 (Reuters) - Police in the British city of Manchester are investigating an incident involving a protester who appeared to have been pulled inside the grounds of the Chinese consulate and beaten, after a demonstration against Chinese President Xi Jinping. Police on the scene eventually stepped through the gate and pulled the man out. "Greater Manchester Police are aware of an incident that took place at around 3pm on Sunday 16 October 2022 at the Chinese Consulate in Manchester," a police spokesperson told Reuters in a written response. There was no immediate reply to Reuters requests for comment from the Chinese consulate in Manchester and the Ministry of Foreign Affairs in Beijing. The man who was beaten, who Leung said is known by the first name, Bob, had cuts to his face afterwards, Leung said.

The US Embassy in Moscow is urging Americans to leave Russia as soon as possible. The embassy warned that dual nationals could be conscripted into military service. Putin recently announced a military mobilization plan as the Ukraine war rages on. "Russia may refuse to acknowledge dual nationals' US citizenship, deny their access to US consular assistance, prevent their departure from Russia, and conscript dual nationals for military service." Russian President Vladimir Putin declared a partial military mobilization last week, calling up hundreds of thousands of reservists.
