They were the first hostages confirmed by both sides in the conflict to be freed since Hamas gunmen burst into Israel and killed 1,400 people, mainly civilians, and abducted around 200 others. Abu Ubaida, a spokesperson for Hamas' armed wing, said the hostages were released in part "for humanitarian reasons" in response to Qatari mediation efforts. Earlier, the United States had said details of a deal to send aid through the Rafah crossing were still being hammered out. Before the outbreak of conflict, about 450 aid trucks were arriving there daily. Most of Gaza’s 2.3 million people depend on humanitarian aid. A U.N. official said more than 200 trucks of aid were ready to move from Sinai to Gaza. During previous conflicts, aid had been delivered to Gaza during humanitarian pauses through the Kerem Shalom crossing, which is controlled by Israel.

China is ramping up its diplomatic efforts in the Israel-Hamas conflict, with President Xi Jinping issuing his first public comments on the war and calling for a cease-fire. Aid convoy trucks waiting at the Rafah border crossing to enter Gaza from Egypt on Thursday. As Gaza grapples with an escalating humanitarian crisis, the prospect of getting aid through the closed Rafah border crossing with Egypt has taken on particular urgency. Hopes are high that the aid trucks would be able to cross into Gaza on Friday, according to European Union officials coordinating aid from the bloc. The American, U.N. and Egyptian officials are discussing who would carry out those cargo inspections, a person directly familiar with the matter said, requesting anonymity to speak about the delicate negotiations. “All of Gaza is waiting for the aid,” Wael Abu Omar, the spokesman for Hamas’s interior ministry, said Thursday.

Here are the main takeaways from China’s Belt and Road Forum. No doubt over Putin’s prominenceThe gathering left no question over who was the most important world leader in attendance in the eyes of China’s Xi. In his meeting with Putin, Xi hailed the China-Russia partnership as “a long-term commitment,” stressing “ever-lasting good neighborliness and mutually beneficial cooperation,” and alluding to their shared 4,300-kilometer border and mutual aims. Since then, skepticism about China’s global ambitions has risen in Europe, in particular over Beijing’s economic and diplomatic support for Moscow. “Obviously, competition should not mean working against each other but mutually improving each other,” he said, while touting the quantity of China’s global development projects.

At the Belt and Road Forum in Beijing, United Nations Secretary-General Antonio Guterres called for an immediate humanitarian ceasefire. “China is endeavoring to build itself into a stronger country and rejuvenate the Chinese nation on all fronts by pursuing Chinese modernization. World leaders, representatives and delegations from more than 140 countries – including in the Middle East and the Taliban – are attending the gathering marking one decade since the launch of Xi’s flagship Belt and Road Initiative. The vote follows the council’s rejection Monday evening of a Russian-drafted resolution that condemned violence and terrorism against civilians and called for a “humanitarian cease-fire” but made no mention of Hamas. One calls for a “humanitarian cease-fire.” The other would condemn indiscriminate attacks on civilians and assaults on “civilian objects” in Gaza like hospitals and schools that deprive people of the means to survive. To be adopted, a resolution needs at least nine of the 15 council members to vote “yes” and no veto by a permanent member. The council vote was taking place amid frantic diplomatic efforts to prevent the Israeli-Hamas conflict from spreading. The five permanent Security Council nations are also invited, he said.

How the Israel-Hamas War Tests International Law

Israel is preparing a ground assault in Gaza following Hamas’s attack. Retired Brigadier Gen. Mark Kimmitt explains where the invasion could take place and how it could reshape the region politically. Photo Illustration: JJ Lin/WSJ“Even wars have rules,” United Nations Secretary-General António Guterres said last week, repeating a maxim of international law that experience has shown to be more aspirational than operational. Hamas mocked the most sacrosanct of those rules when it intentionally targeted Israeli civilians in early October in an operation that killed more than 1,000 Israelis and took about 200 people hostage.

The Rafah crossing between Gaza and Egypt is still closed, leaving humanitarian supplies piling up on the Egyptian side of the border. But, Israel has closed its two border crossings with Gaza and imposed a “complete siege” of the territory. That has left the Rafah crossing as the only viable outlet to get people out of the enclave – and supplies into it. Also complicating matters: border authorities have not managed to repair Israeli airstrike damage to the Gaza side of the Rafah border crossing, a Palestinian official said. Abu Obaida claimed 22 of the hostages in Gaza were killed in Israeli airstrikes (CNN cannot independently verify that claim).

The European Union's top diplomat Josep Borrell warned that Israel's call to evacuate the roughly 1.1 million residents of Gaza City south of the Wadi Gaza river is "virtually impossible," echoing earlier comments from United Nations Secretary-General António Guterres. The U.N. has previously condemned the terrorist attacks of Palestinian group Hamas, which killed and abducted Israeli civilians and nationals. Several humanitarian agencies have decried the evacuation order, saying it would exacerbate the existing crisis for civilians in the Gaza Strip. On Friday, Guterres urged all parties to allow "immediate humanitarian access" as the Israel-Hamas conflict deepens. "We need immediate humanitarian access throughout Gaza, so that we can get fuel, food and water to everyone in need."

LAGOS, Nigeria (AP) — The United Nations said it will repatriate nine peacekeepers from a South African contingent in eastern Congo who were accused of sexual assault and other abuse. The U.N. decided to immediately repatriate the peacekeepers and a senior officer of the South African army “due to the seriousness of the allegations against them,” the organization said in a statement on Friday. Such accusations of sexual abuse by U.N. peacekeepers are not new in various parts of the world, from Congo to Haiti where peacekeepers are deployed. The abuses are particularly rampant in Congo, which accounted for one-third of the nearly 2,000 sexual abuse and exploitation complaints made against the U.N. worldwide in 2017. Last year, Secretary-General António Guterres said the organization has "not succeeded in all respects, but neither have we stood still” in handling the sexual abuse crisis.
