As of now, neither House Majority Leader Steve Scalise nor Rep. Jim Jordan – the two declared GOP candidates in the race – have locked down 217 votes, the necessary number to be elected speaker by a majority vote of the full chamber. The uncertain vote math has raised questions over how and when the GOP majority will be able to elect a new speaker, particularly as infighting continues to roil House Republican ranks. “I’d put it at 2%,” he said when asked by a reporter what the chances are there will be a new House speaker by Wednesday. The House calendar remained officially stuck on October 3 – Tuesday – the date when House Speaker Kevin McCarthy was ousted and left the chamber without adjourning. “The House of Representatives is effectively frozen,” Rep. Garret Graves, a Louisiana Republican, told reporters. As speaker pro tempore, Republican Rep. CNN —Federal agencies are making final preparations with the government on the brink of a shutdown and congressional lawmakers racing against Saturday’s critical midnight deadline. “After meeting with House Republicans this evening, it’s clear the misguided Senate bill has no path forward and is dead on arrival,” McCarthy wrote on X. But there is still no consensus on what - if anything - they will put on the House floor Saturday to avoid a government shutdown. CNN —With only three days to go before government funding expires, Congress is barreling toward a shutdown with the House and Senate at an impasse over a path forward. The White House is sounding alarms about massive disruptions to air travel as tens of thousands of air traffic controllers and Transportation Security Administration personnel work without pay. The White House has warned that a shutdown could risk “significant delays for travelers” across the country. The White House has also warned of impacts to national security, including the 1.3 million active-duty troops who would not get paid during a shutdown. The House is expected to vote on a GOP stopgap bill on Friday, though nothing has been scheduled as of yet.

Passage of the full-year appropriations bills themselves, chock-full of conservative priorities and spending cuts that are nonstarters in the Senate, would not avert a shutdown this week. The Senate’s continuing resolution would keep funding at current levels until Nov. 17, along with appropriating around $6 billion in aid to Ukraine and $6 billion for domestic disaster relief. “By constantly adhering to what the hard-right wants, you’re aiming for a shutdown,” the New York Democrat said. Moreso, the legislation, despite having backing from a number of Senate Republicans, may face headwinds in the House. And whether House leadership even moves to bring the bill to the House floor should it pass the Senate remains an open question.

Rep. James Comer of Kentucky, the Oversight Committee chair, said Tuesday that he plans to subpoena the personal bank records of Hunter Biden , the president's son, and his brother James Biden. The House Oversight Committee will hold the first hearing on the impeachment inquiry into President Joe Biden on Sept. 28, a committee spokesperson said Tuesday. A spokesperson for the oversight committee said the subpoenas could come as early as this week. House Speaker Kevin McCarthy, R-California, last week directed three GOP-led committees to launch an impeachment inquiry into Biden. The impeachment inquiry is being led by Comer on the Oversight Committee, Judiciary Committee Chair Jim Jordan of Ohio, and Ways and Means Committee Chair Jason Smith of Missouri.
