President Volodymyr Zelensky of Ukraine said on Sunday that Moscow’s forces were massing for a new ground offensive on the northeast of his country, a day after a Russian missile strike on a hardware superstore in the city of Kharkiv killed at least 16 people and wounded dozens more, according to Ukrainian officials. “Russia is the only source of aggression and constantly tries to expand the war,” Mr. Zelensky said in a speech delivered in English inside the ruins of a publishing house in Kharkiv that was destroyed last week in a Russian strike. “Russia is preparing for offensive actions,” around 60 miles northwest of Kharkiv, he said, adding that Moscow was gathering “another group of troops near our border.” Mr. Zelensky gave no further details about the potential attack. Moscow surprised Ukraine on May 10 when its troops poured across the northeastern border, punching through Ukrainian defenses and seizing villages close to the frontier. That forced the government in Kyiv to rush in reinforcements in a bid to halt the Russian advance.

A slew of major tech companies including Microsoft , Amazon , and OpenAI, on Tuesday agreed to a landmark international agreement on artificial intelligence safety at the Seoul AI Safety Summit. The agreement will see companies from countries including the U.S., China, Canada, the U.K., France, South Korea, and the United Arab Emirates, make voluntary commitments to ensure the safe development of their most advanced AI models. In those sorts of extreme circumstances, companies say they will implement a "kill switch" that would see them cease development of their AI models if they can't guarantee mitigation of these risks. "It's a world first to have so many leading AI companies from so many different parts of the globe all agreeing to the same commitments on AI safety," Rishi Sunak, the U.K.'s prime minister, said in a statement Tuesday. "These commitments ensure the world's leading AI companies will provide transparency and accountability on their plans to develop safe AI," he added.

CNN —Nissan is postponing a push to build new electric vehicles at its Canton, Mississippi, factory as sales of EVs are now growing more slowly than many industry experts had expected. EV sales in the US grew 2.6 % in the first quarter of 2024 compared to the same period in 2023, according to Kelley Blue Book. First quarter EV sales last year had outpaced 2022’s by a stunning 46.4%. Nissan still plans to offer a total of 19 EV models globally by 2030, a spokesperson said. Nissan previously announced it would invest $500 million in the factory to prepare it build the new electric vehicles.

The government on Monday announced it would open a U.S. counterpart to its AI safety summit, a state-backed body focused on testing advanced AI systems to ensure they're safe, in San Francisco this summer. The U.S. iteration of the AI Safety Institute will aim to recruit a team of technical staff headed up by a research director. In a statement, U.K. Technology Minister Michelle Donelan said the AI Safety Summit's U.S. rollout "represents British leadership in AI in action." The AI Safety Institute was established in November 2023 during the AI Safety Summit, a global event held in England's Bletchley Park, the home of World War II code breakers, that sought to boost cross-border cooperation on AI safety. The government said that, since the AI Safety Institute was established in November, it's made progress in evaluating frontier AI models from some of the industry's leading players.

Frontier Airlines said it will stop charging customers a fee to change their flights, taking a page from larger competitors as the Biden administration issues stricter rules targeting so-called "junk fees." Frontier currently charges up to $99 to change flights if the change is made within a week of the trip, according to the airline's website. Larger rivals Delta , American and United scrapped change fees during the Covid-19 pandemic for travelers who were booked in standard economy class and above. "The truth is the big four all have no change fees on the majority of their products, so we were not as desirable," Biffle said. He said change fees were a "top complaint" of travelers.
