BERLIN (AP) — A series of fires hit railway infrastructure in the German city of Hamburg overnight, causing widespread disruption to trains between Hamburg and Berlin and between the port city and the Baltic Sea coast. Railway operator Deutsche Bahn said that trains on the main high-speed route between Hamburg and Berlin were canceled because of vandalism. It said it was running some trains on an alternative route that takes up to an hour longer. Hamburg police said that cable ducts next to railway lines were set on fire at three locations in the city between 2:30 and 4 a.m. They said in a statement that they suspect “a political motive as the background” and are seeking witnesses, but gave no further details of the reasons for their suspicions.

The Wacken Open Air festival is an annual event which takes place in fields outside the village of Wacken in northern Germany, attracting tens of thousands of heavy metal music-lovers. In a statement posted on the festival’s website, organizers said that “considering the weather conditions, the reasonable visitor capacity for Wacken Open Air 2023 has now been reached. The festival was set to see 150 bands perform on eight stages over a period of four days. The first three weeks of July have been the hottest three-week period on record, according to a joint statement published by the Copernicus Climate Change Service and the World Meteorological Organization. In an open letter they signed, posted by the Authors Guild Tuesday, the writers accused AI companies of unfairly profiting from their work. “Millions of copyrighted books, articles, essays, and poetry provide the ‘food’ for AI systems, endless meals for which there has been no bill,” the letter said. “The high commerciality of your use argues against fair use,” the authors wrote to the AI companies. In May, OpenAI CEO Sam Altman appeared to acknowledge more needs to be done to address concerns from creators about how AI systems use their works.

Agreement on the new spending target was one of the outstanding issues ahead of a two-day NATO summit on Tuesday and Wednesday next week in Vilnius. NATO Secretary-General Jens Stoltenberg intended to make NATO's current military spending target of 2% of national GDP a minimum requirement rather than a goal to aim for. The goal was set in 2014, when NATO leaders agreed to increase spending towards 2% of their GDP on defence within a decade. Bringing up the rear are Canada, Slovenia, Turkey, Spain, Belgium and Luxembourg, whose defence spending was under 1.4% of GDP.
