Fourteen attorneys general, led by officials in New York and California, filed lawsuits Tuesday accusing the social media platform TikTok of damaging young users’ mental health and collecting their data without consent. “Young people are struggling with their mental health because of addictive social media platforms like TikTok,” New York Attorney General Letitia James said in a statement. In recent years, a growing number of health professionals have sounded the alarm about the effects of excessive social media use on mental and physical health, particularly among children and teenagers. Earlier this year, the Senate Judiciary Committee grilled the CEOs of TikTok, Meta and X during a hearing about online child safety and youth mental health. But the service’s rise has been shadowed by concerns about mental health, as well as national security.

On Nov. 5, the Decision Desk will project 610 races across all 50 states, from the presidential election to statewide and congressional contests. Early on election night, the Decision Desk uses exit poll data to determine whether it can project uncompetitive races. When a party has gained a majority of 218 seats in the House, the Decision Desk will project control for that party. Other sources for election vote data include state and county vote computer feeds and websites, when they are available. Exit poll results are independently analyzed in real time, and NBC News calls all races as soon as the Decision Desk is fully confident in the winner.

Fulton County, meanwhile, has sued the board, objecting to the push to force it to use election deniers as monitors. “The State Election Board has no statutory authority to force the Fulton County BRE [Board of Registration and Elections] to accept, and Fulton County to pay for, election monitors hand-picked by the State Election Board,” the lawsuit states. But GOP members of the state-election board told CNN neither Germany nor the Carter Center should be allowed to be a monitor because of bias. Fellow election board Republican Janelle King alleged that Fulton County is operating in bad faith. There is no date scheduled for the next election board meeting, and Tuesday was expected to be the final one before the November 5 election.

CNN —Vice President Kamala Harris on Tuesday said she thinks former President Donald Trump has no empathy for others as he continues to spread misinformation about the federal response in the wake of Hurricane Helene. Following Hurricane Helene, and with Hurricane Milton barreling toward Florida, Trump has repeatedly falsely claimed, without evidence, that the White House is diverting disaster relief aid to unrelated migrant programs. Harris described traveling to both Georgia and North Carolina to survey the impact of the hurricane, emphasizing the “pain” and “shock” people are still in. They’re really, really, really worried. Key swing states like North Carolina, Pennsylvania, Nevada and Michigan are still experiencing a high volume of mail-in and absentee voting. That has prompted multiple lawsuits in battleground states where Republicans are suing to challenge everything from whether mail-in ballot envelopes are properly sealed to whether they are postmarked correctly. After his 2020 loss, he has railed against mail-in voting, saying this summer it “isn’t working, it’s corrupt.” But he also emphasizes that every vote matters, including early voting and absentee ballots. The Republican National Committee and Republican Party of Pennsylvania filed a lawsuit to the state’s Supreme Court, seeking to end the mail-in ballot “notice-and-cure” procedures. Mail-in ballots wait to be processed on a table at the Wake County Board of Elections in Raleigh, North Carolina.

North Carolina’s election board voted Monday to give residents in the western part of the state, which was hit hardest by Hurricane Helene, greater flexibility to vote by mail and run their elections. Previously, voters were limited to dropping absentee ballots off at the board of elections or early voting sites in their counties. Some of the planned voting sites are being used as shelters and warehouses for incoming sites, state officials said, while others were damaged or made inaccessible by the storm. The state’s voter registration deadline of Friday was not extended. South Carolina extended its voter registration deadline to Oct. 14, while Georgia officials say election operations are expected to continue smoothly.

Qilai Shen | Bloomberg | Getty ImagesChinese investors are looking for more policy direction from China's top economic planning body on Tuesday, when mainland markets return from a week-long holiday. Before the week-long holiday, authorities unveiled a flurry of stimulus policies, including interest rate cuts, lower cash reserve requirements at banks, looser property purchase rules and liquidity support for stock markets. Chinese major indexes have surged over 25% as investors cheer on the barrage of stimulus measures. Last week, China's CSI 300 blue-chip index extended a nine-day winning streak, surging over 8% Monday, before the market closed for a week-long holiday. Now the government needs to add fiscal stimulus to maintain the rally's momentum, said Shaun Rein, founder and managing director of China Market Research Group.

You know, as a developer, it could be the most beautiful place – the weather, the water, the whole thing, the climate." Trump was addressing the future of Gaza on the first anniversary of the October 7 terrorist attacks, where Hamas militants killed roughly 1,200 people in Israel. Harris’ plan would boost the debt by $3.5 trillion over the next decade, while Trump’s platform would cause it to spike by $7.5 trillion, according to the Committee for a Responsible Federal Budget’s report, released Monday. It found that Harris’ measures could have no significant impact on the debt or could increase it by $8.1 trillion. And Trump’s proposals could balloon the debt by between $1.5 trillion and $15.2 trillion. These proposals would cost $2.3 trillion in total. But the committee estimates these tariffs would bring in between $2 trillion and $4.3 trillion over a decade — not enough to cover Trump’s agenda.

Some critics have felt Harris has largely abandoned the Muslim and Arab American community. He said he hopes the support from religious leaders will make conflicted Muslim voters feel more comfortable voting for Harris, despite some prominent Muslim voices’ intense opposition to her. “The momentum [for Harris] in the community is growing.”The letter is the latest effort in the push on behalf of the Harris campaign to reach out to those voters after she met with Muslim community leaders in Michigan on Friday. Also last week, the vice president’s national security adviser met with Arab and Muslim community leaders in Washington. “Throughout her career, Vice President Harris has been steadfast in her support of our country’s diverse Muslim community, including ensuring that they can live free from the hateful policies of the Trump administration.”

CNN —Editor’s Note: This essay is adapted from Chris Wallace’s book, “Countdown 1960.”The 1960 presidential election changed everything. Countdown 1960 is the riveting new history by Chris Wallace, bestselling author of Countdown 1945 and Countdown bin Laden, offering a fresh take on 1960 and the dramatic 11 months leading up to a deeply relevant election for the ages. To put it simply: There is good reason to believe the presidential election of 1960 was stolen. And yet, in 1960, the candidate who “lost” refused to contest the results and interfere with the peaceful transfer of power. Kennedy won Illinois and its 27 electoral votes by just 8,858 votes out of more than 4.7 million cast.

A billionaire minimum tax is one of several proposals pushed by Democrats in recent years to tax the rich. Harris has specifically called for raising the top tax rate on millionaires with long-term realized capital gains from 20% to 28%. Harris’ proposal to increase the tax rate on realized capital gains to 28% would apply to taxpayers with income over $1 million. How a tax on unrealized capital gains would workLet’s discuss how a billionaire minimum tax – which is, on a basic level, a tax on unrealized capital gains – would impact a homeowner. If passed, a billionaire minimum tax – an unprecedented tax on income not yet received – would likely face many legal challenges.
