Michael Proctor, the Massachusetts state trooper suspended over his conduct while he was investigating Karen Read, will not testify in another high-profile case on which he was a lead investigator, prosecutors said. The department devoted dozens of additional officers to investigating the case, the filing says. The filing cites Proctor’s testimony in the Read case, in which he testified that he made derogatory comments about Read to his family, friends and supervisors, and it says the prosecutor’s office is reviewing data extracted from the trooper’s cellphone. The agency had opened an internal affairs investigation into allegations of "serious misconduct" raised at trial, a state police official said at the time. He pleaded guilty to wire fraud, interstate transportation for a scheme to defraud and unlawful monetary transaction, the prosecutor's office said.

Justin Wayne Halstenberg, 34, is alleged to have set off three different fires last week, San Bernardino County Sheriff Shannon Dicus said Thursday. One of those fires evolved into the Line Fire, that has continued to burn after eight days, while the other two were contained. According to Dicus, investigators were able to tie Halstenberg to the scene of all three fires. The investigation was indicative of “significant arson behavior” and it is possible Halstenberg could be tied to other fires, Dicus said. If convicted on the aggravated arson charge, Halstenberg could be sentenced between 10 years to life in prison.

New York Police Commissioner Edward Caban resigned Thursday amid a federal investigation into the department's nightclub enforcement, according to sources familiar with the matter. Caban, the city’s first Latino police commissioner, took over the department in July 2023 after being tapped by Mayor Eric Adams, whose administration is the target of multiple federal investigations. Adams, speaking in an address later Thursday, announced that he was appointing Thomas Donlon as the interim police commissioner. Those whose homes were searched included First Deputy Mayor Sheena Wright and Deputy Mayor for Public Safety Philip Banks III. Caban's twin brother, James Caban, who owns a nightclub security business, also had his phone seized in the corruption investigation involving the NYPD.

CNN —American Lael Wilcox has broken the world record for the fastest woman to cycle around the world, traversing 21 countries and 18,125 miles in three and a half months. “I had so much fun — felt like I could’ve just kept riding forever,” said Wilcox on Instagram following the conclusion of her journey. The 38-year-old Alaskan is an experienced ultra-endurance cyclist, having become the first woman and first American to win the TransAm, a 4,200-mile race across the US, in 2016. Oil prices were flat on Thursday as concerns about lower demand erased the gains from the previous session spurred by Hurricane's Francine's impact on output in the U.S., the world's biggest crude producer. But with the storm set to eventually dissipate after making landfall, the oil market's attention again turned to lower demand. U.S. oil stockpiles rose across the board last week as crude imports grew and exports dipped, the Energy Information Administration said on Wednesday. The data also showed gasoline demand fell to its lowest since May at the same time distillate fuel demand dropped, with refinery runs also declining. Earlier in the week, the Organization of the Petroleum Exporting Countries cut its forecast for global oil demand growth in 2024 and also trimmed its expectation for next year, its second consecutive downward revision.

On Tuesday, the Russian military launched large-scale naval and air drills in the Sea of Japan alongside China. It's the second time in only three months that the powers have held joint military exercises, with drills held near the southern Chinese port of Guangdong in July. The joint exercises are taking place in the Sea of Japan and Sea of Japan and the Sea of Okhotsk. Some analysts, though, are pointing to tensions between Russia and China that could weaken the alliance. But for now, the alliance is growing closer, and Thomson said that the US will be watching the latest military exercises between Russia and China closely.

Following the unsealing of the indictment, TheBlaze fired Chen and Turning Point USA removed her author page from its website. YouTube terminated all four of Chen’s pages, erasing thousands of videos and nearly a decade of work, including the channel for Tenet Media.

New York CNN —Norfolk Southern CEO Alan Shaw was fired for cause by the railroad’s board for “engaging in a consensual relationship with the company’s chief legal officer,” who was also terminated, the railroad announced Wednesday evening. Shaw had been CEO of one of the nation’s four largest freight railroads for just over two years.
