July 31 (Reuters) - The American Civil Liberties Union (ACLU) filed a lawsuit on Monday on behalf of Oklahoma residents asking a state judge to block the creation of the nation's first religious public charter school. Oklahoma's Statewide Virtual Charter School Board, one of the defendants in the suit, in June approved the Catholic Church's application to create the St. Isidore of Seville Catholic Virtual School, which would use millions of dollars in taxpayer funds to operate. Rebecca Wilkinson, the executive director of the statewide virtual charter school board, said in an email that the agency would not comment on pending litigation. Charter schools are publicly funded and independently run under the terms of a charter with a local or national authority. Listed as plaintiffs in the lawsuit challenging St. Isidore are nine Oklahoma residents and the Oklahoma Parent Legislative Action Committee.

PARIS, July 29 (Reuters) - Booksellers along the river Seine say the Olympics threaten to erase a symbol of Paris, after they were told by local authorities that they will have to remove their stalls for the Summer Games opening ceremony in 2024 for security reasons. Paris 2024 organisers expect at least 600,000 people to attend the opening ceremony on the Seine, during which athletes and delegations will sail along the river. It will be the first time the public have free access to the opening ceremony, and not in a stadium. "This renovation is part of the Games' heritage and will help support the application to have the Seine booksellers recognised as intangible cultural heritage by UNESCO," the authorities said. It was not clear whether the booksellers had been told they must move for the duration of the Games or only for the opening ceremony.

The rule, which would implement a 2017 agreement by global regulators, aims to overhaul how banks gauge their riskiness, and in turn how much money they must keep on hand. Johnny Lujack, the celebrated Notre Dame quarterback who won the 1947 Heisman Trophy, played on three national championship teams and then starred in the N.F.L. His death was announced by Notre Dame. When the 1947 college football season began, Lujack was on the cover of Life magazine, kneeling in his green jersey, gold helmet and pants. He was the most publicized Notre Dame player since the 1920s, when Knute Rockne, the Gipper and the Four Horsemen transformed a small Roman Catholic university in the obscure city of South Bend, Ind., into a trademark of popular culture. The study — by Opportunity Insights, a group of economists based at Harvard who study inequality — quantifies for the first time the extent to which being very rich is its own qualification in selective college admissions. BANKING OPPOSITIONThe banking industry is not waiting for details before trying to disrupt the effort, arguing it could hinder economic activity, curb lending, and kill lines of business. WASHINGTON, July 19 (Reuters) - The Federal Reserve said on Wednesday it fined Deutsche Bank and its U.S. affiliates $186 million for failing to sufficiently address money laundering and other shortcomings flagged by the U.S. central bank. The Fed identified the previous issues in 2015 and 2017 consent orders, which stemmed from deficient controls in Deutsche's relationship with the Estonian branch of Danske Bank which ended in 2015. In December, Danske Bank pleaded guilty to a bank fraud conspiracy and agreed to forfeit $2 billion to settle a long-running Department of Justice probe into billions of dollars of illicit payments. In its latest order, the Fed said it found a "significant portion" of the $276 billion in transactions Deutsche cleared for Danske involved "high-risk non-resident customers." Shortcomings in Deutsche's policies on money laundering persisted after its relationship with Danske ended in 2015, the Fed said.

CNN —Almost half of the tap water in the United States is contaminated with chemicals known as “forever chemicals,” according to a study from the US Geological Survey. Experts say it’s important for people to understand their risk of exposure through tap water. Water filters may help somewhat if tap water is contaminated, and there are moves to regulate some PFAS chemicals in US drinking water. This US Geological Survey map shows the number of PFAS detected in tap water samples from select sites across the nation. In August 2023, the EPA said it is conducting the “most comprehensive monitoring effort for PFAS ever” at large and midsize public water systems and hundreds of small water systems.

☆ Supreme Court ends affirmative action in college admissions

The Supreme Court ruled Thursday that affirmative action in college admissions was unconstitutional. Earlier Supreme Court cases have upheld affirmative action — the practice of giving additional weight to applicants who belong to groups that have historically been the subject of discrimination — for four decades. Ever since former President Donald Trump cemented a 6-3 conservative majority on the Supreme Court, legal experts have expected the Supreme Court to do away with affirmative action altogether. Students for Fair Admissions brought two lawsuits that ended up before the Supreme Court last fall, against Harvard University and the University of North Carolina, alleging they discriminated against white and Asian-American students. Every US college and university the justices attended, save one, urged the court to preserve race-conscious admissions.

Banks' commercial real estate portfolios performed better than expected, showing $65 billion in losses or 8.8% of average loan losses, slightly down on last year's 9.8%, the Fed said. "Some may ask how all the banks can get a regulatory thumbs-up when the industry just went through a period of turmoil. The test assesses whether banks would stay above the required minimum 4.5% capital ratio. The average capital ratio for the 23 banks was 10.1%, the Fed said. That compares with 9.7% last year, when the central bank tested 34 lenders against a slightly easier scenario.
