Surgical castration “will always be pronounced” for those guilty of raping a child under the age of 10, according to the law's wording. Cases of rape against children between the ages of 10 and 13 will be punished by surgical or chemical castration. The younger the child, the greater the punishment,” Randriamanantenasoa said. Chemical castration is the use of drugs to block hormones and decrease sexual desire. Several countries and some U.S. states — including California and Florida — allow for chemical castration for some sex offenders.

Now, faced with unprecedented attacks in state legislatures, transgender rights leaders acknowledge they are playing defense — and two of the biggest groups are joining forces to counter the onslaught. “This is going to be a defense game — and a movement-strengthening game,” said Andy Marra, executive director of the Transgender Legal Defense and Education Fund. Many of laws ban gender-affirming medical care for trans minors or bar trans athletes from competing on girls’ and women’s scholastic sports teams. The national political environment — in regard to LGBTQ+ rights — has changed dramatically since then. Marra, who has been active in the LGBTQ+ rights movement for 20 years, says she remains optimistic in the face of current setbacks.

Tim McGraw — his name also the title of one of Swift's early breakout hits — delivered the game ball. Swift joined other Philly luminaries Patti LaBelle and John Oates as 2008 World Series anthem singers. Hackash said the team mostly worked through Swift’s family, including her parents Scott and Andrea, to snag an appearance. NEW YORK (AP) — Former New York Mets general manager Billy Eppler was suspended through the 2024 World Series on Friday by baseball Commissioner Rob Manfred, who concluded he directed team staff to fabricate injuries to create open roster spots. “I cooperated fully and transparently with MLB’s investigation, and I accept their decision,” Eppler said in a statement. No other Mets personnel were disciplined by the commissioner's office, a second person familiar with the investigation said, also on condition of anonymity. Eppler, 48, was the Mets general manager from November 2021 until he quit last Oct. 5, three days after owner Steven Cohen hired David Stearns as president of baseball operations. Hinch and general manager Jeff Luhnow were suspended in January 2020 through that year’s World Series for their roles in the team using a video camera to steal signs.

Prosecutors alleged that the Crumbley parents willfully disregarded warning signs that their son was in crisis, did not heed concerns of school administrators, bought him a gun days before the shooting and failed to lock it up. Yet, research shows that even parents who think their guns are inaccessible to minors are mistaken. Distributed responsibilityMost parents want their children to be safe, yet many continue to enable household access to loaded guns. In fact, a recent study shows that states often loosened gun laws after mass shootings, especially states with Republican legislatures. This case opens the door for parents to be held legally accountable, and reminds all parents of their responsibilities when it comes to gun safety.

“Mar-Jac and its affiliates have a long and sordid history of willful disregard for worker safety,” the lawsuit reads. In July, Duvan became the third worker to die in less than three years at the Hattiesburg, Mississippi, plant owned by Mar-Jac, a Georgia-based poultry production company. After Duvan's death, Onin filed a notice with the state to avoid paying worker's compensation, the lawsuit claims. OSHA had issued at least eight citations for safety violations at the plant before Duvan's death, the lawsuit says. After the accident, Labor Department officials said Duvan’s death offered a reminder that children remain vulnerable to exploitation in the U.S. workplace.

The border bill also comes with a big budget – including large amounts of funding for enforcement. New emergency border restrictionsWhat’s proposed: Once illegal border crossings reach a certain threshold, the Department of Homeland Security would be required to exercise a new emergency authority that bars migrants, except unaccompanied minors, from crossing the border between ports of entry. Those who lose their asylum cases in immigration court can appeal to judges on the Board of Immigration Appeals. Video Ad Feedback GOP lawmaker on border bill: This is all gamesmanship 03:56 - Source: CNNGiven the growing chorus of criticism on both sides of the aisle weighing in just a day after its release, this latest border bill may very well be as “dead on arrival” as some lawmakers have claimed. But the bill has picked up some high-profile support from the National Border Patrol Council, the union that represents Border Patrol agents and has endorsed Trump in the past.

Bill would mean a huge change in the lawThe border compromise would represent a dramatic change of immigration law on lines many Republicans have long supported. 2 won only GOP support when it passed the House and all those who voted for it knew there was never a chance it could get through a Democratic Senate and White House. “Any national security package has to begin with the security of our own border,” Johnson said in December. “Only a fool, or a Radical Left Democrat, would vote for this horrendous Border Bill,” the ex-president wrote on Truth Social on Monday. “This is the chaos when Donald Trump is back in charge of the Republican Party,” Murphy told CNN’s Wolf Blitzer.

The bill would have included some of the most significant changes in immigration policy seen in decades, along with aid for Ukraine and Israel. But any hope for the deal seemed to be dashed after Trump came out against it, apparently so he could campaign on Biden’s perceived weakness on the border. Speaking from the White House on Tuesday, Biden vowed to turn Trump’s strategy around on him. The reliably conservative Border Patrol union endorsed it, and Biden and Republican negotiators repeatedly signaled their joint optimism that a deal would be reached. “Now, all indications are this bill won’t even move forward to the Senate floor,” Biden said.

BOSTON (AP) — The Massachusetts Senate approved a sweeping gun bill Thursday designed to crack down on “ghost guns,” toughen the state’s prohibition on assault weapons and outlaw devices that convert semiautomatic firearms into fully automatic machine guns. On ghost guns, the bill would toughen oversight for those who own privately made, unserialized firearms that are largely untraceable. In 2022, the U.S. Department of Justice reported recovering 25,785 ghost guns in domestic seizures. In October, the Massachusetts House approved its own gun bill aimed at tightening firearm laws, also cracking down on ghost guns. “There’s a lot of new stuff, industry stuff, machine gun stuff, definitions that are weird so that’s why the (Senate) bill should have gone to a separate hearing,” he said.

The class-action litigation agreement includes payments of $1,500 for individual minors, according to Boston-based Veolia North America. Veolia North America had faced a trial this month in federal court, but that has been suspended pending final approval of its settlement agreement, the company said. The issues for a jury would have included whether Veolia North America breached care and, if so, whether that breach prolonged the crisis. Another trial is scheduled in October on behalf of seven other Flint children, according to their attorney, Corey Stern. Meta whistleblower Frances Haugen felt co-founder and CEO Mark Zuckerberg's testimony before Congress was "powerful" on Wednesday — especially when he turned to apologize directly to families who blamed the toxicity of social media for the loss of a loved one. "That apology, I think, is a turning point because it's the first time he's actually had to visibly face the consequences of his choices," Haugen said on CNBC's Last Call. The hearing regarding child safety on social media featured several prominent tech CEOs from Discord, Snap , TikTok, and X, the platform formerly known as Twitter. Haugen, the former Facebook product manager turned whistleblower who leaked a trove of internal documents to the Wall Street Journal in 2021, said the apology was amplified by the many families in attendance. Many of the internal documents Haugen leaked detailed the company's knowledge of the potentially harmful impact social media platforms Facebook and Instagram may have on underage users.

In the final minutes of a congressional hearing on Wednesday in which tech chief executives were berated for not protecting children online, Senator Richard J. Durbin, Democrat of Illinois, urged lawmakers to act to safeguard the internet’s youngest users. Lawmakers have long made similar statements about holding tech companies to account — and have little to show for it. Yet for years, that was where it ended: with no new federal regulations for the companies to follow. And already, there are indicators that the topic of online child safety may gain more traction legislatively. The efforts are backed by emotional accounts of children who were victimized online and died by suicide.
