PARIS, Feb 22 (Reuters) - A teacher was stabbed to death by a 16-year-old pupil on Wednesday at a Roman Catholic high school in the town of Saint-Jean-de-Luz in southwestern France, local officials said. Pupils fled in panic after the stabbing, local newspaper Sud Ouest said. The Spanish-language teacher, a woman, was 50 years old, Sud Ouest said. Banks have said there are more tax credits in circulation than they can deduct from their own tax bills. "We want to persuade the banks and other players to take all the stranded credits," Meloni said at the weekend, defending her decision to suddenly end further payments via tax credits. The move was triggered by an EU decision to include the tax credits in deficit calculations, potentially blowing budget plans dramatically off course. "If we had left the superbonus as it is, we would have had no money left in the budget for anything else," Meloni said.

Economists at S&P Global Ratings forecast that speculative-grade (perceived to have a lower level of credit quality compared to more highly rated, investment-grade, companies) corporate default rates in the US and Europe will double this year alone. So are we on the brink of a corporate credit crisis? Before the Bell spoke with Ruth Yang, managing director and global head of thought leadership at S&P Global Ratings to discuss what lies ahead for the corporate credit market. Before the Bell: What’s your big picture view of the credit economy right now? There will be slower growth with thinner margins and that’s going to change how people look at their investment opportunities.

The death toll exceeded 24,150 across southern Turkey and northwest Syria a day after Turkish President Tayyip Erdogan said authorities should have reacted faster to Monday's huge earthquake. Earlier, the World Food Programme said it was running out of stocks in rebel-held northwest Syria as the state of war complicated relief efforts. A similarly powerful earthquake in northwest Turkey in 1999 killed more than 17,000 killed in 1999. In the Samandag district of Turkey, rescuers crouched under concrete slabs and whispered "Inshallah" - "God willing" - as they carefully reached into the rubble and plucked out a 10-day-old newborn.
His eyes wide open, Turkish baby Yagiz Ulas was wrapped in a shiny thermal blanket and carried to a field medical centre in Samandag, Hatay province, on Friday. Emergency workers also carried his mother, dazed and pale but conscious, on a stretcher, video images from Turkey's disaster agency showed. [1/3] A baby is rescued from the rubble in the aftermath of a deadly earthquake in Hatay Province, Turkey, February 8, 2023 in this screen grab obtained from a handout video. In freezing temperatures, they regularly called for silence as they listened for any sound of life from mangled concrete mounds. Like baby Yagiz, he was followed by his mother, on a stretcher, 103 hours after the earthquake struck.

[1/5] A Fighter aircraft is seen at the first underground air force base, called "Eagle 44" at an undisclosed location in Iran, in this handout image obtained on February 7, 2023. Iranian Army/WANA (West Asia News Agency)/Handout via REUTERSDUBAI, Feb 7 (Reuters) - Iran on Tuesday revealed an underground air force base, called "Eagle 44" and the first of its kind large enough to house fighter jets, the official IRNA news agency said. The "Eagle 44" base is capable of storing and operating fighter jets and drones, IRNA said. IRNA said it was one of the country's most important air force bases, built deep underground, housing fighters equipped with long-range cruise missiles. In May, Iran's army gave details about another underground base, which houses drones, as the country seeks to protect military assets from potential air strikes by regional arch foe Israel.

REUTERS/Vitalii HnidyiKYIV, Feb 5 (Reuters) - Ukraine expects a possible major Russian offensive this month, but Kyiv has the reserves to hold back Moscow's forces even though the latest Western military supplies will not all arrive in time, Ukraine's defence minister said on Sunday. "Despite everything, we expect a possible Russian offensive in February. This is only from the point of view of symbolism; it's not logical from a military view. Because not all of their resources are ready.
JERUSALEM, Feb 5 (Reuters) - Israel's justice minister said on Sunday he would not freeze "for even a minute" the legislative process for proposed judicial reforms that have drawn widespread condemnation both domestically and globally. Israel's Justice Minister Yariv Levin's comments to Hebrew media's Channel 13 followed a statement earlier in the day from Israeli president Isaac Herzog, calling for the process to be temporarily halted. The government of Prime Minister Benjamin Netanyahu says the reforms are needed to curb overreach by judges. Critics say the proposed changes will politicize the judiciary and compromise its independence, foster corruption and harm Israel's legal protection abroad and its economy. The Israeli president, who was appointed and not elected, has previously called for all sides of the debate to defuse the tension and try to reach a common understanding.

KYIV, Feb 5 (Reuters) - Ukraine will not use longer-range weapons pledged by the United States to hit Russian territory and will only target Russian units in occupied Ukrainian territory, Defence Minister Oleksii Reznikov said on Sunday. The United States confirmed on Friday that a new rocket that would double Ukraine's strike range was included in a $2.175 billion U.S. military aid package to help Kyiv fight back Russian forces. JERUSALEM, Feb 2 (Reuters) - Israeli Prime Minister Benjamin Netanyahu must stay out of his government's push to overhaul the judicial system because he has a conflict of interest, the country's attorney-general said on Thursday, adding to growing friction over the plan. In a statement on why Netanyahu should not be involved, Gali Baharav-Miara cited the premier's ongoing corruption trial, in which he has denied wrongdoing. Coalition lawmaker Simcha Rothman said the judicial overhaul has nothing to do with the criminal case against Netanyahu and Baharav-Miara's instruction would have no impact on advancing the changes. Apparently seeking to assuage fears investors will bolt Israel if the changes become law, Netanyahu has defended the plan, saying it will help cut back unnecessary litigation. S&P Global Ratings director Maxim Rybnikov has told Reuters the judicial shake-up could pressure Israel's sovereign credit rating and dozens of economists have urged Netanyahu to scrap the plan.
"Modern connectivity is also a guarantee of national security," Modi said at an election rally at a border village in October, where he said the new transport links would bring development to remote regions. India's ministries of highways and railway, which own the state-run companies building the road and rail projects, also did not respond. Hundreds of homes have sunk and cracked in an Indian tourist town close to the Himalayan border with China. Eight of the families neighbouring Butola have now left the village, their homes riven with cracks, villagers told Reuters. Officials halted road construction work near the town, fearful of a bigger collapse.
Britain's cardiology departments are a microcosm of the problems that have spread through the system. In November, around 8,000 people like Cogan had been waiting more than a year for heart treatment, up from a couple of dozen pre-pandemic. Reuters GraphicsTeams were still trying to restore cardiac services to pre-pandemic levels, NHS England said. Pandemic disruptions to diagnosis and treatment, in addition to delays in emergency care, had an outsized impact on cardiological care, she said. On one visit to his local Colchester hospital, staff could not find a working ECG machine to read his heart's electrical activity when he felt a twinge.
Lebanon devalues official exchange rate by 90%
  + stars: | 2023-02-01 | by ( ) www.reuters.com   time to read: +1 min
BEIRUT, Feb 1 (Reuters) - Lebanon adopted a new official exchange rate of 15,000 pounds per U.S. dollar on Wednesday, the central bank said, marking a 90% devaluation from its previous official rate that had been unchanged for 25 years. The shift from the old rate of 1,507 is still far off the parallel market where most trades take place. Two market participants said the pound was changing hands at around 59,000 per dollar on Tuesday. Lebanese officials have described the adoption of the new official exchange rate as a step towards unifying an array of rates that have emerged during the crisis. Analysts expect the shift to have less impact on the wider economy, which is increasingly dollarized and where most trades take place according to the parallel market rate.
Jan 31 (Reuters) - A major new Russian assault on the Ukrainian-held bastion of Vuhledar could make local gains but is unlikely to lead to an operational breakthrough, Britain's Ministry of Defence said on Tuesday. However, it is unlikely that Russia has sufficient uncommitted troops in the area to achieve an operationally significant breakthrough." Vuhledar lies at the southern-most end of the eastern front in Ukraine, overlooking railway lines that supply Russian forces on the adjacent southern front. Ukraine has repelled several Russian attacks on the town since the start of the war. The administrator of Russian-held territory in the Donetsk region has claimed that Russian forces have secured a foothold inside Vuhledar since launching their latest assault there.
CARACAS, Jan 27 (Reuters) - Venezuela's former chief justice Maikel Moreno has been indicted on money laundering charges related to bribe payments he allegedly received in exchange for influencing court decisions, the U.S. Attorney's Office for Southern District of Florida said. Moreno was replaced as chief justice in 2022, but retains a position as a judge on the court. Moreno is charged with one count of conspiracy to commit money laundering, one count of concealment of money laundering, and two counts of engaging in transactions in criminally derived property, according to the statement. REUTERS/Sofiia GatilovaKYIV, Jan 27 (Reuters) - Russia is violating the "fundamental principles of child protection" in wartime by giving Ukrainian children Russian passports and putting them up for adoption, the U.N.'s refugee agency (UNHCR) chief told Reuters in an interview. "Giving them (Russian) nationality or having them adopted goes against the fundamental principles of child protection in situations of war," Grandi said. "We categorically reject unfounded allegations that the Russian authorities are kidnapping children," Russian diplomat at the United Nations Dmitry Polyansky said in July, according to the TASS news agency. The UNHCR chief also urged countries to process prospective asylum seekers more quickly in order to stop unfounded asylum claims from clogging up the system. DUBLIN, Jan 25 (Reuters) - European Central Bank policymakers Joachim Nagel and Gabriel Makhlouf said on Wednesday they would not be surprised if interest rate increases continue into the second quarter after two expected moves in February and March. Nagel said the ECB had already committed to raising rates sharply again over the next two months. Nagel, the president of Germany's Bundesbank, told Spiegel magazine that he "wouldn't be surprised if we have to keep raising rates even after the two announced steps." While euro zone inflation eased to an annualised 9.2% in December from 10.1% a month earlier, Ireland's Makhlouf said it remains "far too high." Bitar told Reuters on Wednesday that Oweidat "had no right" to file the charge or release detainees because Oueidat himself was charged over the explosion. Oweidat told Reuters he had summoned Bitar for questioning but did not say whether he had charged him. Oweidat had earlier recused himself from any involvement in the blast probe as Bitar had issued an arrest warrant for his brother-in-law, former public works minister Ghazi Zeaiter. "Instead of me appearing before him, he'll be appearing before me," Oweidat told Reuters by text message. He met with French investigators visiting Beirut last week as part of a French probe into the explosion, whose victims included two French nationals.
