Another candidate, Georgia Rep. Austin Scott, jumped into the race Friday just before Republicans met to choose a new nominee. The candidate to become speaker needs a majority of the votes from House members who are present and voting. POTENTIAL COMPLICATIONSThe main complication for House Republicans is their narrow 221-212 majority. While it has been the tradition for the speaker candidate to be a member of the House, it is not required. In January, a few Republican members even called out votes for former President Donald Trump, taking votes from McCarthy.

But Jordan, like Scalise and McCarthy before him, faces an uphill battle to unify the conference. With a razor-thin GOP majority in the House, he’ll need the support of nearly every Republican to become speaker. Lawmakers instead were expected to head home for the weekend before returning for a speaker vote early next week. With Trump’s endorsement, some House Republicans coalesced around Jordan, while others touted him as a change to the status quo. Still, among many moderates, a Jordan speakership is unthinkable.

"When we go to the floor, there'll be at least a relatively high expectation on the part of Steve Scalise and his team that he's got the votes," said Representative John Duarte, a Scalise supporter. Republican leaders initially scheduled a House meeting for Wednesday afternoon, should Scalise, now the No. 2 House Republican, quickly come up with the votes for election. Asked how long it could take to fill the speaker vacancy, Representative Richard Hudson, who chairs the House Republican campaign arm, told reporters: "No idea.". Before his nomination, Scalise and his allies worked to defeat a closed-door effort to require a candidate to win 217 Republican votes to become the nominee.

Lawmakers exiting the room said Scalise won 113 votes, while Rep. Jim Jordan of Ohio, the House Judiciary Committee chairman, took 99. With Scalise falling well short of 217 in the conference vote, the Louisiana congressman's path to the speakership is uncertain. House members are seated during the speakership vote. The candidate to become speaker needs a majority of the votes from House members who are present and voting. Historically, the magical number to become speaker has been 218 out of the 435 members of the House.

House Republicans are set to nominate a new speaker Wednesday, more than a week after the historic ouster of California Rep. Kevin McCarthy, as the chamber has been thrust into an unprecedented standstill. Two candidates have formally announced their bid for the speakership – House Majority Leader Steve Scalise of Louisiana and Rep. Jim Jordan of Ohio. But with a razor-thin GOP majority in the chamber, whether either can get the votes needed to secure the gavel remains to be seen. The rule change, sponsored by Rep. Chip Roy, a Texas Republican, appears to have strong support in the conference. Still, McCarthy told reporters Tuesday evening that he instructed members of his conference not to nominate him.

CNN —House Republicans picked Rep. Steve Scalise as their nominee for speaker on Wednesday, but the Louisiana Republican lacks the votes needed to win the gavel and it remains unclear whether he will be able to win over holdouts. Scalise won out over Rep. Jim Jordan in a closed-door vote by the House GOP conference to pick their speaker nominee on Wednesday. House Republicans hold a narrow majority and Scalise can only afford to lose four GOP votes on the floor and still win the speakership. McCarthy’s ouster, which was driven by a group of hardline conservatives, has intensified deep divisions within the House GOP conference and escalated tensions. Scalise is a veteran of House GOP leadershipScalise has risen through the ranks of leadership during his time in Congress.

While the impetus on Republicans to pick a new speaker escalated after the terrorist attack in Israel over the weekend, the House GOP conference remains bitterly divided over how it should proceed – and who can get the 217 votes needed to lead it. Republicans are preparing for the prospect that neither House Majority Leader Steve Scalise of Louisiana nor House Judiciary Chairman Jim Jordan of Ohio can get the votes to be elected speaker, leaving the conference with no clear path forward. In some corners of the conference, there was a push to quickly settle on a speaker. House Foreign Affairs Chairman Mike McCaul called for a new speaker by Wednesday to avoid appearances of weakness and dysfunction amid war in Israel. Until a new speaker is selected, the House can’t pass legislation to address the crisis, McCaul noted.

Rep. Marjorie Taylor Greene said that the next speaker needs to support a restrictive bill of hers. The bill would prohibit any "taxpayer-funded gender-affirming care" as well as care for minors. Introduced in June 2023, Greene's "Protect Children's Innocence Act" does far more than simply limit children from accessing gender-affirming care. AdvertisementAdvertisementIn actuality, according to a press release from her own office, it prohibits any "taxpayer-funded gender-affirming care," forbid "institutions of higher education" from teaching about gender-affirming care, and restricts any foreigner who's performed any form of gender-affirming care on a minor from entering the United States. Jordan is a leading defender of former President Donald Trump, who remains a major figure in the Republican party. Trump, the frontrunner for the 2024 Republican presidential nomination, endorsed Jordan for House speaker on Friday. As of Friday, both Scalise and Jordan had secured roughly two dozen endorsements from among the 221 Republicans in the House. Scalise returned to the Capitol in September and has said that he is healthy enough to serve as speaker. Jordan, 59, is an outsider to party leadership.

The House speaker election is days away after Kevin McCarthy’s historic ouster that has left the chamber in need of a successor. Two candidates have formally announced their bid for the speakership – House Majority Leader Steve Scalise of Louisiana and Rep. Jim Jordan of Ohio. House Republicans are set to hold their own candidate forum behind closed doors on Tuesday before holding an internal election and chamber-wide vote in the following days. “No candidate for Speaker is likely to receive 96 percent of the Republican Conference vote required by this new precedent,” Rep. Tom McClintock of California said in a statement. But the California Republican made clear after the vote to boot him from the role that he wouldn’t run for speaker again.

Trump endorsed Jim Jordan for speaker of the House — but it won't be enough to get him the job. AdvertisementAdvertisementThe race to succeed former House Speaker Kevin McCarthy is on, and Rep. Jim Jordan just scored what may be the best outside endorsement a Republican could get — former President Donald Trump. Since Trump endorsed the Ohio Republican on Thursday evening, several House conservatives have done just that. Just ask former Rep. Liz Cheney, or any of the other House Republicans who voted to impeach Trump and were primaried out of a job. Trump doesn't have as much sway on Capitol Hill as you thinkThis may come as a surprise, but Republicans on Capitol Hill — even those that support his 2024 candidacy — ignore Trump all the time.

Speaker of the House Kevin McCarthy, R-Calif., conducts a news conference in the U.S. Capitol on border security, government funding, and other issues, on Friday, September 29, 2023. WASHINGTON — Rep. Kevin McCarthy, R-Calif., who was ousted as House speaker this week, shot down reports that he was considering an early departure from Congress and said Friday that he won't be stepping down. His comments came shortly after two people familiar with the situation told NBC News said McCarthy was considering resigning. Asked whether he planned to remain a member of Congress, McCarthy said, "I'll look at that." Rep. Kevin Hern, R-Okla., chairman of the Republican Study Committee, is also considering jumping into the race.

Trump has endorsed Rep. Jim Jordan of Ohio to be the next Speaker of the House. AdvertisementAdvertisementFormer President Donald Trump, early on Friday morning, endorsed Republican Rep. Jim Jordan of Ohio to be the next Speaker of the House, testing his ability to bring calm to Congress after a week of chaos. Trump's endorsement will likely upend the campaign to replace former House Speaker Kevin McCarthy, who was unceremoniously ousted earlier this week. Right now, the race is largely between Jordan, the chairman of the House Judiciary Committee, and House Majority Leader Steve Scalise. Republican Rep. Lauren Boebert made it clear Ukraine aid will hang over the House speaker race. "For the first time, we saw that Ukraine funding alone does not have a majority of the majority's support," Boebert told Steve Bannon on Friday on his "War Room" show. Boebert was pointing to a vote last week where $300 million to fund Ukraine passed thanks to House Democrats' massive support. The two current leading candidates for House speaker appear to be split on the subject. "We are not going to allow them to leverage our Southern border in Appropriations bills with more funding for Ukraine," Boebert said.

Trump, the front-runner of the GOP presidential primary, reportedly discussed sensitive information about U.S. nuclear submarines – including the number of warheads they routinely carry and how close they can get to Russian submarines without being detected – to an Australian businessman. Earlier this week, the House ousted Kevin McCarthy – a stunning scene put in motion by a handful of far-right, MAGA lawmakers and one that marked the first time in history that the maneuver has been used to successfully oust a House speaker. Trump himself considered filling the role of speaker after being nominated by Texas Rep. “I have been asked to speak as a unifier because I have so many friends in Congress,” Trump told Fox News Digital on Thursday. Trump is still considering a Tuesday visit to the Capitol, timed to when the GOP conference is set to hold a forum for the Speaker candidates.

The House calendar remained officially stuck on October 3 – Tuesday – the date when House Speaker Kevin McCarthy was ousted and left the chamber without adjourning. “The House of Representatives is effectively frozen,” Rep. Garret Graves, a Louisiana Republican, told reporters. As speaker pro tempore, Republican Rep. Patrick McHenry of North Carolina can perform tasks like recessing the House, adjourning the chamber and recognizing speaker nominations, according to the House Practices Guide. “Until we figure out how we have another speaker of the House, everything stops,” Rep. Kelly Armstrong, a North Dakota Republican on the House Oversight Committee, told CNN. While House Republicans intend to hold a candidate forum for would-be speakers on Tuesday, it could take time for Republicans to unify behind a single one.

WASHINGTON, Oct 4 (Reuters) - The race to replace ousted House Speaker Kevin McCarthy took shape on Wednesday as Steve Scalise, the chamber's No. 2 Republican, and Jim Jordan, a leading antagonist of Democratic President Joe Biden, said they would seek the post. Leaders dropped $6 billion in Ukraine aid from the temporary funding measure passed Saturday as they focused on passing it quickly, just hours before the government would have shut down. Supporters of Ukraine aid — including Ukrainian President Volodymyr Zelenskyy, who visited the Capitol to plead for the money in person just two weeks ago — say it’s essential that additional funding is included. He said he would address Ukraine aid soon. But any dealmaking is on hold as House Republicans try to find a new leader.
