LOS ANGELES (AP) — The first of two back-to-back atmospheric rivers drenched Northern California on Thursday, flooding roads while triggering statewide storm preparations and calls for people to get ready for powerful downpours, heavy snow and damaging winds. Forecasters also said the Central Coast could see waves up to 18 feet (5.4 meters) high on Thursday and Friday. The storm came a week after heavy rain caused flooding that inundated homes and overturned cars in the county. Last winter, California was battered by numerous drought-busting atmospheric rivers that unleashed extensive flooding, big waves that hammered shoreline communities and extraordinary snowfall that crushed buildings. ___Associated Press journalists Nic Coury in Capitola, California, and Scott Sonner in Reno, Nevada, contributed to this report.

CNN —Disney is appealing a major setback earlier this week in its ongoing legal and political battle with Florida’s Republican governor Ron DeSantis. On Thursday, Disney filed a notice of appeal, challenging a Florida federal judge’s decision to throw out its case accusing DeSantis of punishing Disney for exercising its right to free speech. The judge ruled that Disney lacked standing to sue DeSantis and that the company’s claims against the governor’s oversight board failed on merit — a win for DeSantis. On Wednesday, a Disney spokesperson said the company was undeterred, despite the initial dismissal. The board has threatened to hike taxes, raise utility rates and develop the land around the entertainment giant’s Central Florida theme parks.

The candidates are looking to replace two Democratic representatives who stepped down last year after winning mayoral races in their hometowns. That eliminated the Democrats’ two-seat majority in the state House, and the chamber has been stuck in a 54-54 deadlock since, with minimal voting activity this year. Both the 13th and 25th districts have historically voted Democratic, making Xiong and Herzberg the favorites to win the April 16 general election. CNN —A US judge has dismissed Disney’s lawsuit against Florida Gov. Ron DeSantis and his political allies, including the board he appointed to oversee Disney’s property in Florida. The lawsuit, which was filed by Disney in April, accused DeSantis of weaponizing his political power to punish the company for exercising its right to free speech. However, on Wednesday, a federal judge in Florida ruled that Disney lacked standing to sue DeSantis and that the company’s claims against the governor’s oversight board fail on merit. In a statement to CNN, a Disney spokesperson said the company was not deterred by the ruling and planned to “press forward” with its case.

Many Trump supporters not only dislike DeSantis, but echo Trump's assertions that DeSantis betrayed him and say they would never consider him again. Senator Kyrsten Sinema is behind schedule in making a decision about whether to seek re-election in Arizona. Ms. Sinema, who left the Democratic Party just over a year ago to become an independent, is still considering whether to run for a second term, aides said. But new campaign finance reports show that she is lagging well behind the plan she and her team discussed last spring. By the end of December, Ms. Sinema would have a campaign staff in place. But there is no sign that she carried out any significant polling, research or staff hires in the final six months of last year.

A year later, as Mr. DeSantis’s presidential campaign stalled, at least a handful of G.O.P. megadonors found new hope in Nikki Haley, with the Koch network announcing millions of dollars in support of her presidential campaign. It would be fair to say that the project has fallen flat: Mr. DeSantis suspended his presidential campaign on Jan. 21, and Ms. Haley’s hopes have now dwindled to a thin thread after her loss in New Hampshire. By Donald Trump and his allies, this primary will be portrayed as a victory over a Republican establishment with which he had been at odds for years. But although Mr. Trump has routinely positioned himself as a political outsider, it is clear — now more than ever — that he has become the Republican establishment, and the party’s fate increasingly seems inextricably tied to his.

SEATTLE (AP) — The governor of Washington on Tuesday called for the state to develop best practices on how agencies should use generative artificial intelligence as it continues to incorporate the technology into government operations. Wes Moore signed an executive order creating an AI subcabinet that will develop a plan to create appropriate guardrails for agencies’ use of AI. The executive order in Washington highlights the huge potential for generative AI, including how it could be beneficial for language translation, code generation and contract management. And he called for state agencies, along with tribal governments, community members and others to come up with best practices for how agencies should evaluate the impact this technology could have on vulnerable communities. “Our goal is to help the state continue using generative AI in ways that help the public while putting up guardrails around uses that present a lot of risk,” said Katy Ruckle, the state’s chief privacy officer.

Ron DeSantis was touted as a rising star with a clear path leading to the Republican nomination in 2024 and possibly into the White House itself. DeSantis also championed the policies that Trump voters claimed to want more of, like a hard line on abortion, expanded gun access and removing progressive prosecutors. The thing that DeSantis didn’t have over the billionaire reality TV star-turned-president – Trump’s personality – turned out to be a fatal flaw. Marco Rubio and Rick Scott – were unwilling to lend their support to DeSantis’ flailing campaign, endorsing Trump instead. Or one could look at DeSantis’ charmless offensive and conclude that his presidential ambitions will never be more than that – ambitions.

Former South Carolina Gov. The Biden campaign has long been preparing for Trump to win the nomination, but it is acutely aware of polling reflecting Haley’s strength over Biden in a one-on-one matchup. And behind closed doors, the Biden campaign is cheering Haley’s decision to stay in the race as they monitor Trump lashing out at the former South Carolina governor. It has been welcome news for the president’s reelection team to see Haley prolong the Republican contest and force the Trump campaign to use its resources and time to attack her. “Go forth and prosper,” one Biden campaign official said, describing the team’s delight in seeing the Trump-Haley feud continue.

Andrew Cuomo sexually harassed state employees, supporting the findings of a previous state civil review of allegations against the former governor. The department reached an agreement with the New York State Executive Chamber resolving the claims of sexual harassment and retaliation against the Democratic former governor, according to a release from the Justice Department on Friday. “Governor Cuomo repeatedly subjected these female employees to unwelcome, non-consensual sexual contact; ogling; unwelcome sexual comments; gender-based nicknames; comments on their physical appearances; and/or preferential treatment based on their physical appearances,” the Justice Department found. Mike DeWine’s veto of a bill that would bar transgender minors from receiving puberty blockers, hormone therapy or gender transition surgery. The move by the Republican-controlled state legislature comes less than four weeks after the Republican governor’s veto. For Ohio residents, that means that only transgender minors who have already begun transition care treatments will be able to receive them. Last year, at least 20 states, all with Republican-controlled legislatures, passed bans or restrictions on gender transition care for young people. Before 2023, only three states had passed restrictions on gender transition medical care for minors, according to a New York Times analysis.

With Donald Trump poised to capture the 2024 Republican presidential nomination, the former president is effectively holding auditions for a running mate – and a growing list of vice presidential hopefuls is starting to surface. Doug BurgumThe North Dakota governor, another Republican primary contender at one point, ran on small-town, business-savvy, conservative-values charm. He was on hand in New Hampshire on primary day, stumping for Trump and glad-handing with voters. “Not only do [Republicans] support President Trump, we support his policies,” Greene in an interview with MSNBC. Positioned directly behind Trump as he delivered his New Hampshire primary victory speech, Scott showed his allegiance to the former president while managing to sidestep a setup to bash Haley, telling Trump, "I just love you," Trump replied: "That's why you're a great politician."

Consider his first major performance in Iowa last year, in front of an audience of likely Republican caucusgoers. “We say very clearly in the state of Florida that we will fight the woke in the Legislature,” DeSantis said, as he tried to rouse the crowd to applause. “We will fight the woke in education, we will fight the woke in the businesses, we will never ever surrender to the woke mob. Our state is where woke goes to die.”There is a relatively small group of people for whom this is a resonant message. Donald J. Trump plumbed new depths of degradation in his savage takedown of Gov. Ron DeSantis of Florida, a yearlong campaign of emasculation and humiliation that helped force one of the party’s rising stars out of the presidential race after just one contest and left him to pick up the pieces of his political future. In front of enormous rally audiences, Mr. Trump painted Mr. DeSantis as a submissive sniveler, insisting that he had cried and begged “on his knees” for an endorsement in the 2018 Florida governor’s race. In a series of sexually charged attacks, Mr. Trump suggested — without a shred of proof — that Mr. DeSantis wore high heels, that he might be gay and that perhaps he was a pedophile. He promised that intense national scrutiny would leave Mr. DeSantis whining for “mommy.”Mr. DeSantis shied from fighting back, which only inflicted more pain on his campaign.

The DeSantis and Haley camps each believed they would benefit if the other left the field and created an unambiguous one-on-one race with Trump. In fact, both the Trump and DeSantis campaigns believe that more of the Florida governor’s supporters will likely pick Trump. Any gain or loss for Haley among voters from DeSantis’ decision seems likely to affect the race only marginally, many GOP observers believe. Even at that point in the 2016 race, Trump had won only a cumulative 40% of the votes cast in the GOP primaries. His theory that he could peel away a meaningful number of previous Trump voters simply proved wrong.
