The American Alliance for Equal Rights sued Perkins Coie in Dallas and Morrison & Foerster in Miami two months after the Supreme Court sided with another group founded by activist Edward Blum and rejected affirmative action policies used by many colleges to increase enrollment of racial minorities. The federal lawsuits accused both law firms of unlawfully discriminating against white candidates by limiting which law students could be considered for paid fellowships designed in part to help support the recruitment of people of color. "Excluding students from these esteemed fellowships because they are the wrong race is unfair, polarizing and illegal," Blum, who is white, said in a statement. Perkins Coie, founded in Seattle, offers "diversity fellowships" that provide stipends of $15,000 to $25,000 and paid positions as summer associates, a position that at major law firms can lead to full-time jobs with six-figure salaries. Washington, DC CNN —The conservative activist behind the Supreme Court case that struck down affirmative action in college admissions this year is suing two international law firms for providing diversity fellowships. Corporate diversity programs have come under fire lately from conservative politicians and activists. The group has also sued Target for allegedly destroying shareholder value through its Pride-themed clothing, and it has sued Kellogg for diversity programs. Yet studies have shown that DEI programs and initiatives have demonstrated cultural and economic benefits. Affirmative action and diversity program advocates fear that conservative action against those programs could block career opportunities for people of color.

BELEM, Brazil, Aug 8 (Reuters) - Eight Amazon nations agreed to a list of unified environmental policies and measures to bolster regional cooperation at a major rainforest summit in Brazil on Tuesday, but failed to agree on a common goal for ending deforestation. The failure of the eight Amazon countries to agree on a pact to protect their own forests points to the larger, global difficulties of forging an agreement to combat climate change. Bolivia and Venezuela are the only Amazon countries not to sign onto a 2021 agreement among more than 100 countries to work toward halting deforestation by 2030. But tensions emerged in the lead up to the summit around diverging positions on deforestation and oil development. Fellow Amazon countries also rebuffed Colombia's leftist President Gustavo Petro's ongoing campaign to end new oil development in the Amazon.

WASHINGTON, July 28 (Reuters) - The Biden administration on Friday proposed to hike fuel economy standards by 2032 to a fleet-wide average of 58 miles per gallon as it seeks to cut greenhouse gas emissions and reduce fuel use. The agency is also proposing new fuel efficiency standards for heavy-duty pickup trucks and vans for 2030-2035 rising 10% per year. The agency's new proposal would save 2032 vehicle owners about $1,043 per vehicle in lifetime fuel costs, while increasing average vehicle costs by $932. CAFE requirements are not as stringent as an Environmental Protection Agency proposal in April to cut vehicle tailpipe emissions. NHTSA is barred by law from considering electric vehicles fuel economy in setting standards.

WASHINGTON, July 28 (Reuters) - Facing uphill re-election battles in 2024, vulnerable Senate Democrats are pushing legislation that promotes "Buy America" policies, attempting to bolster their party on a brand of economic populism they hope will keep them in the majority. The Senate Commerce Committee on Thursday advanced a bill from Democratic Senator Tammy Baldwin and Republican Senator J.D. "There's definitely momentum," Senator Gary Peters, a Democrat from Michigan and chair of the Senate Democrats' campaign committee, citing the COVID-19 pandemic as a galvanizing force. Buy America policies are "mom-and-apple pie issues with American voters" that have "virtually universal support," Scott Paul, president of the Alliance for American Manufacturing, said. Buy America bills often run in to opposition from corporate-minded lawmakers and pro-business associations.

The U.S. government wants to raise the fuel economy of new vehicles 18% by the 2032 model year so the fleet would average about 43.5 miles per gallon in real world driving. The highway safety agency says it will try to line up its regulations so they match the Environmental Protection Agency's reductions in greenhouse gas emissions. In the byzantine world of government regulation, both agencies essentially are responsible for setting fuel economy requirements since the fastest way to reduce greenhouse emissions is to burn less gasoline. The EPA says the industry can reach the greenhouse gas emissions goals if 67% of new vehicles sold in 2032 are electric. Automakers can meet the requirements with a mix of electric vehicles, gas-electric hybrids and efficiency improvements in gas and diesel vehicles.

CNN —The Biden administration on Friday proposed modest increases to fuel efficiency standards for the vehicles most Americans drive. The proposal fits alongside the administration’s push for increasing the share of electric vehicles on the roads. A nearly 700-page document outlined the potential options, including the administration’s proposal for increasing car fuel efficiency standards annually by 2% for cars and 4% for light trucks. The Environmental Protection Agency, which calculates the fuel economy estimates shown on vehicle window stickers, uses different tests that result in more realistic estimates. Soon after taking office, the Trump administration re-wrote the more stringent Obama administration’s proposal.
