The annular solar eclipse will begin in the United States at 9:13 a.m. PT (12:13 p.m. To view the annular eclipse safely, wear certified ISO 12312-2 compliant solar eclipse glasses or use a handheld solar viewer. Eclipse glasses allow for the safe viewing of all phases of an annular or partial solar eclipse. It prohibits transgender students from using public school restrooms and locker rooms that align with their gender identity. It also allows other students to sue their school if they encounter a student using a bathroom that doesn’t align with their sex assigned at birth. About a quarter of Idaho schools allow transgender students to use restrooms and locker rooms that align with their gender identity, Nye said in a previous decision. The group also pushed a new Idaho law criminalizing gender-affirming health care for minors.

U.S. Treasury details EV tax credit rebate rules

The U.S. Treasury Department on Friday issued new guidance on how a $7,500 electric vehicle tax credit can be used as a point-of-sale rebate starting in January. Currently, consumers can only take advantage of the $7,500 new EV credit or $4,000 used EV credit when they file their tax returns the following year. Congress approved a sweeping reform of the EV tax credits in August 2022 as part of the $430 billion Inflation Reduction Act (IRA). Beginning in January, dealers can submit vehicle sales to the IRS and receive payment for tax credits within 72 hours. The Environmental Protection Agency has proposed rules it forecasts will result in 67% of new vehicles being EVs by 2032.

Advocates for comprehensive sex education say the restrictions in early education may prevent kids from getting age-appropriate foundational knowledge that they build on each year, said Alison Macklin, director of policy and advocacy at the progressive sex education organization SIECUS. To comply with the new law in Kentucky, for example, the state’s education agency advised schools eliminate fifth-grade lessons on puberty and reproductive body parts. Twenty-eight states require sex education, and 35 require HIV education, according to tracking by the Guttmacher Institute, a research group that supports abortion rights. Massachusetts, for example, recently announced new sexual health education guidelines, which were last updated in 1999. She remembers just one optional day of sex education in middle school.

(AP) — The federal government has joined several former workers in suing Union Pacific over the way it used a vision test to disqualify workers the railroad believed were color blind and might have trouble reading signals telling them to stop a train. Union Pacific didn't immediately respond to questions about the lawsuit Monday. The EEOC said in its lawsuit that the test doesn't replicate real world conditions or show whether workers can accurately identify railroad signals. Some of the workers who sued had failed Union Pacific's “light cannon” test but passed another vision test that has the approval of the Federal Railroad Administration. The workers involved in the lawsuit were doing their jobs successfully for Union Pacific for between two and 30 years.

Home prices are falling in cities that saw large growth in recent years, according to Realtor.com. Prices are falling in pandemic boomtowns like Austin, Texas; Ogden, Utah; and Boise, Idaho. Listings site Realtor.com just put out a new ranking of where home prices are falling the most, compared to a year ago.
