The Defense Department, FBI and other agencies held a review last year to try to limit these incidents that involved gatecrashers because of their attempts to get into U.S. military bases without proper authorization, the WSJ report said. The gatecrashers ranged from Chinese nationals found crossing into a U.S. missile range in New Mexico to scuba divers swimming in murky waters near a U.S. government rocket launch site in Florida, according to the report. The incidents that occurred in rural areas where there is little tourism typically involved Chinese nationals who were pressed into service and required to report back to the Chinese government, the report added, citing officials familiar with the practice. The U.S. Department of Defense and Department of Homeland Security did not immediately respond to a request for comment on the WSJ report. On average, each African produced 1.04 tonnes of carbon dioxide emissions in 2021, less than a quarter of the global average. The report said the average rate of warming in Africa was 0.3 degrees Celsius per decade in the 1991-2022 period, compared with 0.2 degrees in the world as a whole. The warming has been fastest in North Africa which has been subject to multiple heatwaves since last year. Overall, the report said that agricultural productivity had fallen due to climate change, noting a decline of 34% since 1961 which is set to drive up import needs sharply.

A fire in a house that was being used as a T-shirt printing shop in the Philippines killed at least 15 people on Thursday, including its workers, the business owner and his family members, officials said. The fire broke out at 5:45 a.m. in a house in the district of Tandang Sora in Quezon City, a densely populated suburb northwest of the capital, Manila, a police report said. When the fire alarm was triggered, 37 fire engines were sent to the site of the blaze, according to the police report from the Quezon City Police District. The ADP National Employment report showed private payrolls increased by 177,000 jobs in August, compared with estimates of 195,000, signaling a softening labor market. CNN —American chess grandmaster Hans Niemann has been reinstated by Chess.com following the conclusion of a legal dispute between Niemann, Magnus Carlsen and the online platform, among others. In June, a US judge dismissed a $100 million defamation lawsuit filed by Niemann against Chess.com, five-time world champion Carlsen, and popular streamer and player Hikaru Nakamura. This followed an alleged cheating scandal surrounding Niemann which rocked the sport last year. “I am pleased that my lawsuit against Magnus Carlsen and Chess.com has been resolved in a mutually acceptable manner, and that I am returning to Chess.com,” Niemann said in a video posted on X, formerly Twitter. According to Niemann’s dismissed lawsuit, the dispute began in September 2022 when then world champion Carlsen accused Niemann of cheating at the Sinquefield Cup in St. Louis, Missouri.
