LONDON — European markets were poised to open higher as investors digested the U.S. Federal Reserve's first interest rate cut in four years and looked ahead to the Bank of England's rate decision later in the session. Back in Europe, investor attention is now turning to the Bank of England, with the central bank largely expected to hold rates steady at 5%. The Fed's jumbo rate cut is unlikely to impact the Bank of England, according to economists, as the central bank ratified its decision around lunchtime Wednesday, hours before the U.S. announcement. And an expert in political violence and terrorism is worried the worst is yet to come. The justification of political violence online is getting worse, too, with increasingly high-profile people laughing off violent incidents. Plenty of such data exists about Trump's rhetoric, Pape noted, and he said there is no doubt that "incendiary political rhetoric increases support for political violence." How rate cuts workCentral banks cut interest rates for two main reasons: financial conditions are expected to worsen drastically, or inflation has cooled so much that leaving interest rates at high levels will be overly restrictive and put a drag on the economy. The Fed lowers its target rate by buying more securities, namely Treasury notes and mortgage-backed securities. When they have more money to lend out, they don’t need to charge such high interest rates on mortgages and other types of loans they offer. Business' hiring decisions can be influenced by the Federal Reserve's interest rate decisions. When the Fed lowers or raises rates, it takes a while for the full effect of those moves to be felt across the economy.

The White House wrote that image-based sexual abuse “has skyrocketed,” disproportionately affecting women, children and LGBTQ people. More nonconsensual sexually explicit deepfake videos were uploaded online in 2023 than all previous years combined. Franks said that while the voluntary efforts the White House highlighted are welcome, she does not see them as a substitute for legislation. Still, he said, the Biden administration’s and Vice President Kamala Harris’ focus on gender violence, online harassment and image-based sexual abuse was “transformative” compared with the work of previous administrations and the impact it has on victims and their advocates. On Google’s search engine and Microsoft’s Bing, NBC News previously found that nonconsensual sexually explicit deepfakes were available at the top of some search results.

Meta is teaming up with Snapchat and TikTok as part of a new initiative to prevent content featuring suicide or self-harm from spreading across the social media platforms, Meta said Thursday in a blog post. Under Thrive, Meta will identify content that features suicidal themes or self-harm and flag that content to TikTok and Snapchat so they can also investigate if the same or similar content has been posted to those apps. When content featuring suicide or self-harm is identified on a Meta platform, it will be assigned a number known as a “hash,” according to the spokesperson. Social media platforms, including Meta, TikTok and Snapchat, have long been criticized for not doing more to moderate content that teens consume, including video and images of self-harm. In its blog post Thursday, Meta said that it removed 12 million pieces of content featuring suicide and self-harm from Facebook and Instagram from April to June.

Think of the "Suits LA" spinoff of the USA Networks show that was popularized by Netflix, and shows with big stars attached to them. Even big stars are getting slightedThere's an overall feeling that Hollywood has become too risk-averse. But in the meantime, the dearth of shows being ordered will take its toll on Hollywood. "There's just some people who are not going to be able to survive this dark period," a second lawyer said.

CNN —A federal judge made way on Thursday for legal political gambling in the United States, rejecting a federal watchdog’s last-minute effort to delay a prediction market from offering bets on the November elections. She also denied a request by the government during Thursday’s hearing to block Kalshi from offering contracts pending its appeal. The CFTC has argued that the contracts count as illegal gambling and that it doesn’t have the resources to monitor them. Its chairman, Rostin Behnam, has also warned that election contracts would “ultimately commoditize and degrade the integrity” the electoral process. Luana Lopes Lara, a co-founder of Kalshi, celebrated the decision on Thursday, writing on X, “WE’RE LIVE.” The CFTC declined to comment.
