Earlier this month, Costa Rica introduced mandatory visa requirements for Hondurans seeking to enter, saying the measure was needed to boost security, which prompted reciprocal action from Tegucigalpa. Earlier this year, Costa Rican President Rodrigo Chaves proposed a set of security measures in response to surging crime, including a record-setting pace for murders. Costa Rican police have attributed rising violence to an uptick in international criminal groups trafficking drugs to the United States. Specifically, Costa Ricans seeking to enter Honduras will need a certificate showing their criminal records, while Hondurans seeking to enter Costa Rica will need a certificate detailing any police record. PANAMA CITY (AP) — Protesters blocked streets across Panama on Monday, demanding the government rescind a contract to continue copper mining in a biodiverse region. Across Panama City, peaceful protesters handed out fliers, but in some areas on the outskirts of the capital police met protesters with tear gas. The government used social media to highlight the “enormous contribution” the mine — Panama's largest private investment ever — makes to the country's economy. Minera Panama says the mine will employ thousands of Panamanians and that its shipments make 80% of the country's total exports. The new contract, initially slowed by labor disagreements, secures Panama at least $375 million a year from Minera Panama, over 10 times more than the previous deal.

AUSTIN, Texas (AP) — A woman awaiting trial in the killing of professional cyclist Anna Moriah Wilson tried to run from officers escorting her to a doctor appointment Wednesday, authorities said. Two corrections officers had taken Kaitlin Armstrong to the appointment and were escorting her back to a patrol vehicle “when she ran," Travis County Sheriff spokeswoman Kristen Dark said. Armstrong ran more than a block into a neighborhood, but she could be seen by deputies the entire time before she was caught, Dark said. Armstrong and the two officers were taken to a hospital for a brief examination after the incident, and Armstrong was later returned to jail. Authorities have said Armstrong tried to change her appearance and used several aliases as she moved around Costa Rica while attempting to establish herself up as a yoga instructor in that country.

MEXICO CITY (AP) — Mexico’s president said Tuesday that he rejected a U.S. request to set up migrant transit centers in Mexico. Neighboring Guatemala has set up one such center, where migrants can apply for U.S. work and refugee visas. “We have been looking at setting up sites in Mexico, because they (the United States) have asked for it,” López Obrador said. The centers are part of a larger migratory strategy aimed at reducing the large number of migrants from Latin American and the Caribbean to the United States. The influx of migrants has caused tension between the United States and Mexico.
