ABUJA, Nigeria (AP) — Africa’s biggest oil refinery has begun production in Nigeria, the company has said, ending a yearslong wait for a plant that analysts said Monday could boost refining capacity in a region heavily reliant on imported petroleum products. The $19 billion facility, which has a capacity to produce 650,000 barrels per day, has started to produce diesel and aviation fuel, the Dangote Petroleum Refinery company reported Saturday. As Nigeria’s first privately owned oil refinery, the project "is a game-changer for our country,” it added. KYIV, Nov 30 (Reuters) - An operation conducted by the Security Service of Ukraine (SBU) detonated explosives on a railway line in Siberia that Russia uses for military supplies, a Ukrainian source told Reuters on Thursday. Such an attack, more than 4,000 km (2,480 miles) from Ukraine, would be a striking demonstration of Kyiv's ability to conduct operations deep inside Russia. Reuters could not independently verify the account or whether the rail route is used for military supplies. Russian sources acknowledged that a train had caught fire in the area, but made no mention of explosives. In a statement online, it said rail traffic had been rerouted, slightly increasing journey time, but that transport had not been interrupted.

Phillips 66 has lagged its U.S. refining rivals at a time when fuel demand and margins have soared for the industry. Phillips 66 Chief Executive Mark Lashier acknowledged discussions with Elliott but did not say whether the company was open to adding two Elliott-recommended directors to its board. Phillips 66 currently has 13 board members.

But many professional money managers are more optimistic about refined fuel prices, especially U.S. gasoline and diesel, expecting low inventories will ensure prices remain stronger than crude. By contrast, the position in fuels was 114 million barrels (51st percentile), with substantial positions in U.S. gasoline (64 million barrels) and U.S. diesel (33 million barrels). The surplus had swelled from +60 bcf (+2% or +0.23 standard deviations) at the start of October despite very low prices.
