THE HAGUE (Reuters) - The prosecutor tasked with finding the last remaining fugitives from the U.N. war crimes court for Rwanda on Tuesday confirmed the death of genocide suspect Aloys Ndimbati, leaving only two people remaining wanted by the Rwanda tribunal. In the last three years the International Residual Mechanism for Criminal Tribunals (IRMCT) has arrested two Rwandan genocide suspects and confirmed the deaths of four other fugitives, including Ndimbati. In a statement U.N. prosecutors said they concluded Ndimbati died in 1997 in Rwanda. Ndimbati, a Rwandan public official during the 1994 genocide, was accused of having personally organised and directed the killings of thousands of Tutsis and faced multiple genocide charges. There are no remaining fugitives from the Yugoslavia tribunal and now only two outstanding suspects for the Rwanda tribunal.

"Japan this time has taken a bold approach and has implemented very quick decision making," Luc Van den hove, CEO of Belgium-based Imec told reporters in Tokyo. One key initiative is chip foundry venture Rapidus, which is led by veteran chip executives and hopes to manufacture cutting-edge chips by partnering with IBM (IBM.N) and Imec. "What Rapidus is trying to do is extremely difficult," said Van den hove, adding that "the Japanese team and government are very motivated to make it a success, so I'm positive." Imec, an important part of chipmaking research efforts funded by industry and governments, is considering opening offices in Hokkaido, where Rapidus production will be located, and in Tokyo, Van den hove said.

Currently most photonics chips, like most chips, are made in Asia, with important intellectual property in the U.S. The statement said low levels of European manufacturing and over-reliance on Asia in manufacturing and packaging, "threatens the EU's economic security and resilience". The statement was signed by Germany's XFAB and Aixtron, the Netherlands' SMART Photonics and Phix Photonics Assembly, VLC Photonics of Spain, France's Almae, and Switzerland's Ligentec, as well as PhotonDelta, a public-private partnership in the Netherlands devoted to funding photonics.

SAS's chief executive, Anko van der Werff, said: "By entering into this investment agreement, SAS is taking the next step in its Chapter 11 process in the U.S."The company now seeks U.S. Court approval of the investment agreement and the new debtor-in-possession financing as soon as possible in November. Castlelake and Lind Invest did not immediately respond to a request for comment.
