Gourinchas told the Corriere della Sera daily that Italy's structural deficit, net of interest spending, was not seen as falling fast enough. The IMF was "a bit worried" by planned tax cuts that "don't necessarily seem to go in the right direction", he added. It would be "desirable" if Prime Minister Giorgia Meloni's government revised its fiscal plans to make them more stringent before they are approved by parliament, he said. Over the next month Italy's budget faces scrutiny from credit ratings agencies, with S&P Global, DBRS, Fitch and Moody's all reviewing their assessment of the euro zone's third largest economy.

BRUSSELS (AP) — The European Union announced plans on Tuesday to better protect its cutting-edge technologies from foreign snooping that might threaten its economy and security in the wake of repeated warnings that the bloc needs to “de-risk” its relations with China. “Technology is currently at the heart of geopolitical competition and the EU wants to be a player, and not a playground,” European Commission Vice President Vera Jourova said. BRUSSELS, Oct 2 (Reuters) - The European Commission will assess the risks of four critical technologies, including semiconductors and artificial intelligence, being weaponised by countries not aligned with its values and will take measures next year to tackle the issue, an EU official said on Monday. Feijoo, whose People's Party had won the most seats in an inconclusive election in July, failed to convince enough legislators from other parties to back him to win an absolute majority. Spanish law allows Feijoo a second attempt on Friday, when a simple majority would be enough for him to be elected prime minister. Sanchez would have two months to negotiate an agreement before fresh elections are called if he also fails.

H&M, whose biggest rival is Zara owner Inditex (ITX.MC), said September sales would be down 10% year-on-year measured in local currencies. That compares with Inditex reporting sales between Aug. 1 and Sept. 11 that were up 14%. Operating profit in the Swedish group's third quarter jumped to 4.74 billion crowns ($431 million) from a year-earlier 902 million. The year-ago figure included a one-off cost of 2.1 billion crowns for the group's exit from Russia, which also accounted for four percentage points of the 10% September sales decline. H&M announced a share buyback programme starting on Wednesday, planning to buy back up to 3 billion crowns of stock by March 31 next year.

Karabakh is internationally recognised as part of Azerbaijan but populated mostly by ethnic Armenians who broke away in the 1990s in the first of two wars there since the collapse of the Soviet Union. Karabakh authorities said more than 50,000 had left so far, out of an estimated ethnic Armenian population of 120,000.
