ASUNCION, March 28 (Reuters) - Paraguay's ruling Colorado Party - a conservative political machine that has dominated government in Asuncion for some eight decades - could be facing a major challenge at the ballot box next month. Many voters say they feel it is time for something new. Pena may also be impacted by a U.S.-led graft probe into Horacio Cartes, a former Colorado president who led the country from 2013 to 2018. However, the Colorado party retains a powerful election campaign machine and supporter base that goes back generations. Adelina Caceres, director of a public school in the town of Guarambare, on the outskirts of the capital, said she supported the Colorado party mainly because "her grandfather had been Colorado," and despite being often frustrated by them.

Nokia hopes to install a data network on the moon sometime in 2023, an executive told reporters. Nokia is preparing to launch a 4G mobile network on the moon later this year, in the hopes of enhancing lunar discoveries — and eventually paving the path for human presence on the satellite planet. The network will be powered by an antenna-equipped base station stored in a Nova-C lunar lander designed by U.S. space firm Intuitive Machines, as well as by an accompanying solar-powered rover. The infrastructure will land on the Shackleton crater, which lies along the southern limb of the moon. Nokia says the technology is designed to withstand the extreme conditions of space.
REUTERS/Fayaz AzizISLAMABAD, March 24 (Reuters) - A long-awaited loan agreement between Pakistan and the International Monetary Fund (IMF) will be signed once a few remaining points, including a proposed fuel pricing scheme, are settled, an IMF official confirmed on Friday. Petroleum Minister Musadik Malik told Reuters on Thursday that his ministry had been given six weeks to work out the pricing plan. But the IMF's resident representative in Pakistan, Esther Perez Ruiz, said the government had not consulted the fund about the fuel pricing scheme. Ruiz, in a message to Reuters, confirmed a media report that a staff level agreement would be signed once a few remaining points, including the fuel scheme were settled. With enough foreign reserves to only cover about four weeks of necessary imports, Pakistan is desperate for the IMF agreement to disperse a $1.1 billion tranche from a $6.5 billion bailout agreed in 2019.

MONTLUEL, France—A rainy, cool climate has sustained fisheries in this region north of Lyon for eight centuries, filling up hundreds of man-made ponds that are France’s main source of freshwater fish. This year, however, many of the ponds are nearly empty after an exceptionally dry and warm stretch of weather that has lingered across much of Europe since last summer. The farmers expect to raise half as much fish as they did last season and lay off workers who usually help with the catch.

Finance Minister Ishaq Dar had said last week that the external financing assurance was not one of the IMF's conditions for clearance of the funding. Pakistan has completed almost all other measures needed except for the external financing requirement, officials say. Dar said last week that Pakistan will need $5 billion external financing to close its financing gap this fiscal year ending June 30, adding the IMF believed it should be $7 billion. Dar said hoped more external financing will be coming as Pakistan signs the IMF deal this week. Ruiz noted that the difference in foreign exchange rates between the open and informal markets has been very damaging for Pakistan, resulting in shortages of foreign exchange and consequently imported goods.

LIMA, Peru — People poured into Peru’s coastal capital, many from remote Andean regions, for a protest Thursday against President Dina Boluarte and in support of her predecessor, whose ouster last month launched deadly unrest and cast the nation into political chaos. The concentration of protesters in Lima also reflects how the capital has started to see more antigovernment demonstrations in recent days. Many protesters say that no dialogue is possible with a government that they say has unleashed so much violence against its citizens. “I think this will only keep growing.”Analysts warn that a failure to listen to demands from protesters could have tragic consequences. “We have to start to think what we want to do with Peru, otherwise this could all blow up,” Cardenas said.
