This June and July, nights in Las Vegas stayed above 79 degrees for all but seven days. And hot nights are something more people are experiencing: No American major metro area has grown as much as Las Vegas has over the last three decades. Even after the sun set in Las Vegas in June and July, temperatures routinely remained in the 80s and 90s. Populations have doubled or more over a generation, with the number of abnormally hot nights rising at similar rates. Cybercrime is on the rise, but even the best antivirus software can’t thwart scammers who target the human psyche. Some of the most damaging and costly scams involve what’s known as “social engineering.” That’s when fraudsters use time-tested techniques of deception and emotional manipulation, tricking people into divulging personal or financial information, or even granting remote access to their computers. This is what happened to Barry Heitin, a 76-year-old retired lawyer who lost roughly $740,000 to sophisticated swindlers impersonating bank and government officials. People of all ages and socioeconomic levels are potential targets, but older Americans are particularly vulnerable. They’re more likely to have amassed savings, and they’re perceived to be more isolated or perhaps less computer savvy.

By the time Kim Chang-gyu returned to Jecheon, South Korea, after four decades away to become the mayor, his hometown felt resigned to its decline. The town’s center was dotted with vacant storefronts, and local businessmen fretted about how tough it was to find workers. Like many other small South Korean cities, Jecheon, cradled at the foot of two mountain ranges, is being eroded by rapid aging and rock-bottom birthrates. Other shrinking cities have tried offering money to entice newlyweds or free housing to parents of school-age children. If he could persuade enough of them to move to Jecheon — population 130,000 and shrinking — he thought they might lay the groundwork for its future.
