GENEVA (AP) — The rights situation in Russia has “significantly deteriorated” since President Vladimir Putin launched his war against Ukraine in February last year, an expert commissioned by the U.N.’s top human rights body said in her first report on the country on Monday. Mariana Katzarova, the special rapporteur on Russia's rights situation mandated by the Human Rights Council, chronicled the domestic crackdown that has largely targeted critics of Putin's war as well as other opposition voices in Russia. Her report, made public on Monday, is separate from another probe by U.N.-backed investigators that has accused Russia of war crimes in Ukraine. Last April, barely six weeks after Russia's armed invasion of Ukraine, the U.N. General Assembly suspended Russia's seat in the 47-member-country rights council in Geneva. The rights council is set to discuss it Thursday.

Signage is seen outside of the US Commodity Futures Trading Commission (CFTC) in Washington, D.C., U.S., August 30, 2020. A centralized registry would also make it easier for the government to identify repeat offenders and deter potential fraudsters, Goldsmith Romero said. Goldsmith Romero had suggested the registry several years ago while serving as the watchdog of a key 2009 financial crisis bailout program. In Goldsmith Romero's previous role, the government watchdog did launch a database of such financial crimes related to the Troubled Asset Relief Program. Such a centralized database could serve as a model for a larger, national registry that federal regulators could organize and that state regulators could also participate in.

CNN —The number of first responders who have died from 9/11-related illnesses now almost equals the number of firefighters who died during the terror attacks themselves. A total of 341 New York City Fire Department firefighters, paramedics and civilian support staff who died from post-911 illnesses are now memorialized at the FDNY World Trade Center Memorial Wall, according to the Uniformed Firefighters Association. The memorial commemorates both first responders who died during the attacks and those who died from related illnesses in the years since. That count almost equals the 343 New York firefighters who died during the 2001 attacks. More than 71,000 people are currently enrolled in the World Trade Center Health Registry, a long-term study seeking to understand the physical and mental health effects of the terror attacks.

China is dominant in magnets and the rare earth metals they are made from. Magnet makers are also drawn to Vietnam by low labour costs and market access afforded by multiple free-trade deals. It said it sources most of its rare earths from China but is seeking alternative sources in Vietnam and Australia and plans to develop a processing facility in Vietnam. A similar request from clients prompted another Chinese magnet maker, Magsound, to decide to open a factory in Vietnam in the first half of next year, the two people said. In April, Australia's Strategic Materials (ASM.AX) signed a deal with a Vietnamese refiner that committed to supplying rare earths for export to South Korea.

Someone in the US has a heart attack about every 40 seconds, according to the US Centers for Disease Control and Prevention. Heart disease including heart attack is the leading cause of death in the US, but most people survive their first heart attack and go on to lead a normal life, according to the American Heart Association. Additionally, pain could be a deterrent to lifestyle changes that might lower someone’s risk of another heart attack, such as exercise. Dangas said the new study could remind doctors to pay particular attention to their heart attack patients who talk about pain. Cardiac rehabilitation cuts the risk of death in the five years after a heart attack by about 35%, according to a 2016 study.

Burps are the top source of methane emissions from cattle. The company this spring began marketing semen with the methane trait in 80 countries. Selecting for the low methane trait could lock in lower and lower emissions for successive generations, she said. Semex is not initially charging extra for the methane trait, said Michael Lohuis, Semex's vice-president of research and innovation. Juha Nousiainen, senior vice-president at Valio, a Finnish dairy, warned that breeding cattle to burp less methane could create digestive problems.

Ukraine is using cargo drones to carry injured soldiers from the battlefield, The Economist reported. Ukraine has deployed large drones that are able to carry 397-pound weights for up to 43 miles, the report said. A purported US Defence Intelligence Agency document estimated in April that Ukraine had up to 113,500 wounded soldiers, compared to up to 180,000 wounded Russians, since Russia launched its full-scale invasion in February 2022, Reuters reported. Captured Russian soldiers have also described being left to die. Ukraine's use of drones to transport injured soldiers is one example of how Ukraine is learning lessons about using new technologies, in ways that could ultimately benefit other armies, the report noted.
