Seth Wenig/Pool via REUTERS/File Photo Acquire Licensing RightsWASHINGTON, Oct 31 (Reuters) - The Republican and Democratic leaders of a U.S. congressional committee on China urged Treasury Secretary Janet Yellen to urgently implement outbound investment restrictions on the country, warning that Beijing was using American capital to develop technologies as her department debated new rules. China has condemned the move, but some U.S. lawmakers have argued it has too many loopholes. Yellen should adopt a broad definition of technology in her guidelines on the investment restrictions, the lawmakers said in the letter, dated Oct. 30, arguing China had blurred the lines between commercial and military technology. Some U.S. officials have said the outbound investment rules should not be overly broad to avoid harming the U.S. economy.

CNN —A man armed with guns and explosive devices was found dead of an apparent self-inflicted gunshot wound at a Colorado amusement park, potentially averting “an attack of devastating proportions,” officials said. The 20-year-old’s body was found in a women’s bathroom Saturday morning before the scheduled opening time of the Glenwood Caverns Adventure Park in Glenwood Springs, the Garfield County Sheriff’s Office said. Investigators also found a “very well-put-together” fake IED in Medina’s car, in addition to a real explosive device, Vallario said. Patches affiliated with law enforcement groups were found, the sheriff said, but investigators don’t know how Medina got them. With the volume of weapons, ammunition and explosive devices Medina had, he “could have done a tremendous amount of damage,” the sheriff said.

“Lempicka,” a new musical about the painter Tamara de Lempicka, will open on Broadway next spring after a decade in development. An Art Deco portraitist who was married and had female lovers, Lempicka was born in Poland in 1898 and lived in Russia, which she fled because of the Russian Revolution; France, which she fled because of World War II; and then the United States and Mexico. Though her art and her social life glittered for a period, she later faded from prominence, and died in 1980. In recent years, her art has sold strongly; contemporary collectors of her work include Madonna. The director is Rachel Chavkin, the Tony Award-winning director of “Hadestown,” and choreography is by Raja Feather Kelly.

An Israeli official said that the government was assessing the data, which was released before Friday’s bombardment. The high number of children reported killed — about 40 percent of the total — is broadly in line with the high share of children in the Gazan population. In total, the list named 2,665 children who have been killed and 2,902 women and girls. The date of death is not listed for each individual, but a separate summary of the deaths from the health ministry indicates that the toll has been increasing in recent days. The ministry said the list did not include an additional 281 people who had been killed but could not be identified, bringing the total number to 7,028.

Some Palestinians who have managed to communicate with the outside world said that fear and panic were spreading. They don’t know what’s happening around them.”Visuals from inside Gaza on social media channels monitored by The New York Times and some wire services were extremely limited on Friday afternoon. Image Palestinians wounded in Ahli Arab Hospital blast were later treated at another hospital in Gaza on Tuesday. Israel said the strike on the hospital parking lot was caused by a misfired Palestinian rocket, citing intelligence intercepts and videos of the sky above Gaza at the time. Al Jazeera, a Qatari news channel, concluded that a Palestinian rocket had been intercepted by an Israeli air defense missile. Scores of public institutions in northern Gaza, including hospitals like the Ahli Arab hospital, were warned by Israel to evacuate. The Israeli military said Saturday night that it would intensify its already punishing bombardment of the besieged enclave ahead of an expected ground invasion. Drivers were now charging between $200 and $300 to take a family south, she said. The devastating impact of an explosion at the Ahli Arab Hospital in Gaza City on Tuesday became clearer on Wednesday through videos that witnesses posted to social media. Emergency workers were collecting bodies and remains in an effort to identify the dead. “There are still lots of bodies they haven’t yet collected,” said Amir Ahmed, a paramedic with the Palestinian Red Crescent in Gaza City. “There are too many bodies.” He said all the victims would be buried in a mass grave at a funeral later on Wednesday. In the days after much of the coastal city of Derna, Libya, was washed away by devastating floods, Mahbuba Khalifa wrote a poem to honor her hometown, known by Libyans as the “city of poets.”I used to carry your great legacy in my conscience and on my shoulders, and I walked with arrogant pride and I had a certain pride that I did not deny. Whoever sees me and sees the radiance of light that I bear as a mark on my features must know — without asking me where I am from — that I am your daughter.
