In a speech delivered by King Charles III on behalf of the administration, the government said it is "committed to a clean energy transition that will lower bills for consumers over time," adding that it would establish Great British Energy, headquartered in Scotland, to help accelerate investment in renewable energy such as offshore wind. Amtrak Passengers Face Record Delays From Extreme Weather

Later that afternoon, after the temperature peaked at 96 degrees in Newark, Amtrak lost electricity near the New Jersey side of the Hudson River tunnels. The power failure soon shuttered a 150-mile stretch of the busiest rail corridor in the United States for more than three hours. The impact reverberated until the next day, when trains chugged through with hours of residual delays. As the planet rapidly warms, train delays and breakdowns are becoming more frequent as America’s antiquated rail infrastructure struggles to remain functional during prolonged extreme weather events that were not typical when the system was constructed. A New York Times analysis of Amtrak data found that the rail service’s passengers have faced record delays in recent years caused by inclement weather such as heat waves, storms, floods, high winds, low temperatures, tornadoes, lightning and wildfires.

Tokyo CNN —One in 10 young people in Japan – the vast majority women – have been groped on trains and in other public places, a government survey has found, highlighting an often unreported crime that has long plagued the country despite official efforts to fight it. Women accounted for nearly 90% of those who said they were assaulted, according to the survey released this month. “For some reason, I cry more now when I remember it than when it happened,” they told the survey. But some survey respondents urged authorities to do more. “We need to continue to educate people that molestation is a serious crime,” a Japanese government spokesperson told CNN, adding that public groping should always be reported.

Tens of thousands of students blocked the main streets of Bangladesh’s capital, Dhaka, on Thursday, demanding that quotas for civil service jobs be abolished and those jobs given to candidates on the basis of merit. The protests broke out after a Dhaka court recently reinstated quotas for government jobs, which were abolished by a government order in 2018 following another countrywide student protest. The appellate division halted the new ruling for four weeks on Wednesday, but that did not quell the demonstrations. Protesting students blocked entry and exit points as well as key intersections in Dhaka, one of the world’s most crowded cities, causing major traffic congestion. Students broke a police barricade in Dhaka’s Shahbag area on Thursday evening to conduct a large sit-in.

CNN —NATO officials are discussing taking action to reclaim some Chinese-owned infrastructure projects in Europe should a wider conflict with Russia break out in the east of the continent, three officials involved in the discussions told CNN. A decade ago, when Europe was still crawling out of the economic crater caused by the global financial crisis, the promise of infrastructure funding from Chinese-owned investment firms seemed like a major windfall. The fear, according to one US official, is that Beijing could use the infrastructure it owns in Europe to provide material assistance to Russia if the conflict were to expand. The discussions reflect an increasing focus on China by the NATO alliance. A plan to build a casino over a sprawling rail yard on Manhattan’s Far West Side has a new, formidable opponent: parkgoers. Friends of the High Line, an influential nonprofit that operates the nearby 1.5-mile rail-line-turned-park, said Wednesday that it will muster supporters to attempt to thwart the development plan. The opponents of the casino proposal said the development would block views of the city from the High Line and create gusty winds and cast long shadows that could hurt local businesses. The proposal, submitted in February, would also create a 1,180-foot apartment tower, a 1,376-foot office building, a public school and day care. The development, in Hudson Yards, is being led by Related Companies, which built the eastern half of the site, and Wynn Resorts, a Las Vegas gambling giant.

Earlier this year, the EU launched investigations into China’s state support for its wind turbine and solar panel suppliers. Now, China will investigate if the bloc’s probes violate the two sides’ economic treaty and if they have hurt the country’s trade with the 27 EU member states. The announcement comes just days after the provisional additional duties on imports of Chinese-made EVs into the EU came into effect. Beijing has spoken out strongly against the EU tariffs, saying it will make “all necessary moves” to safeguard China’s interests. According to Wednesday’s announcement, MOFCOM is launching its latest investigation in response to a June request by an industry group in China.

A new report from Moody's on Wednesday warns that generative AI and deepfakes are among the election integrity issues that could present a risk to U.S. institutional credibility. In a letter to Rosenworcel, it encouraged the FCC to delay its decision until after the elections because its changes would not be mandatory across digital political ads. Some social media platforms have already self-adopted some sort of AI disclosure ahead of regulations. Google requires all political ads with modified content that "inauthentically depicts real or realistic-looking people or events" to have disclosures, but doesn't require AI disclosures on all political ads. Thirteen states have laws on election interference and deepfakes, eight of which were enacted since January.

Shein logistics software is in beta testing with select supply chain customers, according to a person familiar with its plans. "Shein's software could provide unprecedented access to sensitive supply chain data, which the Chinese government could seize under its laws. Politicians rarely call an election when their party trails in the polls and there is no need to do so. Although Macron was elected to a second presidential term in 2022, his party failed to win an outright parliamentary majority. One theory about why Macron called an election now is that France might soon have been forced to the polls anyway. With Le Pen seeming increasingly likely to succeed him as president in 2027, this election may force her party to take up responsibility beforehand.
