Circuit Court of Appeals order, dated Monday, blocks the Louisiana State Bar Association from forcing attorney Randy Boudreaux to join the LSBA or pay its dues, at least for now. Boudreaux's is one of more than two dozen cases playing out around the country challenging state requirements that attorneys join and pay dues to state bar associations. Organizations including the Goldwater Institute and, in Louisiana, the Pelican Institute, are challenging mandatory bar association membership as violations of free speech rights. The association's promotion of an article on the effects of student loan debt on young lawyers was not germane, the court found.

CNN —China has started to roll out what it’s calling the world’s most advanced internet network, which promises to operate several times faster than current networks. But a more robust, faster internet service has broad implications for businesses, faster information transfers, stock trading advantages and other national security implications. A backbone network is network infrastructure that moves internet traffic to different geographic locations, and can support hungry-data transfers from technologies such as 5G and electric vehicles. The new network runs on 1,800 miles of optic fiber cables between Beijing and the south, according to a translated press release. Jinping previously said the development of the backbone network will establish the country as “a cyber power” and “accelerate the promotion of core Internet technologies,” the press release said.

TOKYO (AP) — Japan criticized Russia's announcement that it's joining China in banning the imports of Japanese seafood in response to the release of treated radioactive wastewater from the wrecked Fukushima nuclear power plant. China immediately banned all imports of Japanese seafood the day the release began in August, badly hurting Japanese seafood producers and exporters. The Japanese Foreign Ministry said its senior officials notified the Russian Embassy in Tokyo that Japan has been providing transparent and scientific explanations about safety of the treated water release from the Fukushima plant and Japanese seafood. “Japan continues to seek actions based on science.”The plant’s first wastewater release began Aug. 24 and ended Sept. 11. During that release, TEPCO said it discharged 7,800 tons of treated water from 10 tanks.
