After two asylum seekers were arrested last summer and accused of sexual assault at Buffalo-area motels, Gov. Kathy Hochul sent in the National Guard to provide a “stabilizing presence” there and at a handful of other motels being used as shelters. But now the Guard is investigating whether some of its members engaged in sexual misconduct with migrants in western New York, amid a new lawsuit accusing Guard members and private supervisors of various abuses. The lawsuit, filed on Thursday in Federal District Court in Manhattan, describes a culture of coercion, fear and retribution at the Quality Inn motel near the Buffalo Niagara International Airport, one of the many low-budget lodgings where recent migrants have been relocated to relieve pressure on New York City’s beleaguered shelter system. One guardsman was accused of sexual assault for coercing a Venezuelan woman to trade sexual favors in exchange for food and housing, and another of groping the woman’s 10-year-old daughter.

WASHINGTON (AP) — The National Guard still has enough money on hand to complete the training of Ukrainian pilots on F-16 fighter jets despite the U.S. running out of funds to send additional weapons and assistance to Kyiv, the head of the Guard Gen. Dan Hokanson said Thursday. President Joe Biden announced in August that the U.S. would begin training Ukrainian pilots on the F-16, as part of a multi-national effort to provide Ukraine the advanced fighter jets. Pilot training began in October at Morris Air National Guard base in Tucson, Ariz. But the pilot training has been able to continue, Hokanson said. “We do have the resources to continue the training that’s already started,” Hokanson said, and get that initial tranche completed this year.

More than 8,500 members of multiple agencies have been mobilized to respond to any emergencies, the director of California's Office of Emergency Services (Cal OES), Nancy Ward, said Saturday. This includes members of the National Guard, Cal OES, Cal Fire and more. Parts of the central and southern coastline of the state are expected to see the most significant amounts of rain and flooding, according to Eric Schoening with the National Weather Service. Gavin Newsom has activated the State Operations Center, which will be open 24 hours a day, according to Ward.

Most people know by now about the border war between Texas and the United States playing out along the banks of the Rio Grande. Less obvious, but no less consequential, is an emerging border war inside the Supreme Court. At the physical border are 29 miles of coiled razor wire on the United States side of the river, put in place by the Texas National Guard on orders from Gov. It has had the added and hardly unpredictable effect of barring access to the border by the federal Border Patrol agents. The state lost in Federal District Court on the grounds that the United States is immune from suits of this type.

Greg Abbott of Texas said on Sunday that he was expanding his effort to establish state control over areas near the Rio Grande in an effort to deter migrants. A top Texas official said state law enforcement officers were also looking to move in on riverside ranch land north of the city that migrants have continued to use for crossing. Texas has deployed National Guard troops and state police officers up and down the Texas border since 2021, and began stringing concertina wire along the banks of the river the next year. “As we speak right now, the Texas National Guard, they’re undertaking operations to expand this effort,” Mr. Abbott said during a news conference at the park. We are expanding to further areas to make sure we expand our level of deterrence and denial of illegal entry into the United States.”

The arrival of GOP governors to Eagle Pass rounds out a weekend that has kept the small border city of roughly 30,000 residents in an unwitting spotlight. The number of crossings in Eagle Pass has recently fallen to a few hundred a day. Mexico has bolstered immigration efforts that include adding more checkpoints and sending people from the northern border to southern Mexico. DOYLESTOWN, Pa. (AP) — The man accused of shooting and decapitating his father in their home northeast of Philadelphia and posting a video of the severed head on social media purchased a gun the previous day, the county prosecutor said Friday. She said an autopsy showed that his father had been shot in the head before he was decapitated with a knife and machete. His mother discovered the remains of her husband, Michael F. Mohn, in the Levittown home where the three lived together. In the YouTube video, Justin Mohn picked up his father's head and identified him. Cellphone signals helped locate him, according to Angela Watson, communications director for the Pennsylvania Department of Military and Veterans Affairs.

Police started investigating Mohn after a man in his 60s was found beheaded and covered in blood Tuesday, CNN affiliate WPVI reported. The suspect was identified as the victim’s son, Middletown Township Police Chief Joseph Bartorilla told CNN. “YouTube has strict policies prohibiting graphic violence and violent extremism,” the company told CNN Wednesday in a statement. “The video was removed for violating our graphic violence policy and Justin Mohn’s channel was terminated in line with our violent extremism policies. “I think the neighborhood can rest easy because I think they were a little uneasy for a while, before they knew where the person of interest was,” he told WPVI overnight.

(AP) — Residents of an east Arkansas town have been without running water for the past two weeks after the state was hit by below-freezing temperatures, and the outage has forced them to line up for bottled water, fill up jugs or take showers at a truck brought in by the state. The town faced a similar crisis last summer, when the same part of the city was without water in June. The outages are affecting one of two water systems for Helena-West Helena, which was two separate cities until 2006. Each day, distribution sites for the water have seen a steady line of people filling up on water to use for their homes. He said citizens in general have been understanding of the emergency water distribution process.
