CNN —The International Criminal Court on Wednesday convicted an al Qaeda-linked leader of crimes against humanity and war crimes that took place in Timbuktu, northern Mali. Al Hassan Ag Abdoul Aziz Ag Mohamed Ag Mahmoud, who was a senior member of the Islamic Police, was recruited by al Qaeda leaders, the ICC said in a statement. Al Hassan was convicted by majority of directly committing, contributing to, or aiding and abetting crimes against humanity of torture and war crimes of torture and outrages upon personal dignity, the ICC confirmed. Al Hassan will remain in detention until he is sentenced in a separate hearing. Following a 2012 coup in Mali, Islamic extremists, some with ties to al Qaeda, capitalized on the country’s instability.

North Korean trash balloons briefly close Seoul airport runways

Takeoffs and landings at South Korea’s Incheon International Airport were disrupted on Wednesday for about three hours before dawn because of balloons launched by North Korea filled with refuse, an airport spokesperson said. North Korea has flown balloons carrying trash into South Korea since late May, with hundreds landing in South Korea. The disruption to domestic and international flights occurred between 1:46 a.m. and 4:44 a.m., and the runways have re-opened since then, Incheon International Airport Corporation said. North Korea has said the balloons are retaliation for a propaganda campaign by North Korean defectors and activists in the South who regularly send over balloons carrying food, medicine, money and leaflets criticizing the North’s leaders. Among the items carried by the North Korean balloons have been articles printed with Hello Kitty characters, badly worn clothing, and soil containing traces of human feces and parasites, South Korea has said.

Transit leaders in New York City are preparing to scale back billions of dollars’ worth of upgrades to the nation’s largest transit network after Gov. Kathy Hochul halted a tolling program that would have paid for improvements and repairs. Gone were plans to make subway stations more accessible to riders with disabilities, repairs to some nearly century-old infrastructure and the expansion of the Second Avenue subway line, among other now-deferred projects. The board has yet to officially revise its capital plans but did pass a resolution on Wednesday to remain prepared to put the congestion pricing program into effect once it gets the green light from Albany. Governor Hochul has not indicated when that might be.

Kenya's president on Wednesday withdrew planned tax rises, bowing to pressure from protesters who had stormed parliament, launched demonstrations across the country and threatened more action this week. "Listening keenly to the people of Kenya who have said loudly that they want nothing to do with this finance bill 2024, I concede. And therefore, I will not sign the 2024 finance bill, and it shall subsequently be withdrawn," he said in a televised address. Thousands took to the streets of Nairobi and several other cities during two days of protests last week as an online movement gathered momentum. Protests in Kenya have usually been called by political leaders who can be amenable to negotiated settlements.

The leaders of the U.S. Congress have invited Prime Minister Benjamin Netanyahu of Israel to address a joint meeting of the Senate and the House of Representatives on July 24.
