CNN —Emotional accounts from relatives of the victims and survivors of the partial collapse of a boat dock gangway on Georgia’s Sapelo Island and a newly released video of the frantic rescue efforts paint a dramatic picture of Saturday’s incident. Elon Musk’s daily $1 million lottery for registered swing state voters who sign his super PAC’s petition falls into a legal gray area and could potentially violate election law, three experts told NBC News. Paying someone to vote or to register to vote is explicitly illegal under federal law. “This is at best very questionable legally,” said Michael Morse, an assistant professor of law at the University of Pennsylvania Carey Law School. But none of the experts who spoke with NBC News believed law enforcement is likely to stop the lottery or fine Musk before the election. “You can only register to vote in Pennsylvania until today.

A highly anticipated legislative hearing began Monday but without its key witness: a Texas inmate whose execution for his daughter's "shaken baby" death was narrowly averted last week. The high court, however, said Sunday it would not rule on the manner in which Roberson must testify. Roberson, 57, has maintained his innocence in the 2002 death of his 2-year-old daughter, Nikki, based on "shaken baby syndrome." But hours later, Roberson said, he woke up and realized Nikki was not breathing and her lips looked blue. Wharton, the lead detective in the case, has also voiced his support for Roberson, telling House committee members at a hearing last week: "This is an innocent man, beyond question."

The Israeli military expanded its offensive in Lebanon overnight, striking bank branches across the country to target Hezbollah‘s finances in an assault that sparked panic in Beirut, as Secretary of State Antony Blinken was heading to the Middle East to push for a diplomatic solution to the intensifying regional conflict. But it also comes as Israel prepares an attack against Iran itself. The U.S. and Israel have linked the bank to the Iran-backed militant and political group. An NBC News crew in Beirut heard the blasts ring out as Lebanese national media reported strikes on bank branches in the city's southern suburbs. Meanwhile, video shared on social media and geolocated by NBC News showed buildings on fire and collapsing after apparent air strikes.

Jury selection begins Monday in the trial of Daniel Penny, a retired Marine charged in the deadly subway chokehold of Jordan Neely. A conviction for criminally negligent homicide would require the jury to find that Penny unjustifiably put Neely at risk of death, but failed to perceive that risk. Prosecutors have said the chokehold, which Penny held for several minutes, killed Neely, a 30-year-old homeless man and former Michael Jackson impersonator. Officers could be seen saying he had a faint pulse, and then shown giving him CPR about four minutes after they arrived. Kyiv, Ukraine CNN —Secretary of Defense Lloyd Austin arrived in Kyiv early Monday morning, as the future of US aid to Ukraine hangs in the balance of the imminent US presidential election and as Russia continues to make small but steady gains on the battlefield. “It’s been absolutely remarkable that Ukraine has been able to do what it’s done,” Austin told reporters. Ukraine has prevented Russian President Vladimir Putin from achieving “one single strategic objective” during the war, Austin said Sunday. China also continues to be a “critical enabler” of Russia’s war effort, the NATO official said. Ukraine has more sophisticated weaponry thanks to the West, which could give the country a strategic edge, the defense official said.

TIAA CEO Thasunda Brown Duckett has four words of advice for anyone looking to be a better boss: Talk less, listen more. Each month Duckett, 51, hosts "jam sessions" with small groups of employees so they can share their ideas, concerns and perspectives with her directly. It can be hard to encourage people to speak candidly in front of the CEO, but Duckett says she has a go-to question she "always" asks employees to get them talking. By asking that one question, you "immediately connect" with your employees, Duckett said. Making "Coffee and T" a recurring meeting on her calendar has helped Duckett create a culture where employees feel "heard without judgment," she wrote on LinkedIn.

PHOENIX — Billionaire entrepreneur Mark Cuban said Saturday while campaigning for Vice President Kamala Harris that he would campaign against her if he thought she would tax wealthy people’s “unrealized gains,” which is part of the tax plan she has endorsed. The comments came at a town hall event attended by local Arizona entrepreneurs, which Cuban headlined as a surrogate for the Harris-Walz campaign. Toward the end of the event, a man asked Cuban, “Quick question: What about unrealized gains?”Cuban assured the audience that Harris wouldn’t tax unrealized gains. That is true: While Harris’ campaign issued a blanket endorsement of Biden’s 2025 budget proposal, it hasn’t actually spoken specifically about taxing unrealized gains.
