At a town hall in Coney Island, Brooklyn, on Monday night, the mayor said the cuts were real but that he did not want to make them.
The police commissioner, Edward Caban, has yet to make a public statement about the implications of a proposal that would bring the number of officers below 30,000 for the first time in decades.
