The patrols are likely to put Chinese coast guard vessels in closer proximity to their Taiwanese counterparts, potentially raising the risk of miscalculation and conflict. Two survived after being rescued by Taiwan’s coast guard, while the other two were found unconscious and confirmed dead after being taken to the hospital in Kinmen. CNN —Two Chinese fishermen have drowned during a pursuit by Taiwan’s coast guard for trespassing off the coast of Taiwan’s Kinmen islands. According to the coast guard, an unnamed mainland Chinese vessel had trespassed within about one nautical mile off the coast of Kinmen - which lies nearer to mainland China than to Taiwan. The vessel capsized while attempting to flee, causing four crew members aboard to fall into the water, it said. “The coast patrol boat rescued two crew members and found another two unconscious crew members in the sea,” the coast guard said in a statement Wednesday, adding that the two unconscious members were confirmed dead after being taken to the hospital. The coast guard said they would contact the fishermen’s families through official channels.

A congressional investigation has determined that five American venture capital firms invested more than $1 billion in China’s semiconductor industry since 2001, fueling the growth of a sector that the United States government now regards as a national security threat. Funds supplied by the five firms — GGV Capital, GSR Ventures, Qualcomm Ventures, Sequoia Capital and Walden International — went to more than 150 Chinese companies, according to the report, which was released Thursday by both Republicans and Democrats on the House Select Committee on the Chinese Communist Party. The investments included roughly $180 million that went to Chinese firms that the committee said directly or indirectly support Beijing’s military. That includes companies that the U.S. government has said provide chips for China’s military research, equipment and weapons, such as Semiconductor Manufacturing International Corporation, or SMIC, China’s largest chipmaker. The report by the House committee focuses on investments made before the Biden administration imposed sweeping restrictions aimed at cutting off China’s access to American financing and technology.

Lawmakers in several Republican-led states including Texas, Louisiana, and Alabama are considering similar restrictions on Chinese citizens owning property. It also bars most citizens of Cuba, Venezuela, Syria, Iran, Russia and North Korea from owning property near military installations and infrastructure such as power plants and airports.

Wray, director of the Federal Bureau of Investigation, warned on Wednesday that China was ramping up an extensive hacking operation geared at taking down the United States’ power grid, oil pipelines and water systems in the event of a conflict over Taiwan. Mr. Wray, appearing before a House subcommittee on China, offered an alarming assessment of the Chinese Communist Party’s efforts. Its intent is to sow confusion, sap the United States’ will to fight and hamper the American military from deploying resources if the dispute over Taiwan, a major flashpoint between the two superpowers, escalates into a war, he added. Before his testimony, F.B.I. “China’s hackers are positioning on American infrastructure in preparation to wreak havoc and cause real-world harm to American citizens and communities, if or when China decides the time has come to strike,” said Mr. Wray, who pressed the committee to increase funding for the bureau.
