While worldwide deaths from terrorism have declined in the last five years, deaths in sub-Saharan Africa have risen, making it now the global epicentre of attacks, the UNDP report said, citing an annual survey called the Global Terrorism Index. Countries from east to west Africa have seen Islamist militant groups take over large swathes of territory, displacing millions, eroding faith in democratic government and causing widespread hunger. The UNDP report found that 25% of voluntary recruits to such groups cited job opportunities as their primary reason for joining, while 22% cited wanting to join with family and friends and 17% cited religious ideas. An additional year of schooling reduced the likelihood of voluntary recruitment to extremist groups by 13%, it found. The Global Terrorism Index is produced by the Institute for Economics and Peace think-tank, which draws its data from the Terrorism Tracker database of Dragonfly, a private sector security and intelligence service.

"Cameroonian media has just lost one of its members, a victim of hatred and barbarism," Cameroon's journalists' trade union said in a statement. "Where is the freedom of the press, freedom of opinion and freedom of expression in Cameroon when working in the media now entails a mortal risk?" Outspoken reporter Paul Chouta, who worked for private news website Cameroon Web, was beaten and stabbed by unknown attackers in 2019.

"Canada welcomes the agreement by the parties to enter a process to reach a comprehensive, peaceful and political resolution of the conflict," foreign minister Mélanie Joly, said in a statement on Friday. The statement said Canada had accepted a mandate to facilitate the process and the parties have agreed to form technical committees to begin work on confidence-building measures. The parties further express the hope that other groups will join the process," the statement said. Spokespersons for the separatist factions could not be reached for comments.

The number of people granted asylum in immigration courts hit a historic high this fiscal year under the Biden administration's adjustments to the asylum process, a recent data analysis shows. The TRAC report, released in late November, said the 2022 number was the largest number of individuals granted asylum in any year in the courts' history. However, the analysis also showed that grants of asylum have slowed, with 50% of cases granted asylum in June falling to 41% of cases in September. Also, those released from detention had better asylum grant rates, 54% this fiscal year, compared to those who were detained, 15% of whom were granted asylum. Just 23% of people from Ecuador, or 3,380, were granted asylum, placing the country near the bottom.

The Homeland Security Department said Haitians who were in the United States Nov. 6 could apply for Temporary Protected Status and those who were granted it last year could stay an additional 18 months until Aug. 3, 2024. The administration has extended temporary status for several countries and expanded or introduced it for Haiti, Afghanistan, Ukraine, Myanmar, Cameroon and Venezuela, reversing a Trump-era trend to cut back on protections for those already in the United States. Haitians who enter the United States after Monday’s announcement will be ineligible for TPS, authorities said, though that may do little to discourage some. Senate Majority Leader Chuck Schumer, who called last week for an expansion and extension, said more than 100,000 Haitians will be eligible for temporary status under Monday’s announcement.
