But Russia's Accounts Chamber, which oversees budget execution, warned on Monday there were risks the Urals price would fall below $60 in 2024-2026. Russia's forecast sees economic growth of 2.3% in 2024, well above estimates of 1.1% from the International Monetary Fund and 0.5%-1.5% from the Bank of Russia. CHANGING TUNEAt Russia's flagship economic forum in St Petersburg in June, Siluanov said increasing expenditure was difficult, as budget spending had already increased by 1-1/2 times from 2019 to 2022. Now, even as the government outlines plans for spending to jump to 36.7 trillion roubles in 2024, he is more relaxed. Renaissance Capital's Donets and Melaschenko said Russia could create temporary taxes, permanently increase rates of VAT, or adjust Russia's budget rule to permit more spending of energy revenues.

REUTERS/Florence Lo/Illustration Acquire Licensing RightsSEOUL, Oct 18 (Reuters) - South Korea's SK Hynix Inc (000660.KS), the world's second-largest memory chip maker, said on Wednesday it has not approached Japan's SoftBank Group (9984.T) to partner up in a possible deal with memory chipmaker Kioxia Holdings Corp.A Nikkei report earlier on Wednesday said SK Hynix is reluctant to back a merger between U.S. rival Western Digital's memory chip operations and Kioxia, in which SK Hynix holds a stake. The report went on to say that SK Hynix had sounded out SoftBank for a partnership in case the merger falls through. "SK Hynix denies Nikkei's report that the company approached SoftBank for collaboration with regard to the Kioxia-Western Digital deal," the company said in a statement, without commenting on its stance on the merger. Kioxia and Western Digital Corp (WDC.O) are pursuing a merger as a global chip glut and weak demand for flash memory chips strengthens pressure for chipmakers to consolidate.

NEW YORK (AP) — Salman Rushdie has a memoir coming out about the horrifying attack that left him blind in his right eye and with a damaged left hand. “This was a necessary book for me to write: a way to take charge of what happened, and to answer violence with art,” Rushdie said in a statement released Wednesday by Penguin Random House. President Vladimir V. Putin of Russia has long cast himself as a friend of Israel and the Jewish people. But amid the worst attack on Israel in 50 years, the high regard that Mr. Putin has shown for Israel in the past appears remarkably absent. More than three days after the start of the incursion by Hamas, there has been no message of condolence from the Kremlin, even though Mr. Putin previously published such notes of sympathy in the wake of terrorist attacks in Israel. And he has not yet called Mr. Netanyahu, even though he spoke with Israeli leaders at least 11 times in 2022 and developed a close relationship with Mr. Netanyahu over more than a decade of meetings and phone calls. Instead, Mr. Putin’s spokesman on Monday struck a neutral stance, saying that Russia was “extremely concerned” and calling for an immediate halt to the fighting.

Wagner communications channels were silent, but some supporters and patriotic bloggers expressed disbelief. 'LAUGHABLE' EXPLANATIONWestern diplomats say Putin ordered the killing of Prigozhin after the humiliation of the mutiny. "Two heroes of great Russia died in this plane crash, just in case someone forgot, and not druggies," said the Southern Front Telegram channel. A specialist works at the site of a crash of the private jet linked to Yevgeny Prigozhin in the Tver region, Russia, on August 24. "There was no external influence on the plane; it is an established fact," the Russian leader claimed. The mutiny was suddenly called off in a deal that required the Wagner chief and his fighters to relocate to Belarus. There is no concrete evidence that points to Kremlin involvement and, officially, the cause of the crash is unknown. Meanwhile, Ukrainian officials and US President Joe Biden have suggested Putin may have been behind the crash.

TOKYO, Oct 4 (Reuters) - SoftBank (9984.T) CEO Masayoshi Son said he believes artificial general intelligence (AGI), artificial intelligence that surpasses human intelligence in almost all areas, will be realised within 10 years. Speaking at the SoftBank World corporate conference, Son said he believes AGI will be ten times more intelligent than the sum total of all human intelligence. He noted the rapid progress in generative AI that he said has already exceeded human intelligence in certain areas. Arm CEO Rene Haas, speaking at the conference via video, touted the energy efficiency of Arm's designs, saying they would become increasingly sought after to power artificial intelligence. Russia has been bolstering its armed forces and ramping up weapons production in the expectation of a long war in Ukraine, where front lines have barely shifted for a year. "There are no plans for an additional mobilisation," Shoigu was shown telling top generals on state television. "The armed forces have the necessary number of military personnel to conduct the special military operation." Putin ordered a "partial mobilisation" of 300,000 reservists in September last year, prompting hundreds of thousands of young men to flee Russia to avoid being sent to fight. While Ukraine was able to win back territory last year from Russia in attacks which humiliated the Russian armed forces, this year has been different.

Journalists wait for the announcement of the winners of the 2023 Nobel Prize in Physics at Royal Swedish Academy of Sciences in Stockholm on Oct. 3, 2023. Scientists Pierre Agostini, Ferenc Krausz and Anne L'Huillier won the 2023 Nobel Prize in Physics for "experimental methods that generate attosecond pulses of light for the study of electron dynamics in matter", the award-giving body said on Tuesday. The prize, which was raised this year to 11 million Swedish crowns (about $1 million), is awarded by the Royal Swedish Academy of Sciences. Physics is the second Nobel to be awarded this week after Hungarian scientist Katalin Kariko and U.S. colleague Drew Weissman won the medicine prize for making mRNA molecule discoveries that paved the way for COVID-19 vaccines. Announced on consecutive weekdays in early October, the physics prize announcement will be followed by ones for chemistry, literature, peace and economics, the latter a later addition to the original line-up.

In 2021, the year before Moscow launched its invasion of Ukraine, defence spending totalled 3.57 trillion roubles, 14.4% of total spending. In 2022, the share of defence spending rose to 17.7%, data on Russia's electronic budget page showed earlier this year. That may mean that defence spending will also be significantly higher than first envisaged. It is still unclear what caused the plane to crash two months to the day since Prigozhin's failed mutiny. The Kremlin said on Aug. 30 that investigators were considering the possibility that the plane was downed on purpose. At memorials in Moscow and other Russian cities dozens of Wagner fighters and ordinary Russians paid their respects, though there was no mass outpouring of grief. The data, compiled by NielsenIQ, showed overall sales volumes for shower gel, tampons, dishwashing products, laundry detergent and toilet paper declined in the year ended Sept. 17. Reuters GraphicsMajor brands like Ariel laundry detergent and Dove soaps have for years dominated the market versus retailers' private label goods. But the NielsenIQ data shows volumes for private label personal products are inching up while those for big brands decline. For instance, shower gel volumes fell 6% overall and 10% for big brands but rose 14% for private label products. Similarly, while laundry detergent volumes were down about 2% across the category and fell 10% for big brands, they surged 28% for private label brands.
