The first ballots of the 2024 general election are heading to voters, as Alabama officials started mailing them out Wednesday. Alabama requires that voters have a reason to vote by mail, such as being absent from the county or working during Election Day. In 2022, just over 45,000 voters cast absentee ballots, accounting for roughly 3% of all the state's ballots. Officials in Alaska, Idaho, Kentucky, Pennsylvania, Wisconsin, Arkansas, Minnesota, South Dakota, Virginia, West Virginia, Wyoming, Colorado, Louisiana, Maryland, New Jersey, Oklahoma, Rhode Island, Texas, Mississippi, Oregon, and Vermont will begin sending mail ballots later this month. And Virginia voters will be the first to cast in-person ballots in significant numbers, with early in-person voting kicking off on Sept. 20.

Here’s what to know:When do voting by mail and early voting start? In some states, mail ballots must be in the hands of election officials before polls close, but others will count ballots that arrive after Election Day if they were postmarked earlier. About a quarter of voters cast ballots in person before Election Day, and about a quarter of voters cast ballots in person on Election Day, according to that survey. Some states will not be as accommodating of early or mail-in voting in 2024. Alaska and Rhode Island are unique because they only allow Election Day registration in the presidential election.

U.S. President Joe Biden speaks as he announces a new plan for federal student loan relief during a visit to Madison Area Technical College Truax Campus, in Madison, Wisconsin, U.S, April 8, 2024. But the Biden administration official told CNBC that the Department of Education had only instructed loan servicers to get ready for the debt cancellation. The program is the third Biden administration effort to forgive student debt to end up blocked by Republican-led legal challenges. In June 2023, the Supreme Court ruled that the administration's first attempt to cancel up to $400 billion in student debt without prior authorization from Congress was unconstitutional. Two months ago, a federal appeals court temporarily halted Biden's new affordable repayment plan for student loan borrowers, known as SAVE.

Even with the financial burden his student debt has brought him, Larry said he has tried to remain optimistic about the prospect of debt relief, given President Joe Biden and Vice President Kamala Harris' actions during their term. Larry and millions of other student-loan borrowers will have to keep waiting. It's the same argument a different group of GOP states used that led the Supreme Court to strike down Biden's first attempt at broad debt relief last summer. Their arguments are based on internal documents the states obtained from the Education Department to federal student-loan servicers regarding preparation to implement its second try at broader debt relief. According to the documents, the Education Department sent a memo to MOHELA saying, "In September of 2024, the Biden-Harris Administration will launch the Federal Student Loan Debt Initiative."

How plaid became popular for school uniforms
  + stars: | 2024-09-05 | by ( Jacqui Palumbo | ) edition.cnn.com   time to read: +9 min
CNN —As students return to school, one patterned textile now synonymous with uniforms will make its seasonal reappearance on pleated skirts, jumpers and ties: plaid. It’s a family of textiles with broad scholarly appeal, with both religious and secular schools worldwide incorporating plaid into uniforms, from Mexico to Japan to Australia. Centuries of romanticizing Highlander clanship and identity has likely influenced our contemporary understanding of the textile, Maxwell noted. But the textile didn’t become a fixture of school uniforms until the 1960s, according to historian and educator Sally Dwyer-McNulty, who authored “Common Threads: A Cultural History of Clothing in American Catholicism” in 2014. (Dwyer-McNulty herself attended two different Catholic schools in Philadelphia, wearing plaid uniforms through high school).

JD Vance's plan to tackle high childcare costs may not take into account the looming retirement crisis facing millions of older Americans. When Kirk asked how Vance planned to address the issue, Vance suggested extended family members step in to relieve the financial burden on parents. AdvertisementNot many states require childcare workers to have college degrees or certifications. But he may have been referring to a new law in the nation's capital that requires many childcare workers to have a two-year associate degree, among other training. Vance has condemned universal childcare, calling it a subsidy for the affluent and a "class war against normal people."

Where are low-cost airlines cutting back now? New planes

Airlines flooded the U.S. with flights this year, driving down fares particularly in the domestic market, where low-cost carriers concentrate, and weighing on carriers' revenue while costs have gone up. Spirit Airlines , JetBlue Airways and Frontier Airlines last posted annual profits in 2019, while larger carriers have returned to profitability. Now, some of those same airlines are dialing back their growth plans and deferring deliveries of new aircraft. Some airlines, like Frontier, have been active in sale-leasebacks, in which they sell planes to generate cash and lease them back.

Trump had unveiled the IVF policy in broad strokes during a campaign event in Michigan a day earlier. IVF, Trump and abortionTrump's embrace of IVF as a policy platform is the former president's latest effort to court voters concerned about women's reproductive rights. Trump, in turn, urged the state to find a solution that would "preserve the availability of IVF in Alabama." In Friday's CNN interview, Vance was asked how Trump's new federally mandated IVF funding plan would work if a state chose to ban the procedure.

Though many say they are thankful to have Social Security payments at all, they aren't enough to fill the gap. To help pay the bills, nearly 80% of retirees receive some Social Security income, per BI's calculations, and the Social Security Administration estimates that 97% of older adults will ultimately receive benefits. She told BI that her expected $2,000 monthly Social Security payments may not be enough. As pensions dissipate and only higher-earning retirees have savings, Social Security might only become more pivotal for retirees. Researchers first spotted the insect, dubbed the “ManhattAnt,” while doing a survey on ants in New York City in 2011. By comparing the New York ants with the European ones, Seifert was able to confirm the ant’s identity. Because the nests work together instead of against one another, they can spread faster and easily dominate an area by outcompeting native species, he added. “One of the things we know about a lot of invasive ant species is they displace the native species, and the native species that they’re displacing usually have very specialized roles in the ecosystem, so you’re sort of disrupting that ecosystem when these species get introduced,” Moreau said. Time will tell whether the ant has become more than just a nuisance and is disrupting the ecosystem, Penick said.

In conversations with nearly a dozen Democratic lawmakers and candidates running in competitive races across the country, a common theme emerged. Tim Walz, Democrats have felt a tangible bump of energy in their districts, through spikes in volunteers, donations and event turnout. Rep. Chris Deluzio, who supports Harris, told CNN he was glad to see that she has moved away from her previous position on fracking. The Republican campaign arm has seized on some of her past positions from his first presidential run, including fracking, as they’ve attempted to develop a strategy to target Democrats in tough races. An emerging movement against in vitro fertilization is driving some doctors and patients in red states to move or destroy frozen embryos. The embryo migration is most striking in Alabama, where the State Supreme Court ruled in February that embryos were “unborn children.” Since then, at least four of Alabama’s seven fertility clinics have hired biotech companies to move the cells elsewhere. A fifth clinic is working with a doctor in New York to discard embryos because of concerns about the legality of doing so in Alabama. Since the Supreme Court’s 2022 decision to overturn Roe v. Wade, 14 states have passed total or near total abortion bans. And the Southern Baptists, the country’s largest Protestant denomination, voted in June to oppose I.V.F., calling for the protection of “frozen embryonic human beings.”
