REUTERS/Shannon Stapleton Acquire Licensing RightsNov 9 (Reuters) - A U.S. judge has blocked Idaho from enforcing a recently passed law making it a crime to help a minor cross state lines for an abortion without her parents' consent. U.S. Magistrate Judge Debora Grasham in Boise, Idaho, said the law against so-called abortion trafficking, signed by Republican Governor Brad Little in April, violated the rights to free speech and expression under the First Amendment of the U.S. Constitution. The judge also said the law "fails to provide fair notice or ascertainable standard of what is and what is not abortion trafficking." Lourdes Matsumoto, a lawyer and advocate who works with victims of sexual violence, and the Northwest Abortion Access Fund and Indigenous Idaho Alliance, which help people in Idaho access abortion, sued to block the law.

WASHINGTON (AP) — A project to build a first-of-a-kind small modular nuclear reactor power plant was terminated Wednesday, another blow to the Biden administration's clean energy agenda following cancellations last week of two major offshore wind projects. Oregon-based NuScale Power has the only small modular nuclear reactor design certified for use in the United States. “We absolutely need advanced nuclear energy technology to meet (the Biden administration’s) ambitious clean energy goals,'' spokeswoman Charisma Troiano said. In 2020, the Trump administration approved up to $1.4 billion for the project, known as the Carbon Free Power Project. Most prospective subscribers were unwilling to take on the risks associated with developing a first-of-a-kind nuclear project, the Utah group said.

Solicitor General Elizabeth Prelogar is the Biden administration’s top lawyer at the court, defending the policies that are the source of much of Alito’s consternation. “I think our best example historically is the Customs Service,” Prelogar responded. The semi-retired business owner said he's house hunting for homes that cost half as much as in San Diego. Murfreesboro, a city in the center of the state a one-hour drive from Nashville, may not have all the skyscrapers and tech headquarters of San Diego. He said he's found a vibrant business community in Tennessee with a slower pace of life and a lower cost of living. SEATTLE (AP) — An Idaho woman is suing her one-time fertility doctor, saying he secretly used his own sperm to inseminate her 34 years ago — the latest in a string of such cases brought as at-home DNA sampling enables people to learn more about their ancestry. He charged $100 cash for each of several treatments, saying the money was for the college or medical students who were donating the sperm, the lawsuit said. But the newspaper reported that Claypool claimed he had no knowledge of the allegations and didn't know Sharon Hayes. “But this is the first I’ve heard of anything in 40 years.”A number of cases of “fertility fraud” have arisen as online DNA services have proliferated. "At the current 8% mortgage rate, mortgage payment[s] are 38% of median income," Moody's Analytics chief economist Mark Zandi said. The National Association of Realtors measures affordability through its 34-year old Housing Affordability Index, or HAI. And even if home prices do the decline, that trend won't be sustainable unless America builds millions of more homes. And spreads will likely remain extra-wide until short-term interest rates drop below the rates on longer-term treasuries, Duncan said. But multiple memory chips are needed to support each GPU or CPU, so making memory requires more fab space. Micron says construction in New York will begin at the end of 2024 and chip production there will start in 2027. By 1980, it was building its first fab and a year later was pumping out a revolutionarily small 64K DRAM chip. (AP) — The Biden administration is designating 31 technology hubs touching 32 states and Puerto Rico to help spur innovation and create jobs in the industries that are concentrated in these areas. President Joe Biden is set to announce the hubs on Monday at the White House with Commerce Secretary Gina Raimondo. The tech hubs are the result of a process Raimondo's department launched in May to distribute a total of $500 million in grants to cities. The White House has sought to elevate that message and highlight Biden's related policies as the Democratic president undertakes his 2024 reelection bid. “These Tech Hubs will catalyze investment in technologies critical to economic growth, national security, and job creation, and will help communities across the country become centers of innovation critical to American competitiveness,” the White House said Monday in an emailed statement.

What it means for Nvidia Nvidia said in an SEC filing this week that the latest government curbs could hinder its new product development timeline, and a handful of chip models. The major aim of the latest U.S. restrictions is to prevent China from harnessing advanced semiconductor chips to strengthen its military. BOISE, Idaho (AP) — The November execution of a man on Idaho’s death row was delayed on Wednesday because the state’s parole board has granted a hearing to consider changing his sentence to life in prison. An Idaho judge last week issued a death warrant for Thomas Creech, the state’s longest-serving death row inmate. Creech was convicted of killing two people in Valley County in 1974 and sentenced to death. Creech’s attorneys with the nonprofit Federal Defender Services of Idaho petitioned the parole board to schedule the sentence review hearing. A spokesperson for the Ada County Prosecutor’s Office, which pursued Creech’s death warrant, declined to comment to the newspaper on Wednesday.

Meanwhile, parents and experts say schools neglect students with math disabilities like dyscalculia, which affects up to 7% of the population and often coexists with dyslexia. Learning struggles for some may be due to dyscalculia or other math learning disabilities, yet few teachers report their students have been screened for dyscalculia. Experts say learning the most effective methods for teaching students with math disabilities could strengthen math instruction for all students. Part of the problem is that teachers don’t receive the training needed to work with children with math disabilities. “It’s pretty rare for undergraduate degrees or even master’s degrees to focus on math learning disabilities with any level of breadth, depth, quality or rigor,” said Amelia Malone, director of research and innovation at the National Center for Learning Disabilities.
