Hedge funds and other money managers sold the equivalent of 57 million barrels in the six most important futures and options contracts over the seven days ending on Nov. 7. Fund managers have been sellers in five of the most recent six weeks reducing their combined position by a total of 331 million barrels since Sept. 19. The combined position was reduced to just 349 million barrels (13th percentile for all weeks since 2013) from a high of 680 million barrels (64th percentile) six weeks earlier. The founders of struggling space company Astra have offered to take the company private at a value of about $30 million, according to a securities filing Thursday. That price is a 103% premium to Wednesday's closing price of 74 cents a share, which represents a market value of about $16 million. "We believe that Astra's strategic objectives and business prospects will be best served as a private company. Kemp and London are also "open to certain accredited investor stockholders of the Company rolling their equity into the transaction." The company is running out of cash, with its acquired spacecraft propulsion business yet to drive meaningful quarterly revenue.

ATLANTA (AP) — People in Georgia will keep paying no state taxes on gasoline and diesel, at least until state lawmakers start a special legislative session. Brian Kemp on Wednesday extended the fuel tax rollback of 31.2 cents per gallon of gasoline and 35 cents per gallon of diesel until Nov. 29. Georgia’s governor can suspend the collection of taxes during an emergency as long as state lawmakers approve it the next time they meet. Tax revenues fell about 3% in October even though some fuel taxes were still flowing into state coffers after Kemp's September action. Fuel taxes in Georgia largely fund roadbuilding.

The wave of sales has reversed much of the 398 million barrels purchased between the end of June and the middle of September. WTI SQUEEZE ENDSIn the seven days ending on October 31, selling was led by crude (-78 million barrels), especially NYMEX and ICE WTI (-62 million barrels), with a smaller contribution from Brent (-16 million). But most of the sales have come in European gas oil (-49 million barrels) rather than U.S. diesel (-6 million) reflecting the poor outlook for the European economy.

Strikes at car and truck plants are likely to have a widespread impact on manufacturing activity given their large supply chains. Energy consumption by industrial users steadied over the third quarter, which was consistent with the worst of the manufacturing downturn being over. The stabilisation of both diesel and industrial electricity sales in the summer was consistent with manufacturing activity steadying ahead of a renewed expansion. A federal judge ruled last week that some of Georgia's congressional, state Senate and state House districts were drawn in a racially discriminatory manner, ordering the state to draw an additional Black-majority congressional district. Total generation increased by almost 63 billion kilowatt-hours (kWh) (9%) compared with the same month a year earlier, according to the National Bureau of Statistics. CNN —For the past year and a half, medical cannabis company CEO Gary Long has spent a lot of his time reassuring Georgia’s small-town mayors about what will soon be coming to their local pharmacy: medical marijuana. The Georgia Board of Pharmacy is currently processing applications from pharmacies around the state that want to sell low-dose THC products. National chains such as CVS and Walmart won’t be selling THC products in Georgia, but Long said 130 local pharmacies have already agreed to sell his product exclusively. Making medical cannabis so accessible in such a traditionally conservative Deep South state like Georgia caught some by surprise. Californians have been able to buy medical cannabis since 1996 and adults there got the right to use it recreationally in 2016.
