The bill, which passed with broad Democratic and Republican support, sparked one lawmaker to pledge to oust the Republican speaker of the House of Representatives, Kevin McCarthy. Biden said Republicans had pledged to provide that aid through a separate vote. A White House official said Biden was referring to Republican promises of passing a separate bill on the issue. Biden urged Republicans to move ahead quickly to avoid another crisis in November. Biden declined to weigh in on whether Democrats should support McCarthy if he needed their votes to keep his job as House speaker.

CNN —House Speaker Kevin McCarthy’s allies are scrambling to head off a right-wing revolt to oust the California Republican from his job and turning to the constituency that now suddenly holds the cards: House Democrats. One Democratic lawmaker who supports ousting McCarthy told CNN, “I have no trust in, nor respect for, McCarthy. But House Democrats also acknowledge that they don’t know another Republican who can get the 218 votes needed to clinch the speakership. “My advice to my fellow Democrats is simple: Follow the leader,” former House Speaker Nancy Pelosi said Sunday on CNN’s “State of the Union” with Jake Tapper. But while Jeffries has maintained a more cordial relationship with McCarthy than his predecessor, there have been recent signs of strain.

Biden urged Congress to negotiate an aid package as soon as possible. "The vast majority of both parties — Democrats and Republicans, Senate and House — support helping Ukraine and the brutal aggression that is being thrust upon them by Russia," Biden said. The money later was approved separately, but opponents of Ukraine support celebrated their growing numbers. Then, on Saturday, House Speaker Kevin McCarthy, R-Calif., omitted additional Ukraine aid from a measure to keep the government running until Nov. 17. Biden said that deal was made to keep the government running and he worked to reassure U.S. allies additional funding would be there.

Still, many lawmakers acknowledge that winning approval for Ukraine assistance in Congress is growing more difficult as the war between Russia and Ukraine grinds on. Then, on Saturday, House Speaker Kevin McCarthy omitted additional Ukraine aid from a measure to keep the government running until Nov. 17. In the Senate, both Schumer and Senate Republican Leader Mitch McConnell pledged to move quickly to try and pass the full White House request. “Majorities in both parties support Ukraine aid, and doing more is vital for America’s security and for democracy around the world.”Leading up to Saturday's vote, Pentagon officials expressed alarm at the prospect of no extra funding for Ukraine. “Every day that goes by that we don’t get the additional money is a day Russia gets closer to being capable of winning this war,” Murphy said.

Rep. Bowman pulled fire alarm as Democrats tried to delay vote

Police said they were investigating the incident, as is the House Administration Committee, a Republican-controlled congressional panel that overseas the House grounds. Bowman, in a statement, admitted to pulling the fire alarm, which he said he regretted, but disputed that he did so to delay the vote, as many Republicans asserted. The House was about to vote on a bipartisan bill to keep the government open for 45 days and avoid a shutdown. "I am embarrassed to admit that I activated the fire alarm, mistakenly thinking it would open the door. Some House Republicans called for Bowman to resign, though such a step appears unlikely, especially given that several members are facing arguably more serious legal and ethics-related issues.

Nor is it a sign that McCarthy has figured out a way to bring his Republican Conference together. Of those who voted on the bill, fewer than 60% of House Republicans backed it. Former President Donald Trump had been publicly pushing for a shutdown, and a lot of Republicans have been listening. A shutdown may have been avoided this time, but there’s no guarantee it will be next time. If McCarthy or whoever may succeed him ends up allowing a shutdown to happen, there will be a lot of Republicans cheering along the way.

Speaker of the House Kevin McCarthy, R-Calif., conducts a news conference in the U.S. Capitol on border security, government funding, and other issues, on Friday, September 29, 2023. Republican Rep. Matt Gaetz of Florida on Sunday said he will aim to file a motion to force out House Speaker Kevin McCarthy this week. McCarthy resorted to negotiating the deal with Democrats after struggling to rally the requisite votes from his fellow Republicans. That decision is already yielding political backlash from House Republicans like Gaetz who had threatened to oust him as speaker if he worked with the Democrats to get a deal done. Gaetz needs 218 votes in order for a motion to vacate McCarthy to pass.

Lawmakers must pass another spending bill before then to avoid a shutdown. They must now pass another spending bill before they head home for Thanksgiving. They have over a month to reach an agreement on which provisions to include in a long-term spending bill. Border security and Ukraine aid were the two sticking points delaying an agreement and nearly leading to a government shutdown. Bipartisan members of Senate leadership issued a statement late Saturday, committing to vote on further funding for Ukraine aid “in the coming weeks.”

White House officials are currently consulting with House Democrats on the 45-day short-term spending bill that House Speaker Kevin McCarthy has proposed, per a source familiar. The White House has yet to weigh in on whether this is a bill Democrats should get behind, as members go through language. Democratic lawmakers have had mixed reactions to the proposal so far, and have called for more time to review the stopgap measure.

WASHINGTON (Reuters) -The U.S. Congress passed a stopgap funding bill late on Saturday with overwhelming Democratic support after Republican House Speaker Kevin McCarthy backed down from an earlier demand by his party’s hardliners for a partisan bill. That move marked a profound shift from earlier in the week, when a shutdown looked all but inevitable. Congress typically passes stopgap spending bills to buy more time to negotiate the detailed legislation that sets funding for federal programs. House Republicans are demanding a further $120 billion in cuts. “House Republicans tried to walk away from that deal by demanding drastic cuts that would have been devastating for millions of Americans.

On the other side of the Capitol, the Democratic-controlled Senate is due to advance a stopgap funding bill, but a final vote might not come for days. Congress typically passes stopgap spending bills to buy more time to negotiate the detailed legislation that sets funding for federal programs. The Senate is due to hold a procedural vote at 1:00 p.m. (1700 GMT) to extend government funding through Nov. 17. Even if that passes, the two chambers would have to resolve their differences before sending any bill to Biden’s desk. That could pose another hurdle, as McCarthy said he opposed $6 billion in Ukraine aid included in the Senate bill.

CNN —Rep. Jamaal Bowman pulled a fire alarm in the Cannon House Office Building on Saturday morning, shortly before the House was scheduled to vote on a government funding bill, an incident the New York Democrat said was an accident. Steil told CNN on Saturday evening that Bowman needed to be “far more forthcoming” about what happened when he decided to pull the fire alarm. “We know Jamaal Bowman pulled the fire alarm. His initial explanation, that it was an accident, doesn’t seem to really pass muster,” Steil told CNN’s Jim Acosta. Bowman, however, laughed off the GOP response to the incident on Saturday, telling reporters, “They’re gonna do what they do.

WASHINGTON (AP) — Democratic Rep. Jamaal Bowman acknowledged triggering a fire alarm Saturday in one of the U.S. Capitol office buildings as lawmakers scrambled to pass a bill to fund the government before the midnight shutdown deadline. The fire alarm sounded out around noon in the Cannon House Office Building and prompted a building-wide evacuation at a time when the House was in session and staffers were working in the building. The GOP-controlled House Administration Committee, which oversees issues pertaining to the Capitol complex, posted a picture of a person pulling the fire alarm who appeared to be Bowman. The funding package was ultimately approved 335-91 on Saturday afternoon, with most Republicans and almost all Democrats — including Bowman — supporting the bill. After the vote, Republicans, including House Speaker Kevin McCarthy, criticized Bowman over the fire alarm.

CNN —Federal agencies are making final preparations with the government on the brink of a shutdown and congressional lawmakers racing against Saturday’s critical midnight deadline. “After meeting with House Republicans this evening, it’s clear the misguided Senate bill has no path forward and is dead on arrival,” McCarthy wrote on X. But there is still no consensus on what - if anything - they will put on the House floor Saturday to avoid a government shutdown. McCarthy argued on Friday that aid to Ukraine should be dropped from the Senate bill. Border security has also become a complicating factor for the Senate bill as many Republicans now want to see the bill amended to address the issue.

WASHINGTON (AP) — The threat of a federal government shutdown suddenly lifted late Saturday as President Joe Biden signed a temporary funding bill to keep agencies open with little time to spare after Congress rushed to approve the bipartisan deal. Political Cartoons View All 1190 ImagesIt’s been a sudden head-spinning turn of events in Congress after grueling days in the House pushed the government to the brink of a disruptive federal shutdown. The outcome ends, for now, the threat of a shutdown, but the reprieve may be short-lived. Senate Republican leader Mitch McConnell, who has championed Ukraine aid despite resistance from his own ranks, is expected to keep pursuing U.S. support for Kyiv in the fight against Russia. “All of us have a responsibility to lead and to govern,” said Republican Rep. Mike Lawler of New York.

Notably, the bill does not include aid for Ukraine, which Democrats, the White House, and some Republicans had advocated strongly for. After a meeting with his conference, House Speaker Kevin McCarthy announced that the House would put the stopgap bill on the floor. But McCarthy positioned the move as one that would enable House Republicans to continue their work on border security going forward, while keeping the government open. Some Democrats delivered strong rebukes of the bill for lacking aid to Ukraine ahead of the vote Saturday. Rep. Rosa DeLauro of Connecticut, the lead appropriator for House Democrats, suggested the move was a “shameful” defiance of the American value of freedom.

That move marked a profound shift from earlier in the week, when a shutdown looked all but inevitable. "Democrats have said from the start that the only solution for avoiding a shutdown is bipartisanship, and we are glad Speaker McCarthy has finally heeded our message." Democratic Senator Michael Bennet held the bill up for several hours trying to negotiate a deal for further Ukraine aid. House Republicans are demanding a further $120 billion in cuts. That bill would have cut spending and imposed immigration and border security restrictions, Republican priorities that had little chance of passing the Democratic-majority Senate. "It's not the end yet; I've got other ideas," Republican House Speaker Kevin McCarthy told reporters following the defeat of a bill he had backed. Social Security payments themselves would continue. Lawmakers are not considering cuts to popular benefit programs such as Social Security and Medicare. Several hardliners have threatened to oust McCarthy from his leadership role if he passes a spending bill that requires any Democratic votes to pass, an outcome almost guaranteed given that any successful House bill must also pass the Senate, controlled by Democrats 51-49.
