A temporary speaker – Rep. Patrick McHenry of North Carolina – is expected to take over based upon a list of succession that McCarthy submitted in January, according to House rules . But in 2015, McCarthy’s speaker bid abruptly ended amid pushback from right-wing lawmakers who have long seen him as insufficiently conservative. When Speaker Kevin McCarthy failed to keep his leadership post, his 269-day speakership became the shortest in more than 140 years. Seven previous members of Congress served single speakership terms shorter than McCarthy’s, which ended by resignation or dying in office. But those speakers served when their party was in leadership in other Congresses and ultimately had longer cumulative speakerships. No House speaker has served for less than a year in total since 1876. A House speaker has stayed in power for an average of roughly 638 days since 2001, compared to 459 days during the 19th Century.

President Joe Biden asked Congress in July to approve another $24 billion related to Ukraine, which Ukraine supporters - Republicans as well as Democrats - had hoped could become law as part of a spending bill. A U.S. official said that, as of Monday, the Defense Department had $1.6 billion left to replace weapons sent to Ukraine, no funds left under the Ukraine Security Assistance Initiative (USAI) and $5.4 billion worth of Presidential Drawdown Authority. But he, and some other Republicans in both the House and Senate, refused to include more aid for Ukraine in the measure. "Today, DoD has exhausted nearly all available security assistance funding for Ukraine," McCord wrote in the letter, dated Sept. 29 and expressing concern that the stopgap spending bill did not include security assistance for Ukraine. Ukraine's Foreign Minister Dmytro Kuleba said Kyiv was in talks with Republicans and Democrats in Congress, and that the drama around the stopgap bill was an "incident" rather than something systemic.

Rebellious Republican Representative Matt Gaetz on Sunday pledged to launch a bid to oust McCarthy as House speaker, just nine months after he struggled to win the job amid challenges from Gaetz and other hardline conservative Republicans. No U.S. House speaker has ever been removed from this high office that puts the holder second in line for the presidency after the vice president. The Republican speaker and his leadership team are hoping to spend this week passing more individual spending bills to fund government programs in the new fiscal year that began on Sunday. They would fund federal agencies that run transportation, veterans, housing and agriculture programs that clash with the lower-spending priorities of Republican versions in the House. That funding was stripped out of the stopgap funding bill passed by Congress over the weekend amid Republican objections.

Rep. Matt Gaetz formally sought to remove the House speaker on Monday evening, filing a motion to vacate that would force Kevin McCarthy from his post in what will be a historic clash within the chamber’s Republican caucus in the days to come. “It is becoming increasingly clear who the speaker of the House already works for, and it’s not the Republican conference,” the Florida Republican said. And though it only takes one lawmaker to bring up a vote to vacate the speaker, it would require a majority of voting lawmakers to succeed. In turn, they gained the power to bring up a motion to vacate the speaker – lowering the threshold to just a single lawmaker’s request. McCarthy has repeatedly brushed off the threats, touting his fight for speaker as an example of his resilience.

ATLANTA (AP) — A political group linked to Georgia Gov. Kemp announced his plan to back lawsuit limits in August at a meeting of the Georgia Chamber of Commerce. Kemp also argues lawsuit limits could help lower costs for inflation-pinched households, in part by lowering Georgia's high auto insurance rates. Most of that came from a $3.75 million transfer from Kemp's gubernatorial campaign, but a number of large companies and trade associations, including some backing lawsuit limits, made $25,000 contributions. Kemp also is using the money to bolster some Republican state lawmakers in the upcoming 2024 elections, while seeking to defeat some Democrats.

McCarthy has the support of most of his members for remaining speaker, but his conference has been riddled with infighting. If just a handful of those members joined with all Democrats, McCarthy would indeed be imperiled. It remains to be seen how many of those members – or others – might support a motion to oust McCarthy. So with a razor-thin GOP majority in the House, whether McCarthy keeps his gavel will almost certainly depend on Democrats. And adding to the troubles was McCarthy’s insistence on Sunday that Democrats were “willing to let government shutdown,” despite their support for the legislation that outnumbered Republicans’.

Rep. Matt Gaetz, R-Fla., demanded during an angry speech Monday targeting his fellow Republican McCarthy on the House floor. McCarthy on Monday denied that there was a secret plan for Ukraine funding. "There's an overwhelming number of Republicans and Democrats in both the House and the Senate who support Ukraine," Biden said at the White House. A standalone vote on emergency Ukraine funding would likely pass the House, but only with the help of Democratic votes.

Matt Gaetz on Monday moved ahead in his attempt to oust Speaker Kevin McCarthy from the top House leadership post, offering a motion to vacate the chair on the House floor – a rare procedural move that can be used to force a vote to remove the speaker. A floor vote to oust McCarthy would require a majority to succeed. According to House precedent, a resolution to remove the speaker would be considered privileged, a designation that gives it priority over other issues. To force a vote, a member must go to the House floor and announce their intent to offer the resolution to remove the speaker – as Gaetz did. Gaetz also cited the possibility of the House holding votes on sending aid to Ukraine as another reason to oust him.

WASHINGTON (Reuters) - U.S. Speaker of the House Kevin McCarthy on Sunday said he would not be ousted after a U.S. representative vowed to force a vote removing him from the speakership, CBS news reported.

Nor is it a sign that McCarthy has figured out a way to bring his Republican Conference together. Of those who voted on the bill, fewer than 60% of House Republicans backed it. Former President Donald Trump had been publicly pushing for a shutdown, and a lot of Republicans have been listening. A shutdown may have been avoided this time, but there’s no guarantee it will be next time. If McCarthy or whoever may succeed him ends up allowing a shutdown to happen, there will be a lot of Republicans cheering along the way.
